GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, APRIL 9, 2018
The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.
9;00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 6)
A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 2, 3, 5
and 6 on the agenda as presented. Item 4 was not ready for signature. The motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc.
2. Reimbursement Request #9 on Washington State Department of Commerce on Consolidated
Homeless Grant, (CHG) No. 17-46108-10, administered through the Grant County Housing Authority,
in the amount of $27,511.22. (Approved)
3. Contract between Grant County and McKinstry, LLC for installation of two (2) emergency generators
for backup power for services to the Courthouse and Annex Buildings. (Approved)
4. Anticipating: Addendum to Commercial Lease Agreement dated April 21, 2017, by and between
Mario and Cindy Padilla as Lessors, and New Hope, As the Lessee (Grant County) for New Hope
office space that will include the additional space for Children's' Advocacy Center. The increase in
rent will be $800/month. (Item not ready for signature)
S. Contract Amendment by Grant County, by and through Grant Integrated Services, and Washington
State Department of Social & Health Services' Division of Behavioral Health and Recovery Parent -
Child Assistance Program (PCAP), Contract No. 1763-95998 to: a) amend the contract by changing
the end date from June 20, 2019 to October 31, 2017, and terminating the contract at the request of
the contractor; and b) amend the contract by reducing the contract by $277,200, therefore
decreasing the maximum consideration from $332,040 to $54,840. (Approved)
6. Reimbursement Request (A-19) for contract work performed by Grant County, by and through Grant
Integrated Services, during March, 2018 on Washington State Department of Corrections contract in
the amount of $686.25. (Approved)

Amotion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve item 2 on
the agenda as presented. The motion passed unanimously. Item 1 did not arrive for signature.
1. Execution of Contracts: Road 28 -SW Reconstruction Project awarded to Wheeler Excavation of
Benton City, WA for the bid amount of $377,777.70. (Item not ready for signature)
2. Recommendation to award the Asphalt Hauling & Dispatch Services 20.16-2018 to Bulk Service
Transport, Inc. dba James J. Williams of Longview, WA for estimated cost to provide services for
approximately $125,000 to $150,000 for the 2018 season. The current contractor was unable to
fulfill their obligation.

1. Commissioner's Office and Public Defense Vouchers. (Approved)
2. Commissioners March 26, 2018 Minutes for approval. (Approved)
3. Request from the Horticultural Pest and Disease Board to hire a full time position to work on
controlling and educating Horticulture Pest and Diseases in both commercial orchards as well as
residential properties within Grant County. Proposed funding would come from assessments on
fruit tree acres and parcel assessment at $1.00. (Approved)
4. New liquor license applications for: TJRJ Gas and Food Store, 9944 Highway 2 E, Coulee City, WA;
and Mike's BBQ and Smoked Meats, 900 13th Ave SW, Ste 12, Quincy, WA, from the Washington
State Liquor and Cannabis Board. (Approved)
ASSESSOR'S OFFICE
5. Recommendation to approve a manifest error correction exceeding three years for William and
Jeannett Evans (Parcel No. 60-2414-000). This property was still on the tax rolls and should not
have been due to the manufactured home was demolished in 2013. Per RCW 84.69.030, the
County Legislative Authority has the authorization to approve such recommendation.

$592,097.47, $301.19, and $144.33)

8. Out of state travel request for Matthew Boyce to perform a walk-through of a home for possible
placement of dependent children on either April 9 or 11, 2018 in Moscow, ID. (Approved)
