GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, APRIL 2, 2018
The Grant County Commissioners session began at 9:00 a.m. with Commissioners Taylor and Carter in
attendance. Commissioner Stevens was out and excused.
9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc. BOCC Action (Items 1 through 11)
A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 2, 4
through 9 and 11 on the agenda as presented. Items 3 and 10 were not ready for signature. The motion
passed with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc.
2. CORRECTED Reimbursement Request (A-19) for contract work performed by Grant County, by and
through Grant Integrated Services' Prevention and Recovery Center (PARC), during January of 2018
on Washington State Department of Social & Health Services' Division of Behavioral Health and
Recovery Contract No. 1763-94250 in the amount of $7,320.40. (Approved)
3. Anticipating: Contract between Grant County and McKinstry, LLC for installation of two (2)
emergency generators for backup power for services to the Courthouse and Annex Buildings. (Item
not ready for signature)
4. Amendment to Contract between Grant County and Del -Sol, Inc. adding custodial duties at Grant
Integrated Services location in Moses Lake in the amount of $5,600.00 per month. The amended
total contract price will be $258,767.12 (monthly). The Contract is administered through the
County's Central Services department. Term is January 1, 2018 through December 31, 2020, subject
to the Contract's terms of paragraph 3.2. (Approved)
5. Fire Alarm Test and Inspect Service Agreement between Felton Fire Service and Grant County, by
and through its Juvenile Court and Youth Services Department; for the annual amount of $1,447.50.
(Approved)
6. 2018 Agreement Regarding Use of County Property for Public Purpose between Grant County and
Ephrata Farmers Market Association, Inc. for utilization of a portion of the Courthouse and
surrounding area, etc. Term is June 2, 2018 through October 27, 2018. (Approved)
7. Updated Participating Provider Agreement between Amerigroup Washington, Inc. and Grant
County, Washington, on behalf of its Grant Integrated Services department for the provision of
Covered Services to Covered Persons under the Washington State Health Care Authority. Addition
made to Attachment Awith the addition of Supported Housing, per diem. Original Agreement was
approved on Dec. 26, 2017. (Approved)
8. Grant renewal application between Washington State Department of Social & Health Services and
New Hope for Domestic Violence Shelter Services. Term is July 1, 2018 to June 30, 2019 in the
amount of $488,738. (Approved)
9. 3 - Professional Services Agreements between Grant County and Cheri Dowse; Stepping Stones, LLC;
and Grant Integrated Services to provide individual and group therapy services to clients at New
Hope. Term is March 1, 2018—June 30, 2019. (Approved)

10. Anticipating: Addendum to Commercial Lease Agreement dated April 21, 2017, by and between
Mario and Cindy Padilla as Lessors, and New Hope, as the Lessee (Grant County) for New Hope
office space that will include the additional space for Children's' Advocacy Center. The increase in
rent will be $800/month. (Item not ready for signature)
11. New Grant Application between Washington State Department of Social & Health Services and New
Hope for Culturally Specific Community Based Services for Victims of Domestic Violence. Term is
from July 1, 2018 to June 30, 2019 in the amount of $155,000.00. (Approved)
9:30 a.m. — 9:50 a.m. Grant County Paper of Record for Legal Notices — Bid Award
On March 27, 2018, the Commissioners held a bid opening for the Paper of Record for legal notices.
The following bids were received:
1. Grant County Journal $5.75 / per column inch
2. Columbia Basin Herald $4.00 / per column inch
After review and discussion, a motion was made by Commissioner Carter, seconded by
Commissioner Taylor, to award the paper of record from July 1, 2018 —June 30, 2019 to the
Columbia Basin Herald in the amount of $4.00 per column inch. The motion passed with 2
Commissioners in attendance.

Glen Stockwell came in to discuss the 2020 Fast Track Completion of the Columbia Basin Project.
He met with Senator Judy Warnick and Representative Tom Dent to re-enter his bill in 2019.
They have agreed. Mr. Stockwell continues to request letters of support from many
organizations in Eastern Washington.

Department, New Hope and Central Services Budget Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget
extension requests:

• Economic Enhancement Strategic Infrastructure Program Ending. Fund# 113,
Department# 155 in the amount of $70,000.00 ($35,000 Grant, $35,000 Loan) for
SIP project #2018-01 Port of Quincy, Industrial Park No. 5, Site Improvements.
• Auditor's Office — Election Department Fund# 001, Department# 108 in the amount
of $5,775.30 to purchase a Sharp MX-305ON printer/copier/fax from Business
Interiors. Funding will come from Current Expense.
• New Hope Fund# 128, Department# 170 in the amount of $8,367.00 to accept
Verizon Foundation funds received from a contract with WSCADV. Funds will be
spend on wages, mileage, and client non-food supplies.
• Central Services in the amount of $194,861.54 for the emergency generator
replacement project. Funding requested to come from Current Expense.
• Central Services Fund# 121, Department# 163 in the amount of $28,000.00 for
the purchase of furniture for the Prosecuting Attorney's Office. Originally
approved in their capital outlay budget is $48,000.00. This extension would
cover the added expense not known during the 2018 budget process and come
from Law and Justice Funds.
Jill Hammond, Administrative Services Coordinator, discussed her request.
Tom Gaines, Central Services Director, discussed the Emergency Generator budget extension
request. He stated that the revenue is currently being worked out by the Accounting
Department. (It was determined on 4/16/18 that the $194,861.54 will come from REET funding
and is reflected on the adopted resolution of the same date)
Tom Gaines, Central Services Director, discussed the purchase of furniture for the Prosecuting
Attorney's Office. Funding will come from Law and Justice Funds.
Commissioner Carter read into the record the request from the Auditor's Office — Elections
Department. Funding will come from Current Expense.
Suzi Fode, Director of New Hope, discussed her request.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Taylor seconded and the motion passed with 2 Commissioners in attendance. Commissioner
Carter moved to surplus the vehicles and equipment as presented. Commissioner Taylor
seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.

1. Recommendation to award the Asphalt Materials project as follows (no contract): (Approved)
o Western States Asphalt of Spokane, WA to furnish 2,900 to 3,300 tons of HFE 150 Liquid
Asphalt for the bid amount of $1,193,940.00 including $88,440.00 in sales tax at the unit bid
price of $335.00 per ton and to furnish 550 to 750 tons of HFE 90 Liquid Asphalt for the bid
amount of $271,350.00 including $20,100.00 in sales tax at the unit bid price of $335.00 per
ton; and
o Central Manufacturing, Inc. of Moses Lake, WA to furnish 5,000 to 7,000 tons of HMA Class
1/2" PG 64-28 for the bid amount of $347,438.00 including $25,438.00 in sales tax for the
unit bid price of $46.00 per ton and/or to furnish 5,000 to 7,000 tons of HMA Class 3/8" PG
64-28 for the bid amount of $354,613.35 including $25,963.35 in sales tax for the unit bid
price of $46.95 per ton; and
o Alternate (in the event that Central Manufacturing is unable to provide Hot Mix Asphalt)
award to Granite Construction Co. of Yakima, WA to furnish up to 7,000 tons of HMA Class

bid price of $49.00 per ton and/or to furnish up to 7,000 tons of HMA Class 3/8" PG 64-28 in

2. Resolutions to Initiate CRP No. 18-06 (Resolution No. 18 -042 -CC) to install horizontal curve signs

centerline and shoulder rumble strips and other associated work on various County Roads.

The Commissioners held an Open Record Public Hearing to consider a petition from Austin
Allred to vacate 12.5 -SW Road and Right -of -Way.

The Board of County Commissioners of Grant County Washington has received a petition
to vacate that portion of County Road being all that portion of County Road 12.5 -SW, Road
Log Number 11980, from Mile Post 0.0 to Mile Post 0.5, lying in Section 6 of Township 16
North, Range 25 East W.M., all in Grant County, Washington, as highlighted on the
attached Exhibit A.
The Board of County Commissioners determined that consideration should be given to the
petition and directed the County Road Engineer to prepare a report on the proposed
vacation and abandonment fora public hearing to be held at 1:45 PM, April 3, 2018, The
Notice of Hearing was published in the County Official Newspaper and the Notice of
Hearing was posted at each termini in compliance with RCW 36.87.050.
The proponents of the petition own the majority of the frontage along the petitioned
County Road. 12.5 -SW is on the active County Road System. All affected parcels are either
owned by the proponents or have frontage on other currently maintained public roads.
I find that, the section of County Road 12.5 -SW from MP 0.0 to MP 0.5 is not necessary
and useful to the public and the public would be benefitted by its vacation and
abandonment.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Taylor seconded and the motion passed with 2 Commissioners in attendance. Commissioner
Carter moved to vacate 12.5 -SW Road and Right -of -Way as presented. Commissioner Taylor
seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.
