(Approved) Page 2 of 7 Grant County Commissioners Minutes Week of February 19, 2018 Pursuant to RCW 42.30.140(4)(a) Negotiations: Commissioner Stevens called an Executive Session to order at 9:12 a.m. to go until 9:22 a.m. to discuss collective bargaining, grievance issues, and negotiations. In attendance were Commissioners Stevens and Carter, and Kirk Eslinger, Human Resources Director. Item 4 was not ready for signature. The motion passed with 2 Commissioners in attendance. 1. Possible vouchers for insurance, legal services, grant administration, etc. 2. Washington State Department of Social & Health Services, County Program Agreement, Al/AN WISe Fee -For -Service, DSHS Agreement No. 1763-23261 for a term of July 1, 2017 through June 30, 2018. (Approved) 3. Amendment to Amerigroup Washington, Inc. Participating Provider Agreement with Grant County, by and through its Grant Integrated Services department. The amendment modifies Attachment A — Behavioral Health Capitation (Medicaid Reimbursement), and attaches the Behavioral Health Services' Wraparound with Intensive Services. Effective date is January 1, 2018. (Approved) 4. Anticipating: Addendum to Professional Services Agreement for Legal Representation of Indigent Individuals in the Juvenile Division of Grant County Superior Court (Juvenile Offenders Only), between Grant County and Dovie Sigle. (Item not ready for signature) 5. Addendum to Professional Services Agreement for Legal Representation of Indigent Individuals in the Juvenile Division of Grant County Superior Court (Juvenile Offenders Only), between Grant County and Thomas Wolfstone. (Approved) 6. Grant County Vendor Agreement (GrIS Developmental Disabilities), Period February 1, 2018 through June 30, 2019, with EnTrust Community Services for the provision of Individual Supported Employment and Community Access. (Approved) 7. Washington State Coalition against Domestic Violence for Latina -Centered mobile advocacy services to survivors and grassroots community engagement in Grant and Adams Counties, effective and retroactive date of October 1, 2017 through September 30, 2020 in the amount of $50,760.00. (Approved) 8. Reimbursement Request (A-19) for contract work performed by Grant County, by and through Grant Integrated Services, during January, 2018 on Washington State Department of Corrections contract in the amount of $686.25. Authorization to Purchase Vehicles: Coroner — 2 ea. 2018 Toyota Tundra SR Dbl Cab 4WD pickups for the purchase price of $80,296.68 including sales tax from Bud Clary Toyota of Yakima through the Department of Enterprise Services contract #05916. (Approved) 3. Recommendation to award the quote for the Flatbed Car Trailer to Trailer Boss of Spokane, WA for the amount of $5,577.26 not including sales tax. (Approved) 4. Resolution No. 18-025-CC Notice of Hearing in the matter of Declaring Surplus Equipment of County Owned Property with hearing set for March 13, 2018 at 2:00 pm. (Approved) 5. Request from the Administrative Services Coordinator fora budget extension in the amount of $70,000.00 to the Economic Enhancement Strategic Infrastructure Fund #113.155 for SIP project #2018-01, Port of Quincy ($35,000 grant and $35,000 loan). (Approved. The public hearing will be set at a later date.) 4. Letter of re -appointment for Craig Cleveringa to the Grant County Horticultural Pest and Disease Board for another 2 year term from February 20, 2018 through February 20, 2020. (Approved) CENTRAL SERVICES 5. Request authorization to forgo the competitive bidding process and authorize the emergency repair of the air handling unit #1 in the Law and Justice Building using Holmes Electric in the amount of $7,586.75. (Approved) FAIRGROUNDS 6. Request to proceed with the repair of Water Truck #2 in an amount between $3,000.00 and $4,000.00. This is an estimate as it is difficult to get quotes. This was approved in their capital expenditure budget. (Approved) 7. Request for out of state travel for Rebecca Martinez to attend the 2018 Saffire Training Summit from May 7 —11, 2018 in Austin, TX. (Approved) TECHNOLOGY SERVICES From the January 8, 2018 Consent Agenda: Request to initiate professional services from Tier 3 Systems Support Services from Ednetics (their VMware and NetApp SAN hardware support VAR) in the amount of $20,250.81. This was approved in their Capital Outlay budget. It has been determined that this previously approved amount is not sufficient. The total amount is now $25,808.76. This cost change can be absorbed in their current budget. (Approved) SHERIFF'S OFFICE 10. Request to surplus quantity 11- Taser X26 Electronic Control Devices as they are no longer functional and cannot be repaired by the manufacturer. (Approved, Resolution No. 18-026-CC declaring these items surplus) 11. Request to purchase the following Capital Expenditures as approved in their budget: (Approved, Resolution No. 18-027-CC authorizing a sole source purchase from Axon.) a. Three (3) Ballistic Helmets in the amount of approximately $2,500.00 from Chase Tactical. b. Thirty-three (33) Ballistic Vests in the amount of $36,300.00 from Municipal Emergency Services through a State Contract. c. Ten (10) Taser Smart Weapons Packages in the amount of $17,500.00 from AXON. They are a sole source provider. d. Ten (10) Cradle Point in -car Wireless Network Units in the amount of $15,000.00 through Technology Services. e. 2014 Ford F-250 Pickup in the amount of $21,660.00 through Public Works. f. (Approved) Page 5 of 7 Grant County Commissioners Minutes Week of February 19, 2018 3:30 p.m. — 3:50 p.m. District Court Update 4:00 p.m. — 4:20 p.m. Open Record Public Hearing, CDBG Public Services Grant Application(s) / Closeout The Commissioners held an Open Record Public Hearing to seek public comment on its intention to submit an application to the State of Washington for 2018 Community Development Block Grant (CDBG) Public Services Grant funding, to prepare for closeout the 2017 Public Services Grant. Jill Hammond, Administrative Services Coordinator, stated the purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG) funds, and receive comments on proposed activities and funded activities that are nearing closeout, particularly from lower income persons residing in the Grant and Adams County areas. Comments on the County's intention to apply for 2018 CDBG Public Services Grant funding in the estimated amount of $121,097.00 and will also be received in addition to performance reporting and its closeout of the 2017 Public Services Grant No. 17-62210-005. The following handouts were available in both English and Spanish: o Grant County's CDBG Public Participation Plan; o The Department of Commerce's Community Development Block Grant Program Public Hearing Handout; and o The Federal Citizen Participation Requirements for Local Government Applicants to the State CDBG Program. Present at the hearing was Olivia Gutierrez from the OIC of Washington who is a Spanish interpreter. It was communicated that individuals interested in or requiring technical assistance to become knowledgeable with the CDBG program or who desire to contribute ideas -to solving some of the community's needs will be provided assistance upon request to the County's CDBG Citizen Participation Coordinator. Public Services Grant Present at the hearing was Candi Jaeger of the OIC of Washington, which administers the County's Public Services Grant. Candi provided a report of program activities that were undertaken with 2017 funds and a report on the planned use of 2018 funds. Candi Jaeger, Prosperity Center Director with the OIC of Washington, reported on program activities. They assisted 180 clients in home ownership; 14 clients with business counseling (1040 hours of counseling hours). Page 6 of 7 Grant County Commissioners Minutes Week of February 19, 2018 Also worked with High Schools with the Dave Ramsey Education Curriculum and participated in the Point in Time count, and the food banks. The Energy Assistance program services 1875 households totaling $617,538.00 throughout Grant/Adams Counties, The Weatherization Program — serviced 14 homes this past year in Grant/Adams Counties. A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to close the public comment portion of this hearing. The motion passed with 2 Commissioners in attendance. Commissioner Carter moved to approve: • The County's submittal of an application to the Department of Commerce for 2018 CDBG Public Services Grant funds • To accept closeout of the CDBG Public Services Grant No. 17-62210-005 • The County's possible submittal of an application to Commerce for 2018 CDBG General Purpose Funds, Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Approved, Resolution No. 18-028-CC) MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $621,219.62 and $59,459,59, as recorded on a listing and made available to the Board. The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the February 16, 2018 payroll. The Commissioners approved a recommendation from the Veterans Services Coordinator for an exception to the Veterans Assistance Fund Policy, for a veteran to exceed current dollar limits for the 2018 year.
