Items 2, 4 and 5 were not ready for signature. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. 2. Anticipating: Grant County Economic Development Council 2018-2019 Municipal Services Agreement with Grant County, Washington. Term is January 8, 2018 through December 31, 2018 with compensation in the amount of $25,000. (Item not ready for signature) 3. CORRECTED Reimbursement Request (A-19) on Washington State Department of Social & Health Services (DSHS) Contract #1763-94250 with Grant County, by and through its Grant Integrated Services department, for the period December 1 to December 31, 2017. (Approved) 4. Anticipating: Amendment to Amerigroup Washington, Inc. Participating Provider Agreement with Grant County, by and through its Grant Integrated Services department. The amendment modifies Attachment A— Behavioral Health Capitation (Medicaid Reimbursement), and attaches the Behavioral Health Services Wraparound with Intensive Services. Effective date is January 1, 2018. (Item not ready for signature) 5. Anticipating: BOCC Chair's "electronic signature" on Garda Cl Northwest, Inc.'s Armored Car Service Agreement with Grant County, by and through the Treasurer's office. Term is January 1, 2018 through January 1, 2019. (Item not ready for signature) 6. Memorandum of Understanding Regarding Community Truancy Boards between the Wahluke. School District and Grant County, by and through Juvenile Court & Youth Services. Term is September 1, 2017 through August 31, 2018. (Approved) 7. BOCC Signature on Title VI Certification form for Grant County application on Washington State Department of Commerce Community Development Block Grant (CDBG), 2018 Public Services Grant No. 18-62210-005 for $121,097, which will be administered through the Opportunities Industrialization Center (OIC) of Washington. (Approved) 8. BOCC Signature on Grant County CDBG Grant Application, Closeout Process Citizen Participation Plan, 2018-2022 with its accompanying, updated Grievance Procedure Form. (Approved) 9. Grant County Fairgrounds Tree Removal Service Contract between Grant County, by and through the Grant County Fairgrounds, and Wildfires Solutions & Tree Services, LLC. Contract price is $19,390 with a term from date of final signature to no later than March 30, 2019. (Approved) 10:00 a.m. —10:15 a.m. Commissioners Office Safety Meeting 10:30 a.m. —10:45 a.m. Citizen Public Comment Period (No public in attendance) Page 2 of 6 Grant County Commissioners Minutes Week of January 29, 2018 11:00 a.m. —11:20 a.m. Open Record Public Hearing, Ordinance Amending CH. 2,72.120 of the Grant County Code titled Fees — Copies of Public Records The Commissioners held an Open Record Public Hearing to consider an ordinance amending Ch. 2.72 of the Grant County Code titled "Public Records". Jim Mitchell, Civil Deputy Prosecuting Attorney, stated the Washington State Legislature amended in July, RCW 42.56 for the Public Records act to address issues with record production costs, burdensome requests and reporting requirements, along with other administrative items. He is recommending (along with Jodi Zimbelman and June Strickler) that Grant County adopt the State fee schedule. The Board adopted Resolution No. 18-019-CC declaring an undue burden relating to the calculation of actual costs associated with the production of public records. Jodi Zimbelman, Public Records Officer, stated the fees the county is charging is .15 cents per page and .10 cents per page per scanned copy, which are statutory fees. Commissioner Taylor moved to close the public comment portion of the hearing. Commissioner Carter seconded and the motion passed unanimously. Commissioner Carter moved to approve the ordinance amending Ch. 2.72 of the Grant County Code as presented. Commissioner Taylor seconded and the motion passed unanimously. The hearing adjourned. Execution of contracts for the following Herbicide Materials 2018 project: • Items 15, 17, 25, % of 29, %2 of 45, 48 to Crop Production Services Inc. in the amount of $27,163.30 not including sales tax. (Approved) 1:45 p.m. - 2:00 p.m. Open Record Public Hearing, Friehe Farms Franchise Application The Commissioners held an Open Record Public Hearing to consider an application from Berend and Carla Friehe (Friehe Farms) to construct, operate and maintain an irrigation water line within the county road right-of-way for irrigation of approximately 600 acres. Location is along the east side of Road T-NE, between Rd-2 and Road-3 NE for approximately 5,200 feet of irrigation pipe, within S 21, T 19, R 21, EWM. Jeff Tincher, Public Works Director, gave a brief description of the request and stated that he recommends approval of this franchise. Commissioner Carter moved to close the public comment portion of the hearing. Commissioner Taylor seconded and the motion passed unanimously. Commissioner Carter moved to approve the recommendation of the Public Works Director and approve the franchise as presented. Commissioner Taylor seconded and the motion passed unanimously. The hearing adjourned. Request for an exception to the current hiring freeze to hire a Clerk II position that will soon be vacant due to a resignation. (Denied) 7. GRANT INTEGRATED SERVICES 8. Request to purchase 10 —Lenovo Thinkpad laptops in the amount of $26,401,36; and 10 Lenovo desktop computers in the amount of $16,741.68. These are being purchased through Technology Services and will include MS Office and applicable licenses. (Approved) NEW HOPE 9. Request for a budget extension in the amount of $15,000.00 to cover a portion of the costs for the purchase of a 2017 Dodge Grand Caravan, using the Washington State Department of Enterprise Services contract. The request was originally approved by the Commissioners on October 2, 2017 but the van did not arrive until January 2018 so these funds were never spend in 2017. (Approved, the public hearing was scheduled for February 27, 2017 at 10:00 a.m.) 10. Request to surplus their 2002 Chevy Astro Van with the intent to sell it at public auction through the Washington State Department of Enterprise Services website. If approved, a public hearing will be scheduled. (Approved.
