The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.

A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 4,
and I -through 11 on the agenda as presented. Items 2., 3, 5, and 6 were not ready for signature. The
motion passed unanimously.

5. Amendment to Arnerigroup Washington, Inc. Participating Provider Agreement with Grant

Attachment A--- Behavioral Health Capitation (Medicaid Reimbursement), and attaches the
Behavioral Health Services Wraparound with Intensive Services. Effective date is January 1,

The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the
January 19, 2018 payroll.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42..2.4.090, in the amount: of $58,664.30, as recorded on a listing and
made available to the Board.

1:45 p.m. — 2:00 p.rn. Open Record Public Hearing, Vacation of County Road and Right -of -Way
known as T-NE (S 16 and 17, T 19 N, R 30 E)
The Commissioners held an Open Record Public Hearing to consider a petition received from
Berend Friehe, Wheeler Land Holding LLC and Friehe Land Holding LLC to vacate and abandon
the county right-of-way described as T-NE 43810 mp 1.05 to mp 2.0 less 4-NE right-of-way in S
1.6 and 17,T 19 N, R 30 E, WM.
Jerome Wavers, Assistant Public Works Director, read into the record the Engineers Report as
submitted by Jeff Tincher, Public Works Director and County Road Engineer:
The Board of County Commissioners of Grant County Washington has received a petition
to vacate that portion of County Road being all that portion of County Road T-NE, Road
Log Number 43810, from Mile Post 1.019 to Mile Post 2.000, lying in Sections 16 & 17 of
Township 17 North, Range 30 East W.M., all in Grant County, Washington, as highlighted
on the attached E)chibit,4.
The Board of County Commissioners determined that consideration should be given to the
petition and directed the County Road Engineer to prepare a report on the proposed
vacation and abandonment for a public hearing to be held at 1:45 PM, January 23, 2018,
The Notice of Hearing was published in the County Official Newspaper and the Notice of
Hearing was posted at each termini in compliance with RCW 36.87.050.
The proponents qthe petition own the majority of the frontage along the petitioned
County Road. T-NE is on the active County Road System. All affected parcels are either
owned by the proponents or have frontage on other currently maintained public roads. A
portion of this section of T-NE, frorn MP 1.019 to MP 1.050 was reconstructed in 2015 with
the intersection safety project on 3-NE that utilized federal funding and shall not be
vacated.
I find that, the section of County Road T-NE from MP 1.05 to MP 2.00 is not necessary and
useful to the public and the public would be benefitted by its vacation and abandonment
with the following conditions:
The petitioners construct a turnaround (cul-de-sac) approved by the County Road
Engineer on T-NE at Mile Post 1.05 and dedicate any additional right-of-way
required for the turnaround.

If this Road Vacation is approved, the vacation document shall not be recorded
until the turnaround is accepted and approved by the County Road Engineer,
A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Taylor, seconded by Commissioner Carter, to approve the vacation as presented
except any existing easement to accommodate existing power lines, communications lines and
other franchised and/or permitted public and private utilities.
This vacation is also only valid with accompanying dedication from Friehe Farms of the cul-de-
sac outside of the existing rights -of -way. Vacation will not be filed until dedication is recorded.
The motion passed unanimously. (Resolution No. 18-.017-CC)

7. Recommendation to waive most of the fees and charges associated with the Columbia Basin
Senior Networking Forum's 20:113 Senior Picnic, to be held on June 13, 2018. The Director
recommends charging a fee of $300.00 as was done in 2017. (Approved)
