GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, JANUARY 8, 2018
The Grant County Commissioners session began at 8:30 a.m. with Commissioners Stevens and Carter in
attendance. Commissioner Taylor was out and excused.
8:30 a.m. — 9:00 a.m. Elected Official Monday Morning Meeting
9:00 a.m. — 9:20 a.m. J Strickler, ASC Update and Misc BOCC Action (Items 1 through 20)
A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 2, 4,
5, 7, and 8 on the agenda as presented. Items 3, 6, and 9 through 20 were not ready for signature. The
motion passed with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc.
2. BOCC signature on Appointment and Oath of Office of Special Deputy Prosecuting Attorney
between Garth Dano, Prosecuting Attorney, and Leslie Nellermoe of Nossman, LLP for legal
guidance and assistance, supervision and consultation, including advice, with respect to the
Grant County Public Works Department and environmental and landfill matters, and the
provision of legal opinions regarding such matters as may be appropriate to the County, as
directed by the Prosecuting Attorney's Office. Term is from date of final signature through
December 31, 2019. (Approved)
3. Anticipating: Professional Services Agreement for Legal Representation of Indigent Individuals
in Grant County Superior Court (Adult Felony Only), Conflicts/Overflow Contractor, between
Grant County and N. Smith Hagopian. Term is January 1, 2018 through December 31, 2019.

4. 2018 Animal Shelter Contract between Grant County, Washington, and Grant County Animal
Outreach, Inc. Term is January 1, 2018 through December 31, 2018. (Approved)
5. Administrative Services Coordinator Request for Change to County Mileage Reimbursement
Rate to $0.545 to match the Office of Financial Management's mileage rate for Washington
State government, which became effective January 1, 2018. (Approved)
6. Grant County Economic Development Council 2018-2019 Municipal Services Agreement with
Grant County, Washington. Term is January 8, 2018 through December 31, 2019 with
compensation in the amount of $40,000.00 per year. (Item not ready for signature)
7. Reimbursement Request #6 on Washington State Department of Commerce on Consolidated
Homeless Grant (CHG) No. 17-46108-10, administered through the Grant County Housing
Authority, in the amount of $29,958.91. (Approved)
8. Authorization for release of first installment of BOCC approved funds on Strategic Infrastructure
Program (SIP) #20.16-11, City of George, Industrial Park No. 5 Water System Improvements
(Phase 4) in the amount of a $100,000 grant. (Approved)

9. Interlocal Investment Services Agreement between Grant County, Washington, and the
Washington Rural Counties Insurance Pool (WRCIP) for participation in the County Investment
Pool, pursuant to RCW 39.34.080 and RCW 36.29.022.
Term is from effective date of filing as per RCW 39.34.040 after the agreement is executed by
the County and shall end on December 31, 2022. (Item not ready for signature)
10. Interlocal Investment Services Agreement between Grant County, Washington, and the Cities
Insurance Association of Washington (CIAW) for participation in the County Investment Pool,
pursuant to RCW 39.34.080 and RCW 36.29,022. Term is from effective date of filing as per
RCW 39.34.040 after the agreement is executed by the County and shall end on December 31,

11. Interlocal Investment Services Agreement between Grant County, Washington, and the Schools
Insurance Association of Washington (SIAW) for participation in the County Investment Pool,

MISCELLANEOUS ITEMS
The Commissioners notified the Town of Wilson Creek that Grant County will be exercising the
termination option contained in Item 8 of their Interlocal Agreement regarding state building code
administration and enforcement with the County. Termination is effective in 14 days.
The Commissioners wrote a letter of non -objection for a Special Occasion Liquor License application for
the War of all Warriors event at the Grant County Fairgrounds on January 13, 2018.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $1,851,745.15, as recorded on a listing
and made available to the Board.

The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the
January 5, 2018 payroll.

A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to turn the bids
over to Public Works for their review and recommendation. The motion passed unanimously.

TECHNOLOGY SERVICES
3. Request to initiate professional services from Tier 3 Systems Support Services from Ednetics
(their VMware and NetApp SAN hardware support VAR) in the amount of $20,250.81. This was
approved in their Capital Outlay budget. (Approved)
FAIRGROUNDS
4. Held from the January 2, 2018 Consent Agenda: Recommendation to approve newly proposed
rates for the 2018 Grant County Fair. (Approved, except for the daily rates and season passes
which will remain at the 2017 rates.)
S. Recommendation to rescind the following request that was approved August 4, 2015: Charge
Emergency Management a building rental fee of $1,000.00 per month for their use of the office
building and ECC facility on the Fairgrounds (this will include water and power). (Approved)
6. Recommendation to extend the appointment of Frank Delgado to the Fair Advisory Committee
until September 6, 2018. (Approved)
7. Request to proceed with the following Capital Expenditures approved in their 2018 budget:

a. Replacement of the Water Truck Pump from Klein Products in the amount of $1,925.00
b. Bobcat Skid Steer Cab Assembly from Rowe's Tractor in the amount of $3,733.00
c. Removal of trees from the east side of the Fairgrounds by Wildfire Solutions in the
amount of $21,889.44.
HUMAN RESOURCES
8. Recommendation Memorandum from the Human Resources Director regarding a request from
Public Works to initiate the County sick leave donation policy (Recipient 18-01). The Director
recommends approval. (Approved, the recipient is Howard Anderson.)

MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $7.51, as recorded on a listing and
made available to the Board.
The Grant County Commissioners assembled a board of 5 people to review and interview two (2)
applicants applying for an open position on the Moses Lake Irrigation and Rehabilitation District (MLIRD)
vacated by Mary Perry. After review and discussion, a motion was made by Commissioner Carter,
seconded by Commissioner Taylor to appoint Kaj Selman to fill the open position until the December 11,
2018 election. The motion passed unanimously.
