The Grant County Commissioners session began at 10:00 a.m. with all Commissioners in attendance.
10:00 a.m. —10:20 a.m. ASC Update and Misc BOCC Action (Items 1 through 22)
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 3
through 5, 7, 8, 12 through 20, and 22 on the agenda as presented. Items 2, 6, 9 through 11, and 21
were not ready for signature. The motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc.
2. Anticipating: BOCC signature on Appointment and Oath of Office of Special Deputy Prosecuting
Attorney between Garth Dano, Prosecuting Attorney, and Leslie Nellermoe of Nossman, LLP for
legal guidance and assistance, supervision and consultation, including advice, with respect to the
Grant County Public Works Department and environmental and landfill matters, and the
provision of legal opinions regarding such matters as may be appropriate to the. County, as
directed by the Prosecuting Attorney's Office. Term is from date of final signature through
December 31, 2019. (Item not ready for signature).
3. Resolution Authorizing Execution of Addendum to Interlocal Investment Services Agreement
Between Grant County and the City of Quincy for the City's Investment in Grant County Hospital
District #2 Registered Warrants (AC Action Item #4, below). (Approved, Resolution No. 17-111-
CC)
4. Addendum to Interlocal Investment Services Agreement (Interlocal Agreement) between the
City of Quincy, Washington, and Grant County, Washington, enabling the City to invest funds
with the County, through the Grant County Treasurer, operating the Grant County Local
Investment Pool The Addendum enables the City to invest in Hospital Warrants in the amount
of $1,000,000 with the County for a share of the registered warrants held by the County of
Grant County Hospital District No. 2 in the approximate amount of $4,621,000. (Item not ready
for signature)
5. Grant. County Historical Society Lease Agreement with Grant County, Washington, for the
Museum property located at 742 Basin Street NW, Ephrata, Washington. Term is December 26,
2017 through December 31, 2027. (Approved)
6. Anticipating: Professional Services Agreement for Legal Representation of Indigent Individuals
in Grant County Superior Court (Adult Felony Only), Conflicts/Overflow Contractor, between

8. 2018-2019 Professional Services Agreement, Conflicts/Overflow Investigator, between Grant
County and Gary T. Way, known as Way Investigations. Term is January 1, 2018 through

9. Anticipating: 2018 Animal Shelter Contract between Grant County, Washington, and Grant
County Animal Outreach, Inc. Term is January 1, 2018 through December 31, 2018. (Item not

10. Anticipating through the Human Resources Department [Note: Name of the agreement and
details maysfightly differ from this entry]: Agreement between Grant County and Healthcare
Management Administrators (HMA), the County's new Third -Party Administrator. The
agreement serves to replace Premera as the County's claims processor and Infinisource as the
County's COBRA administrator, permitting the County to unbundle its healthcare services. (Item

11. Anticipating through the Human Resources Department [Note Name of the agreement and

16. Reimbursement Request (A-19) on Washington State Department of Social & Health Services
(DSHS) Contract #1763-94250 with Grant County, by and through its Grant Integrated Services
department for the period October 1 to October 31, 2017 in the amount of $13,299.24.

19. Amendment to Beacon Facility Agreement entered into by and between Beacon Health Options,
Inc. and Grant County, by and through Grant Integrated Services which modifies Exhibits A and
B. The Amendment changes are effective immediately upon final signature. (Approved)
20. Participating Provider Agreement between Amerigroup Washington, Inc. and Grant County,
Washington, on behalf of its Grant Integrated Services department for the provision of Covered
Services to Covered Persons under the Washington State Health Care Authority.

Term is from December 31, 2017 through December 31, 2019 and shall renew automatically
thereafter for successive terms of one (1) year, unless either party notifies the other of its intent

21. Anticipating: Security Service Agreement between Grant County, on behalf of District Court, for
the provision of uniformed guard service at the Ephrata and Moses Lake District Court locations.

22. Washington State Department of Commerce, Community Services and Housing Division, Office
of Crime Victims Advocacy SFY 2018 Training Bank Grant Program, Grant No. F17-31119-923
with Grant County, by and through New Hope, in the amount of $5,000. Term is July 1, 2017
through June 30, 2018. (Approved)
10:30 a.m. —10:50 a.m. Open Record Public Hearing, Grant Integrated Services Surplus of
Miscellaneous Computer Equipment
The Commissioners held an Open Record Public Hearing to consider a request from Grant
Integrated Services to surplus miscellaneous computer equipment and dispose of them via
TruRecycle.
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Taylor
moved to approve the surplus as presented. Commissioner Stevens seconded and the motion
passed unanimously. The hearing adjourned. (Resolution No. 17-110-CC)

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1

Mower in the amount of $105,051.22 not including sales tax from Tiger Corporation of Sioux
Falls, SD using NJPA process Contract #052417-TGR. (Approved)
2. Authorization to Purchase: 1-each Breaker Technology, TC 152V-H-FC-TBD Hydraulic Compactor
in the amount of $11,351.22 not including sales tax from Pape Machinery, Inc. of Pasco, WA

State Liquor and Cannabis Board. Their event will be held at the Grant County Fairgrounds,
Moses Lake, WA on January 16, 2018. (Approved)
5. Assumption liquor license application for Sunfire Grille & Lounge in Quincy, WA. (Approved)
GRANT INTEGRATED SERVICES
Request for signature on letter to Amerigroup Washington regarding purchase of a used Ford
Econoline motor home that is being purchased from Amerigroup Florida, Inc. that will be used
for services around Grant County. The Vehicle Bill of Sale was approved December 19, 2017.

7. Request to purchase a Wastewater Auto Sampling Device from Whitney Equipment Company in
the amount of $7,267.32 as a requirement from the City of Moses Lake to discharge to the city

Budget and Finance Update
The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the
December 21, 2017 payroll.
Commissioner Richard Stevens was authorized to sign the Health District Voucher listing in the amount
of $8,191.80.

A motion was made by Commissioner Taylor, seconded by Commissioner Carter that
Commissioner Stevens be elected as Chair of the Board of County Commissioners for the
calendar year 2018. The motion passed unanimously.
A motion was made by Commissioner Carter, seconded by Commissioner Stevens that
Commissioner Taylor be elected as Vice -Chair of the Board of County Commissioners for the
calendar year 2018. The motion passed unanimously.
The Commissioners passed Resolution No. 17-114-CC regarding 2018 Appointments to Boards
and Committees.

11:30 a.m. —11:50 a.m. Open Record Public Hearing, Year End Budget Extensions
The Commissioners held an Open Record Public Hearing to consider the following year
budget extension requests:
• Sheriff Surplus Fund #140.114 in the amount of $80,298 to establish the beginning fund
balance. In late December, 2016, a resolution was approved to establish this fund, but a
budget was not prepared and the resolution did not establish the beginning fund balance.
• Sheriff's Office Fund #140.000 in the amount of $10,300.00 to purchase a Crossmatch L Scan
Ten -Print Palm Print Livescan machine.
• Courthouse Improvement Bond Fund #308.000 in the amount of $1,372,000.00 for 2017
unbudgeted expenses. There were remaining bond funds available at the end of 2016, but a
2017 budget was not prepared at budget time for this fund.
• Quadrennial Fund #502,180 in the amount of $97,500.00 to cover excess equipment
purchases.
• Tourism Commission Fund #114.156 in the amount of $7,000.00 from their Tourism
Advertising Hotel/Motel Tax Revenue balance to cover 2018 Visitor guides and fishing inserts
that were more than projected.
• Grants Admin Fund #190.001 in the amount of $120,948.00 for pass through funding from
the Department of Commerce for a CDBG Public Services Grant No.17-62210-005 for the OIC
of Washington.
• Economic Enhancement Strategic Infrastructure Ending Fund Balance #113.115 in the
amount of $211,908.67 to fund the following SIP projects:
o #2017-01: City of Soap Lake, Paul Lauzier Community Park Renovation $72,700.00
(Grant)
o #2017-02: Port of Hartline, Hartline Fuel Facility Upgrade $39,208.67 (Grant)
o #2017-03: City of George, Industrial Part No. 5 Water System Improvements
(Reallocation) $100,000.00 (this is a reallocation from #2015-06)
• Public Works Pits and Quarries Fund #560 in the amount of $375,000.00 as the crushing
contract was higher than anticipated.
• Treasurer's 0&M Fund# 111.153 in the amount of $13,000.00 to cover additional costs due
to increase in foreclosure parcels and additional labor costs associated with the foreclosure
sale process.
Tom Jones, Sheriff, discussed the purchase of the Palm Print Livescan Machine stating the
funding will come from their surplus fund and is a sole source purchase.
Madeline Prentice, Chief Accountant, discussed her submitted requests. The Sheriff's surplus
fund was established in 2016 but the beginning fund balance was not included. This extension
will transfer those monies into that fund. Courthouse Improvement fund: there were remaining
bond funds at the end of 2016 that was not transferred into 2017. This extension will transfer
those monies. Tourism Commission fund had additional expenses than anticipated. Grants
Admin received Commerce Funds for CDBG Grants. Treasurer's O&M Fund incurred extra
expenses that were not anticipated..

Joe Carter, Technology Services, discussed the submitted request from the Chief Accountant.
The request is to cover unanticipated costs due to failures on the quadrennial that needed to be
replaced, and software bundling.
Jeff Tincher, Public Works Director, stated they added an additional pit site to the crushing
contract which increased the price.
Commissioner Carter read into the record the SIP projects related to the Economic
Enhancement Strategic Infrastructure program budget extension.
A motion was made by Commissioner Taylor, seconded by Commissioner Stevens to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Taylor
moved to approve the budget extensions as presented. Commissioner Stevens seconded and
the motion passed unanimously. The hearing adjourned. (Resolution No. 17-112-CC)
