He/d from the October3, 2017 ConsentAgenda Meeting: Recommendation from the Finance Committee to cap the registered warrants for the Coulee Medical Center/Hospital District No. 6 at$4.5 million dollars. (Approved, but the cap amount was increased to$6 million) 3. Multi-Agency Communications Center MACC Bond Claims Payment Request (Batch 01-47) in the amount of$116,648.66. (Approved) : ; � i Page 4 of 7 Grant County Commissioners Minutes Week of October 16, 2017 JUVENILE COURT AND YOUTH SERVICES 4. Recommendation to award the bid for the HVAC System Cleaning project to the only bidder, Pringles Power Vac, Inc. in the amount of$8,748.00. Their bid included an Option B which would include sealing the ducts and would change the total bid amount to $15,854.40. The amount approved in their capital outlay budget is $8,485.00. They request that the cost overage be transferred from another capital outlay purchase that wasn't completed. (Approved) 3;30 p.m. —3:50 p.m. Open Record Public Hearing, Approval of an Amendment to the Grant � County Conservation District Resolutions related to their System of Assessments (rates and charges) j i The Commissioners held an Open Record Public Hearing to approve the Grant County Conservation � Districts(GCCD)amended Resolution Nos.071117-02 and 071117-03. These resolutions do not change � the assessment rates/charges previously approved, but amends and adds certain language within the I resolution. The amendments being made are: � e Resolution No.071117-02 ! o adds the word°Disability"to"that all those lands subject to Category Senior Citizen and i Disabilitv Exemptions shall be exernpt from this resolution (bottom of page 1 in green) � o adds the language"Resolved,that all those lands assessed under five hundred dollars � ($500)shall be exempt from the resolution(top of page 2 in green) • Resolution No. 17-1117-03 � o Adds language:The rates appealed must first be paid,"either by the first half covering January to June or the second half of the taxes covering July to December."(first page in j green) � � Darryl Pheasant,Treasurer, stated that he and the Assessor have reviewed the changes made to the � GCCD resolutions. He stated that he now is thinking that some language needs to be amended, The realization that there isn't a definitive answer to how this is going to be completed,the statement i from the contractor will not comply with the current resolution. Many of our parcels do not have an j acreage number,the provider will treat acreage as a zero and not charge an acreage amount to the � number. That intent is contrary to what the BOCC is voting on today. Language is needed to be � added to show an exception to have this contractor providing the service being in compliance to j what is being voted on today. The resolution talks about a base charge and an assessor's rate per � acre. It doesn't make a distinction for some parcels that don't have acreage,will be zero. � Harold Cross, Grant County Conservation District, stated in consultation with their contractor,they ; can only act on information provided by the Assessor's rolis. If they show zero, how would they know if there are acres associated with this? Melissa McKnight,Assessor, discussed their 3 main ways they address parcels: square footage, ,, acreage, or by a lot. The assessor will be taking a spreadsheet from their 3rd party provider, downloading it into the system and running reports. i i I � i Page 5 of 7 Grant County Commissioners Minutes Weelc of October 16, 2017 Mr. Pheasant stated that the current language that the BOCC is voting on, does not provide for that flexibility. The Board needs to make an exception to the per acre rate to acknowledge this situation, If they don't then the resolution is stating they have to do it no matter what and figure it out. Commissioner Taylor agreed with Mr. Pheasant. There is a technical point because the resolution says they shall calculate the rates per parcel and per acre per year. There is no provision to say if the assessor's rolls have no acreage description, it is zero. The language needs to be added to the resolution. Commissioner Carters recommended language: calculated rates per parcel, per year, as a classifications and acreage amounts in the Assessor's Office. Darryl Pheasant recommended language: except for those parcels that have no acreage on the Assessor's property tax parcel list,within the boundaries set by the GCCD,those parcels will not have a per acre fee. Commissioner Taylor asked about the rates, it says per parcel and per acre. What about half an acre? Harold Cross explained that if even if it's a tenth or half acre, it will be calculated as such. Melissa McKnight then asked they have odd acreages in their computer. Will they round it up to one or figure it off that? Harold Cross stated they will go by the exact acreage listed. Mr. Pheasant wants to make sure the provider is complying with the correct language. Add the I language "except for the parcels that are currently listed as zero". The Commissioners stated this i sentence can be added to the resolution. � A motion was made by Commissioner Stevens, seconded by Commissioner Taylor,to close the I public comment portion of this hearing. The motion passed unanimously. Commissioner Stevens I moved to approve the amended resolutions with the added language as recommended by the Treasurer, Commissioner Taylor seconded and the motion passed unanimously. The hearing adjourned.
