HomeMy WebLinkAboutMinutes - BOCCl COMMISSIONERS' PROCEEDINGS Week of June 14,1993 The Grant County Commissioners session was,called to order by Chairman Helen Fancher. All of the Commissioners were in attendance with the, Clerk of the Board. The Commissioners approved the minutes of the preceding session as written. The Commissioners approved the salary increase of Marilee Griffith of the Juvenile : Department to 90% of the salary,for her position effective June.1,1993. The Commissioners approved the salary increase of Cheryl Key of the Sheriff Department to $1931 per month effective July 1,1993. The Commissioners approved the, salary of Kasey A. Archer of the Clerks Office at $4.50 per hour. Commissioner Winzler submitted a letter stating that he was resigning, as a Commissioner effective June 30,1993 due to ill health. The Commissioners were notified by the County Auditor that, several Special Purpose Districts had failed to file annual statements for three consecutive years or are inactive and,should be dissolved. A motion was made by Commissioner Snead, seconded by Commissioner Fancher, that Resolution Number . 93 -62 -CC authorizing participation with the municipalities,. Housing Authority and Grant County Economic Development Council in a housing needs assessment program and Planning Only Grant Application be passed. The motion carried. The Commissioners held a Public Hearing regarding Growth Management to take public .testimony. Jim r Weitzel representing , realtors as w_ellC.as himself and Bob Chapman, representing Moses Lake, and Othello Board of Realtors spoke regarding their concerns. The Commissioners. held a Public Hearing regarding the requested zone change by William R. and, Lorraine Burkey, located in a portion of Farm Unit 215, Block 41, containing 92 acres 'in a portion of 81,T19N.,R28E.W.M. A motion was made by Commissioner Winzler, seconded by. Commissioner Snead that the zone change be granted. and that staff, should prepare findings of fact. The motion carried. The Commissioners held a Public Meeting regarding the John Martinez zone change and preliminary plat request from Agriculture to Suburban Agriculture and a plat Of 8 lots ,on 40 acres in a portion of S27,T21 N.,R24E.W.M. A motion was made by Commissioner Snead, seconded by Commissioner Fancher to set the matter for Public Hearing July, 6,1993 at 1:30 p.m. The motion carried. Chairman Fancher was authorized to sign the order granting sale of Tax Title Property requested by Tomas DeLeon, Jr. The Public. Hearing scheduled regarding emergency appropriations was continued until June 21,1993. As there was no further business the session was continued until June 15,1993. June 15,1993 The session was continued at 9:00 a.m. with Chairman Fancher and Commissioner Snead in attendance with the Clerk of the Board. The Commissioners met with the Public Works Department regarding Consultant Agreement -Solid Waste Management Plan Update, Pavement Management=Pavedek,Inc., Survey Equipment Purchase, Equipment Usage. The Commissioners signed Public Works Claims Fund Voucher Approval #6-1 in the amount of $21,894.88. The Commissioners signed an agreement with Thomas/ Wright, Inc. for consulting services on the Solid Waste Management Plan Update. The Commissioners signed a Request for Transfer of funds in the Miscellaneous General Government Department #125, Current Expense Fund #001 in the amount of $3,200. A Public Hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93 -63 -CC amending Chapter 9.07 of the Grant County Code relating to definitions and proscribed conduct regarding dogs be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93 -64 -CC' regarding the PUD Privilege Tax be passed. The motion carried. A motion was made by Commissioner Snead, ,secanded. by Commissioner Fancher that Resolution Number 93 -65 -GC ;relating..td..the,. transfer ,of, funds .within the 1993 budget of the Law and Justice Fund #121, Department #163 in the amount of $3,600 be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93 -86 -CC setting „a, public, hearing for July 6;1993 at 11:30 a.m. relating to the facts requiring an appropriation and expenditure of funds for the Current Expense Fund #001, Misc. General Government Department #125 in the amount of $10,000 be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93 -67 -CC declaring an emergency due to,fire and wind conditions in southern Grant County be passed.
