HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of June 21,1993 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Helen Fancher. Commissioner Snead was in attendance with the Clerk of the Board. Commissioner Winzler was absent due to illness. The Commissioners approved the minutes of the preceding session as written. The Commissioners approved the salary of Tracey A. Listello of the Clerks Office at $4.50 per hour. The Commissioners approved the salary of Lisa J. Briggs of the Clerks Office at $4.50 per hour. The Commissioners approved the starting salary of Vern Cummings, Courthouse Facilities Manager at 90% of full salary due to his past work experience. The Commissioners received a signed copy of Contract #2781-83122(4) between Grant County Mental Health and DSHS. Chairman Fancher was authorized to sign the Determination of Non -Significance for the operation of a hog ranch by Ivan Gephart. The Commissioners approved the request for out of state travel by Dotty Jolley of the Grant County Mental Health Department to attend computer training. Chairman Fancher was authorized to sign Form Amendment No. 6 of Contract No. IA -GR -83298 with North Central Washington Regional Support Network. Chairman Fancher was authorized to sign Contract No. IA -GR -9395 with North Central Washington Regional Support Network. The Commissioners received a summons and complaint from Bernardino Guzman,et ux. The matter was referred to the Prosecuting Attorney for handling. The Commissioners opened the bids for County Printing. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that the low bid of $3.25 per column inch submitted by the Grant County Journal be accepted. The motion carried. As there was no further business the session was continued until June 22,1993. June 22 The session was continued at 9:00 a.m. with Chairman Fancher and Commissioner Snead in attendance with the Clerk of the Board. Commissioner Winzler was out due to illness. The Commissioners met with the Public Works Director regarding letter on driving, Quad RTPO Agreement, Bid authorization -Stratford, 7 NE, and Potato Hili, Miscellaneous Road Issues, 11:00 a.m. Public Hearing -Six Year Program. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93 -68 -CC granting approval to the Treasurer to petition Superior Court to cancel and extinguish personal property tax lien regarding Webster Hardware be passed. The motion carried. A public hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93 -69 -CC in the matter of amending the 1993 to 1998 six year transportation improvement program be passed. The motion carried. A public hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93 -70 -CC in the matter of adopting a comprehensive six year transportation improvement program for the ensuing six years be passed. The motion carried. The Commissioners signed an Authorization to Call for Bids on Potato Hill Road,7- NE Road, and Stratford Road on July 13,1993. The Commissioners Office notified the Auditors Office that Loretta M. Swager was hired effective June 25 as a clerk hire employee to fill in when needed in the Interfund Communications Department. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93 -71 -CC in the matter of changing the zoning from Agriculture to Suburban(S-1) in a Portion of Section 1, Township 19N.,Range 28E.W.M. as requested by William R. Burkey, et ux be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93 -72 -CC relating to the transfer of funds within the 1993 budget of the Law and Justice Fund #121, Department #163 in the amount of $17,378 be passed. The motion carried. A continuation of a Public Hearing on the Diamond Point Waterfront Paradise Planned Unit Development and Preliminary Plat proposal for 44 acres in Cascade Valley by Edward Morris was held. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that this project be approved with findings of fact and mitigations to be prepared by staff. The motion carried. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 6/21/93 in the total amount of $116,689.53. A continuation of a Public Hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93- 73 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, Operating Transfers -out, Department #142 in the total amount of $5,378 be passed. The motion carried. A continuation of a Public Hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93- 74 -CC authorizing an appropriation and expenditure of funds for the County Fair Fund #116, Department #158 in the amount of $5,378 be passed.
