Week of June 28,1993
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Helen Fancher. Commissioner Snead was in attendance with the Clerk of the
Board. Commissioner Winzier was not in attendance due to illness.
The Commissioners approved the minutes of the preceding session as written.
The Commissioners approved the salary increase of Kenneth Houck of the
Building Department to 100 percent of base pay since his 6 month probation period has
ended.
The Commissioners received notice that Tom Downey was appointed as City of
Ephrata representative on the Grant County Housing Task Force.
Chairman Fancher was authorized to sign the Notice of Separation or Work
Interruption of Jerry Bonneau of the Juvenile Department.
Chairman Fancher was authorized to sign the Notice of Separation or Work
Interruption of Robert V. Criss of the Assessors Office.
A motion was made by Commissioner Snead, seconded by Commissioner
Fancher that Resolution Number 93 -75 -CC designating Mary Ann Burke and Cheryl
Flowers as Designated Mental Health Professionals for Grant County be passed. The
motion carried.
Chairman Fancher was authorized to sign the Fireworks Display Permit of Pyro
Spectaculars Northwest.
A Public Meeting was held regarding the Preliminary Plat of Northridge submitted
by Chris Matheson. A motion was made by Commissioner Snead, seconded by
Commissioner Fancher to uphold the Planning Commission approval of the plat with the
stipulation that recommendations of other County Departments and other entities be
complied with and that an avigation statement be on the Plat when it is filed. The motion
carried.
A Public Meeting was held regarding the zone change request by Chris Matheson
from Agriculture to Agriculture -Suburban. A motion was made by Commissioner Snead,
seconded by Commissioner Fancher that the matter be set for Public Hearing July
19,1993 at 1:30 p.m. The motion carried.
A Public Meeting was held regarding the George Carroll zone change request
from Agricutlrue to Agriculture -Suburban. A motion was made by Commissioner Snead,
seconded by Commissioner Fancher that the Planning Commission approval of the zone
change be upheld based on the findings of fact that the project was consistent with lot
sizes already present in the area and the need for housing in the Mattawa area. The
motion carried.
As there was no further business the session was continued until June 29,1993.
June 29,1993
The session was continued at 9:00 a.m. with Chairman Fancher and
Commissioner Snead in attendance with the Clerk of the Board. Commissioner Winzler
was absent due to illness.
The Commissioners met with the Public Works Department regarding 10:00 a.m.
Road Establishment Hearing -Marine View, Franchise -Request to Transfer, Equipment Bid
Authorization -Snow Plows, Sanders, Dover Street City/ County Agreement, 10:30 a.m.-Bid
Opening -Ridges #391 & #392.
The Commissioners signed the Authorization to Call for Bids for Snowplows, bid
opening to be July 20,1993 at 10:00 a.m.
The Commissioners signed the Authorization to Call for Bids for Sanders, bid
opening to be July 20,1993 at 10:15 a.m.
The Commissioners signed the Public Works Voucher Approval #6-1 through #6-
2 in the total amount of $51,361.03.
The Commissioners held a bid opening on Bridge #391 and #392 'Q' -SW. A
motion was made by Commissioner Snead, seconded by Commissioner Fancher that
the bids be referred to Public Works for their recommendations. The motion carried.
A Public Hearing was held and a motion was made by Commissioner 'Snead,
seconded by Commissioner Fancher that Resolution Number 93 -76 -CC in the matter of
establishing certain County Roads in the Marine View area be passed. The motion
carried.
A motion was made by Commissioner Snead, seconded by Commissioner
Fancher that Resolution Number 93 -77 -CC relating to the transfer of funds within the
1993 budget of the Law and Justice Fund #121, Department #163 in the amount of
$2,415 be passed. The motion carried.
A motion was made by Commissioner Snead, seconded by Commissioner
Fancher that Resolution Number 93 -78 -CC setting a Public Hearing for July 27,1993 at
1:30 p.m. relating to the facts requiring an appropriation and expenditure of funds for the
Current Expense Fund #001, Clerk's Department #105 in the amount of $2,415 be
passed. The motion carried.
A motion was made by Commissioner Snead, seconded by Commissioner
Fancher that Resolution Number 93 -79 -CC establishing Grant County's policy for the
disposition of indigent remains be passed. The motion carried.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 6/28/93 in the total amount of
$146,796.40.
The Commissioners approved a request for a budget resolution to be established
for $27,260.46 for 1993 sheriff budget -Capital Outlay Category for a boating grant.
The Commissioners approved a request by the Sheriff Department for a budget
resolution in the amount of $4,850.62 to pay for shots for employees of the Sheriff
Department.
The Commissioners received a summons and order regarding Puget Sound Power
and Light. The matter was referred to the Prosecuting Attorney for handling.
The Commissioners signed the Public Works Payroll Journal for the month of June
in the total amount of $216,690.09.
The Commissioners signed an acknowledgement of assignment in Order Granting
Franchise dated April 5,1983 from Reinke Farms to Leon Baker.
The Commissioners signed a Notice of Assignment of Order Granting Franchise
from Leon R. Baker to NW Farm Credit Services.
Chairman Fancher was authorized to sign Exhibit A of contracts between Grant
County Development Disabilities and S.L.Start & Associates and Career Path Services.
The Commissioners met with Georg Buchiem regarding Royal City's Growth
Management plans.
The Commissioners met with the County Coroner regarding disposal of unclaimed
indigent remains.
As there was no further business the session was adjourned until July 6,1993.
