HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of August 30,1993 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman, Helen Fancher. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the salary of Jay Atwood of the Sheriff Department at $2,228.40 per month effective August 15,1993. The Commissioners approved the request of Grant County Superior Court that the additional costs required by the purchase of a new monitor for a computer be approved. The Commissioners approved the request by the Juvenile Probation Department for a new full time secretary position. The Commissioners received a claim for damages from Shirley D. Keenan et ux. The matter was referred to the Prosecuting Attorney for handling. Chairman Fancher was authorized to sign Form Amendment #1 to Contract No. IA -GR -9395 between the North Central Washington Regional Support Network and Grant County. The Commissioners received a claim for damages from Doris L. Bonderenko and Sara E. Bonderenko. The matter was referred to the Prosecuting Attorney for handling. The Commissioners approved a request from the Emergency Management Department for the purchase of a cellular phone. Chairman Fancher was authorized to sign the Software and Professional Services Agreement between IPM and Grant County. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 93 -103 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, District Court Department #102 and Prosecuting Attorney, Department #109 in the total amount of $15,395 be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 93 -104 -CC in the matter of unredeemed warrants be passed. The motion carried. A Public Meeting was held regarding the Pheasucks Assoc. and Larry Morgan zone change request from Agriculture to Open Space Recreation, Agriculture and S-1 for an ultimate Planned Unit Development in a portion of Section 23, Township 18 N., Range 23 E.W.M. After hearing testimony a motion was made by Commissioner Snead, seconded by Commissioner Allison to uphold the Planning Commission denial of the project and ask staff to prepare findings. The motion carried. The Commissioners met with the Department of Wildlife and others regarding the ORV area. As there was no further business the session was continued until August 31,1993. August 31,1993 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Department regarding Frontage Road Transfer, SWAC Members, Port of Mattawa Meeting, Appraiser -Marine View, 10:30 - Road Vacation Hearing. As of this date the Board by a majority vote does approve for payment those vouchers included int he list filed in the Auditors Office 8/31/93 in the total amount of $324,375.20. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 93 -105 -CC in the matter of vacating the portion of County Road '10' SE between S21 and 28, T17North, Range 30 E.W.M., the south 30 feet of S21, T17N.,R30E.W.M. excluding the East 327 feet thereof and the North 30 feet of S287171\1.,1330E.W.M. excluding the East 327 feet thereof. Reserving therefore, an easement for construction, repair and maintenance of any existing public utilities be passed. The motion carried. The Commissioners signed the Public Work Payroll Journal for the month of August. The Commissioners signed the Public Works Claims Fund Voucher Approval #8-1 through 8-2 in the total amount of $17,052.24. The Commissioners held a Public Hearing regarding the proposed Norisada Plat. A motion was made by Commissioner Snead, seconded by Commissioner Allison that the matter be continued and that notices be sent to surrounding property owners as well as a publication notice in the official County newspaper at such time as a date could be agreed upon be passed. The motion carried. As there was no further business the session was adjourned until September 7,1993.
