HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of November 1,1993 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the request from the Sheriff for the amount of $38,484.55 from Admission Tax funds for costs associated with the winery concerts. Chairman Fancher was authorized to sign the Liquor License Application of Dry Falls Cafe. The Commissioners approved the salary of Kathleen Moody of the Grant County Alcohol and Drug Center at $1431 per month effective October 25,1993. The Commissioners approved the request to purchase two typewriters from Law and Justice Funds in the total amount of $1248.68 for the Grant County Sheriff,s Department. The Commissioners approved the request for out of state travel for Sharon Kiehn and Gail Davis of Grant County Mental Health. The Commissioners received notification from the Grant County Planning Department that they were SEPA Lead Agency for the expanding of an existing ag- wastewater treatment facility, and land application system requested by Nestle Brands. Chairman Fancher was authorized to sign the DNS for Jim Thompson -Grant County Mosquito Control District #1. Chairman Fancher was authorized to sign the DNS for the Potholes Investment Co. for the location and operation of a 100 unit short term R.V. park and appurtenant uses. The Commissioners held a Public Meeting regarding the Chris Matheson preliminary plat application located in a portion of S24, T20N.,R28E.W.M. A motion was made by Commissioner Snead, seconded by Commissioner Allison to uphold the Planning Commission approval with the stipulation that Public Works concerns be met and that the Bureau of Reclamation sign off on the final Plat. The motion carried. Staff to prepare findings of fact. The Commissioners held a Public Meeting regarding the proposed Preliminary Plat application by Ron Gear containing ten acres with seven lots in a portion of S10,T19N.,R28E.W.M. A motion was made by Commissioner Snead, seconded by Commissioner Allison to uphold the Planning Commission approval with the stipulation that Public Works concerns be met and that the Bureau of Reclamation sign off on the final Plat. The motion carried. Staff to prepare findings of fact. As there was no further business the session was continued until November 2,1993. November 2, 1993 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Power line easement -Ephrata Landfill, Fairway Drive -Trees, Road Requirement -Walker Run Estates, Hansen Franchise Hearing, The Commissioners signed the Public Works Claims Fund Voucher Approval #10- 1 through #10-2 in the total amount of $16,062.52. A Public Hearing was held regarding the application for Franchise requested by Tim Hansen to construct, operate and maintain a private water line across and along certain county roads. A motion was made by Commissioner Snead, seconded by Commissioner Allison that the Franchise be granted. The motion carried. The Commissioners signed a easement for electric distribution line with the Public Utility District No. 2 of Grant County. The Commissioners appointed Shirley Heer to a position on the Regional Support Network Advisory Board for a three year term beginning January 1,1994. The Commissioners approved the request by the Grant County Sheriff's Office for the expenditure of funds from the Capital Outlay budget in the amount of $539.95 for the electric heating unit for a clothes dryer and $550.00 for the component board for Central Control. Chairman Fancher was authorized to sign the Applications for Re -sale of Tax title property requested by Leonard Skinner, Marjorie V. Mundy, and Marlene Flanary. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 11/1/93 in the total amount of $110,289.15. The Commissioners signed the Warrants list for the October payroll. As there was no further business the session was adjourned until November 8,1993.
