Item 2 was not ready for signature.The motion passed unanimously. f 1. Possible vouchers for insurance, legal services, grant administration, etc. 2. Anticipating: Letter of Agreement for Grant County Tourism Kiosk between Jesse Shergill of Shergill Enterprises, LLC and Grant County, Washington,for the administration and maintenance , of a Grant County Tourism Commission kiosk to be placed on property located at Big Wally's, 9944 N. Hwy 2 in Coulee City,Washington. Agreement will be in effect until August 21, 2022. (Item not ready for signature) 3, Addendum to Commercial Lease between Grant CounCy, by and through the Grant County Sheriff's Office and David A. Canfield and Candie E. Canfield for property located at 1237 A Street SE in Ephrata,Washington. The addendum extends the term of the lease and increases the monthly rental fee. (Approved) 4. Professional Services Agreement between Grant County and Tina M. Steinmetz,to provide American Heart Association Basic First Aid with CPR and AED training to county employees. Commissioners Office Safety Meeting 10:30 a.m.—10:45 a.m. Citizen Public Comment Period Christian Daugherty, moved to Grant County about a year ago and wants to discuss some problems he's been having with the neighbors that lives on his road, A.5 NW. It's more of an easement than a road. His neighbors speed down the road/easement;there is no speed limit. He wants to request a vacation of the easement. Mr. Daugherty showed the Commissioners the locations of the property on a map. (Approved) 2. Exhibit A—Amendment Twenty One for the Ephrata Landfill Engineering and Environmental Services between Grant County, by and through Public Works Department, and Parametrix, Inc., in association with Pacific Groundwater Group (PGG)for the engineering and hydrogeologic services, preliminary engineering, new landfill design and construction services, and solid waste permitting for the Ephrata Landfill. (Approved) 1:45 p.m, —1:55 p.m. Open Record Public Hearing, Ordinance Amending CH. 11.32 of the Grant County Code titled "No Parking Areas"—Boundary Ave. in Mattawa, WA The Commissioners held an Open Record Public Hearing to consider a petition received from the Wahluke School District and adopt an ordinance that will modify Grant County Code Ch. 11.32.010 titled "No Parking Areas". Specifically along Boundary Ave in Mattawa from Saddle Mountain Street to the Tennis Courts. Jeff Tincher, Public Works Director discussed the proposed and stated he is in favor of the request. Jon Melvin, Deputy with the Grant County Sheriff's Office and School Resources Officer for the Wahluke School District, discussed the issues they are facing due to parking on Boundary Ave. in Mattawa. Matt Hyndman,Wahluke School District and member of Fire District No. 7, discussed the proposal. He stated there is a safety factor involved in needing this no parking area. Discussion ensued about parking availability during sporting events. A motion was made by Commissioner Stevens, seconded by Commissioner Taylor,to close the public comment portion ofthis hearing, The motion passed unanimously. CommissionerTaylor moved to approve ordinance as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. Request to purchase partitions for the new bathrooms at the courthouse and annex from "One Point Partitions" in the amount of$3,995.00. (Approved) 5. Recommendation to replace the roof top heating and cooling unit at the Work Release facility as it has failed, The Director recommends having Basin Heating and Air replace the unit for the ' amount of$10,346.40 (including tax). (Approved) FAIRGROUNDS � 6. Official request for a previous emergency repair of the Fairgrounds Small Well pump that failed � during the 2017 Fair. LAD Irrigation was able to repair the pump for the amount of$5,549.39 ; and the Director would like to use previously approved capital funds for this well pump repair.
