WHFREAS, Chapter 39.34 RCW,the Interlocal Coaperation Act,permits local
governrnental entities ta make the most elficient use of their powers by enabling theln to
cooperate with other localities on a basis of mutual advantage, for the pu,rposes of providing
services and facilities in a manner and pursuan.t ta farms of governmei7tal orga�uzation that will
accord best with geographic, ecanamic, populatioll and other factors illfluencing xhe needs and
development of local cammunities; and
WHEREAS, Grant County, Washingtan, by and through its Board of County
Commissioners, and the Grant Cour�ty Health District, a special purpose district under 1:he laws
of the Stiate of Washington, are vested with authority to enter into an interlocal agreement
pursuant to chapter 39.34 RCW; and
WHEREAS, Grant County's Clrant Integrated Services department has received funding
by the Washington Statc Department of Health for a Youth Marijuana Prevention and�ducalion
Pro�;ram; and
WHEREAS,the Grant County Health District acts as the Regional Lead Organizatian to
caordinate the Youth Marijuana Prevention and�;ducation Program; and
WHEREAS, Grant County,by and throu�;h its Grant Integrated Services department, and
tihe Grant County Health District desire to contract with each other ta provide a mechanism f'or
the collaborative work, completion of deliverables, and transfer of funds necessary to carry out
the priority health improvement initiatives assc>ciated with the I�Iorth Central Washington Youth
Marijuana Prevention and Education I'ragram for a period ofperfarmance of July l, 2Q17
through December 31, 2Ql 7;
