HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of November 8,1993 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the starting salary of Greg Hutchinson of the Sheriff Department at $2,381 per month effective November 19,1993. The Commissioners approved the starting salary of William McClintock of the Sheriff's Department at $1,867.20 per month effective December 1,1993. The Commissioners accepted the resignation of Kenneth G. Murphy as a member of the Solid Waste Advisory Committee. The Commissioners received a copy of City of Moses Lake Resolution #1779 ratifying the countywide planning policies for Grant County. The Commissioners received a signed copy of the Interlocal Agreement between Grant County and the City of Moses Lake for the 1994193 Grant County Fuel Tax Redistribution Program. Chairman Fancher was authorized to sign the Application for Re -sale of Tax Title Property requested by Harold G. Cole,George Pelham, Ivan S. Granchukoff, and Chalbert E. Loveless. The Commissioners held a Public Hearing regarding the Ronald D. Hindman zone change request from Agriculture to Suburban of 8.24 acres located in a portion of S12,T19N.,1327E.W.M. A motion was made by Commissioner Snead, seconded by Commissioner Allison to deny the request with staff to prepare findings. The motion carried. As there was no further business the session was continued until November 9,1993. November 9,1993 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Final Assessment Roll, R.I.D. 92-1, Bid Authorization -Bridge Approach Rail, '9' SE, Project Agreement -Dover St., 10:30 bid opening -Recycling containers, Ephrata ownership, Compost Project -City of Moses Lake,Signing Project -Audubon Society, Road 702. The Commissioners signed an Authorization to Call for Bids on December 7,1993 at 10:00 a.m. for 1993 safety projects. The Commissioners approved the request for transfer of funds in the Prosecutors Office in the amount of $6,217.45. The Commissioners appointed Gary L. Christensen to a position on the Grant County Solid Waste Advisory Committee to replace Ken Murphy who resigned. The Commissioners approved the settlement agreement regarding the Puget Sound Power and Light matter. The Commissioners received a claim for damages from Jesus De La Garza. The matter was referred to the Prosecuting Attorney for handling. The Commissioners set a public hearing for November 30,1993 at 1:00 p.m regarding a supplemental extension for the Alcohol/ Drug Abuse Fund #115, Department #157, Project #031 budget in the amount of $10,000. The Commissioners approved a request by the Northwest Lincoln County Landfill Board to use the Delano Landfill for the remainder of the year. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 93 -128 -CC setting assessment rates for Grant County Road Improvement District No. 93-1 at $14.00 be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 93 -129 -CC setting assessment rates for Grant County Road Improvement District No. 93-2 at $32.00 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 93 -130 -CC to adopt the final assessment roll for Grant County Road Improvement District No. 92.1 be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 93 -131 -CC authorizing the submittal of an application to the Interagency Committee for Outdoor Recreation for funding assistance be passed. The motion carried. The Commissioners held a bid opening for recycling containers. A motion was made by Commissioner Snead, seconded by Commissioner Allison to refer the bids to Public Works for their recommendations. The motion carried. The Commissioners signed the Public Works Claims Fund Voucher Approval #10- 1 through #10-176 in the total amount of $593,490.80. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 11/8/93 in the total amount of $476,387.68. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Helen Fancher serve as chairman for another year. The motion carried.
