HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of January 18,1994 The Grant County Commissioners session was called to order at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the salary increase of Deputy Nelson Atwood to $2476 per month effective December 1,1993. The Commissioners approved the salary increase of Christine Garcia of the Juvenile Probation Department to $2,262 per month effective February 1,1994. The Commissioners received a letter from James Whitaker regarding the David Melburn Building Permit. The matter was referred to the Prosecuting Attorney for handling. The Commissioners met with the Public Works Director regarding 10:00 a.m. bid opening, cars and pickups, Herbicide Contract -Supplemental Agreement, Levy Certification, and 10:30 Road vacation Hearing, County Road `V'N.W. A Bid opening was held at 10:00 a.m. regarding vehicles, a motion was made by Commissioner Snead, seconded by Commissioner Allison that the bids be referred to the Public Works Department for review and recommendations. A Public Hearing was held regarding the request for vacation of a portion of Grant County Road `V' NW lying north of the Baird Springs Road. After taking testimony from those in attendance a motion was made by Commissioner Snead, seconded by Commissioner Allison that the decision regarding this request should be delayed until the Commissioners have time to look at the area in question. The motion carried. The Commissioners signed Supplemental Agreement No. 1 for Herbicide Application Contract executed October 30,1992 between the County and Basin Tree Service and Pest Control,lnc. The Commissioners approved the request by the Grant County Sheriff Office to purchase a line tracer including a power pack and charger in the amount of $880.69 for use in determining the location of problems in the Jail Control System. The Commissioners signed Resolution D.C. 93-135 which is a Five County Joint Resolution in the matter of the appointment of Trustee Ken Briggs of the North Central Regional Library. A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 94 -5 -CC setting a public hearing for January 31,1994 at 1:30 relating to the facts requiring an appropriation and expenditure of funds for the CRID 92- 1 Contraction Fund #322, Department #001 in the estimated amount of $385,500 be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 94 -6 -CC relating to the establishment of a new fund/ department to be named CRID Bond Redemption 92-1 Fund #222, Department #001 be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 94 -7 -CC relating to the establishment of a new fund/department to be named Bond Guaranty Fund, CRID 92-1, Fund #622, Department #001 be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 94 -8 -CC relating to the establishment of a new fund/department to be named CRID 92-1 Construction Fund #322, Department #001 be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 94 -9 -CC regarding the Department of Community Development Grant for Community Action Funds be passed. The motion carried. The Commissioners held a Public Hearing regarding the proposed Zone Change requested by Robert, Karen, Kim and Kathryn Wareham. After taking testimony from those in attendance a motion was made by Commissioner Snead, seconded by Commissioner Allison to deny the proposed Zone Change and asked that staff prepare findings of fact. The motion carried. The Commissioners notified the County Auditor that the range of pay for hourly employees would be increasing effective January 1,1994 to $4.90 minimum due to a change in the minimum wage law. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 94 -10 -CC honoring Paul White on his retirement as a member of the Grant County Board of Adjustment be passed. The motion carried. The Commissioners signed the Public Works Claims Fund Voucher Approval #12- 1 through #12-42 in the total amount of $39,407.60. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 1/18/94 in the total amount of $94,999.90. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 1/18/94 in the total amount of $134,904.28.
