PURCHASE AND INSTALLATION OF THE )
"PROSECUTOR BY KARPEL" SOFTWARE )
SYS'TEM AS A SOLE SOURCE SUPPLIER �

WHEREAS,the Grant County Prosecuting Attorney's Of�ce requires a streamlined,
browser-based criminal case managemant system to create and exchange electronic
documents with the courts, law enforcement agencies and defense attorneys; and
WHEREAS, such a streamlined system will result in increased efficiency and cost
savings; and
WHEREAS, such a streamlined system will shorten the time to resolve cases and
provide justice for victims and families; and
WHEREAS,the current software system does not provide for full intergration and
efficiency without prohibitively costly upgrades and modifications; and
WHEREAS,the Prosecutor by Karpel software system is a custom-built, licensed
software and information system that only Karpel Corporation provides; and
WHEREAS Prosecutor by Karpel is clearly and legitimately limited to a singla source of
supply; and
WHEREAS, Karpel is the sole provider of this software system and thus subject to a
waiver of the competitive bidding requirement under RCW 39.04.280.

NOW,THEREFOItE,BE IT HEREBY RESOLVED THAT :
Karpel Corporation is the sole source provider for Prosecutor by Karpel software and its
' purchase without bidding is justified under the authority of RCW 39.04.280(1)(a).
