HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of April 18,1994 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners appointed Klaire D. Harry to a position on the Grant County Alcohol and Other Drug Addiction Board. The Commissioners approved the request for the purchase of a first aid training kit from Law and Justice capital outlay funds in the amount of $850.00. The Commissioners approved out of state travel for Cheryl Flowers of Grant County Mental Health for travel to Hood River, Oregon for a workshop. Chairman Fancher was authorized to signthe Mitigated Determination of Non- significance on the Sand Castle Estates #1 subdivision. A Public Hearing was set for May 9,1994 at 2:00 p.m. The Commissioners received a summons and complaint from Gordon R. Hunter. The matter was referred to the Prosecuting Attorney for handling. The Commissioners signed the 1994 Dispatch agreement between the Grant County Sheriff's Office and Grant County Fire District No. 7 and Fire District #11. A Public Hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 94 -52 -CC, Ordinance Number 94 -52 -CC establishing a new section to Grant County Code, Title 6 regulating the discharge of firearms with Firearms Control Areas within Grant County, Desert Aire be passed. The motion carried. As there was no further business the session was continued until April 19,1994. April 19,1994 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Bid Opening(Dodson Road), '1' NW -Road Repair, 2:30 Public Meeting on Regional Transportation Plan. The Commissioners signed the Public Works Claims Fund voucher approval #4-1 through 4-2 in the total amount of $136,392.10. The Commissioners held a bid opening regarding the Dodson Road project. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that the bids be referred to Public Works for their review and recommendation. The Commissioners approved the Public Works recommendations to award the bid on the Dodson Road Project, CRP 92-21, CRP 93-24 to Tommer Construction for the total bid price of $585,780.68. The Commissioners signed the Authorization to Call for Bids on May 10,1994 at 10:00 a.m. for the Frenchman Hills and Beverly -Burke Rd., CRP 92-7. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 94 -53 -CC setting a public hearing for May 9,1994 at 1:30 p.m. relating -to the facts requiring an appropriation and expenditure of funds for the D.D. Residential Programs 402.176.000 in the amount of $35,000. The motion carried. The Commissioners held a Public Hearing regarding the R. Troy Cissne and Randy Tastad zone change request. A motion was made by Commissioner Snead, seconded by Commissioner Allison to continue the hearing until May 17,1994 at 1:30 p.m. at the request of the proponents. The motion carried. The Commissioners set Public Meetings for the following Planning Commission items: Arthur J. Copeland zone change -set for May 10,1994 at 1:30 P.M. Grant County Port District #3 zone change -set for May 10,1994 at 2:30 p.m. Wayland zone change -set for May 10,1994 at 3:30 p.m. - Joseph Frede zone change -set for May 16,1994 at 1:30 p.m. Ron Geer, Quail Springs Preliminary Plat -set for May 17,1994 at 2:30 p.m. Ray Rowe zone change -set for May 17,1994 at 3:30 p.m. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 4/14/94 in the total amount of $388,203.54. As of this date the Board by a majority vote does approve for payment those vouchers filed in the Auditors Office 4/18/94 in the total amount of $342,325.96. The Commissioners held a Public Forum regarding the QUADCO project. As there was no further business the session was continued until April 21,1994. April 21,1994 The session was continued at 9:00 a.m. with Commissioner Snead and Commissioner Allison in attendance with the Clerk of the Board. The Commissioners met with the Health Department and the Planning Department to review the Norisada project.
