HomeMy WebLinkAboutResolution 94-055-CCBEFORE THE BOARD OF GRANT COUNTY COMMISSIONERS A RESOLUTION MAKING A SEPA ) THRESHOLD DETERMINATION OF A ) NO. 94- 55 -CC MITIGATED DETERMINATION OF NON- } SIGNIFICANCE FOR THE SANDCASTLE } RESOLUTION ESTATES AND INSTRUCTING STAFF } TO SCHEDULE A DECISION-MAKING } MEETING FOR THE SANDCASTLE } ESTATES PROJECT AFTER THE CLOSE } OF THE COMMENT PERIOD FOR THE } SEPA DETERMINATION. } } WHEREAS, the applicants for the Sandcastle Estates project have filed with Grant County (the "County") , all of the appropriate environmental and project documentation; and WHEREAS, the applicants have complied with all of the procedures required by the County; and WHEREAS, the Grant County Planning Commission has reviewed the preliminary plat and has recommended its approval; and WHEREAS, the public has had an opportunity to present testimony before the Grant County Board of Commissioners; and WHEREAS, the Commissioners have considered such testimony and reviewed the various environmental and project documentation; NOW, THEREFORE, BE IT RESOLVED, that the Grant County Board of Commissioners make the following SEPA threshold determination: The Sandcastle Estates project, mitigated by the conditions attached as Exhibit A, will have no significant environmental impacts and thus, the Board directs staff to prepare and publish a Mitigated Determination of non -significance for the Sandcastle Estates project; and 1 • 1. The project will include roadways that are to be built to current County road standards. These standards will include onstreet parking for both sides contained within a street that has a paved section 36 feet wide, with rolled curb and gutter and a surface section that includes 2 inches of BST, 2 inches of top rock, and 4 inches of base rock. Boundary Engineering will provide a plan and profile to the County Public Works Director for his review and approval for the road design. The design will include additional facilities, i.e. catch basins and drywalls, to handle stormwater runoff from the street. 2. Pelican Point #5 shall be recorded, and the associated portion of Viewmont is not a county road. If it is to remain unrecorded a right of way for that portion of Viewmont will need to be secured so that it can be improved to county standards. a. The legal description of Tax # 11,277 parcels 17-0074-000, and 17-0074-002 do not close. The legals should be rechecked by surveyor Sterling Knudsen for correct dimensions. The Assessor's office will not approve until this is corrected. 3. It is recognized Sandcastle Estates must use the existing Pelican Point (Department of Ecology requirement) water system. The domestic supply design must be approved by the Washington State Department of Health prior to issue of building permits by the Grant County Building Department. a. The design must not affect the existing users of the water system, i.e. Pelican Point system, in terms of water pressure, quantity, or quality. 4. The septic system and drainfield area for Sandcastle Estates must be independent from the existing Pelican Point sewage system. Design must be approved by the Washington State Departments of Health and Ecology. a. The design shall be prepared by a licensed engineer, or certified designer. b. The fire suppression system must meet the requirements of the Grant County Fire Marshal. 5. Storm water run off from Sand Castle Estates shall be channeled through grassy swales and retention ponds. 6. Proper erosion and sediment control practices must be used on the construction site and adjacent areas to prevent upland sediments from entering Moses Lake. All areas disturbed during construction shall be revegetated . EXHIBIT A BE IT FURTHER RESOLVED, that the staff is directed to schedule a decision- making meeting after the close of the public comment period on the Mitigated Determination of Non -significance .
