HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of May 9,1994 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the salary of Kelley Beebe of the Sheriff Department at 80 percent of control salary for Transcriptionist -Clerk. The Commissioners approved the request by Grant County Mental Health and Developmental Disabilities to allocate the amount of $5,801 from the Division of Developmental Disabilities to Grant County Parent to Parent Organization. The Commissioners were notified by the Sheriff Department that they were selling a Dictaphone Model 5000 tape recorder from Dispatch to the Ephrata Police Department for the amount of $3,500. The Commissioners signed the 1994 Dispatch Agreement between Grant County Sheriff's Office and the Quincy Fire Department. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 94 -56 -CC authorizing an appropriation and expenditure of funds in the D.D. Residential Program 402.176.000 in the amount of $35,000 be passed. The motion carried. The Commissioners held a Public Hearing on the Sandcastle Estates project. After hearing testimony a motion was made by Commissioner Snead, seconded by Commissioner Allison to continue the hearing to May 17,1994 at 7:00 p.m. to allow greater public attendance. The motion carried. As there was no further business the session was continued until May 10,1994 at 9:00 a.m. May 10,1994 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding the Bid Opening on the Frenchman Hills & Beverly Burke road project, Cost Share Projects- '105SE,'65SE, Reimbursable Work-Hartline, Pit Site -Moses Lake Area, RAP Contract - Mae Valley, Stand-by vehicle -Sheriff's Department, Speed Limit Request -Dodson Road. The Commissioners signed the Public Works Claims Fund Voucher Approval #4-1 through #4-194 in the total amount of $1,174,969.96. The Commissioners held a bid opening on the Frenchman Hills project. A motion was made by Commissioner Snead, seconded by Commissioner Allison that the bids be referred to Public Works for their review and recommendation. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 94 -57 -CC in the matter of initiating County Road Project CRP No. 94-13 be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 94 -58 -CC in the matter of initiating County Road Project 94-12 be passed. The motion carried. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 5/9/94 in the total amount of $339,108.89. The Commissioners notified the County Clerk that they would approve her requested increase in her Clerk Hire budget for 1994 in the amount of $2,200 from Law and Justice funds. The Commissioners approved the salary of Clerk Hire employee Stacy Smith of the Treasurer's Office at $5.00 per hour. The Commissioners signed the 1994 Dispatch Agreement between the Grant County Sheriff's Office and the Quincy Police Department. The Commissioners held a Public Meeting on the proposed zone change request by Arthur J. and Elane Copeland from Agriculture to General Commercial on 24.97 acres in a portion of S2,T14N.,R23E.W.M. adjacent to the City of Mattawa. A motion was made by Commissioner Allison, seconded by Commissioner Snead that the DNS be approved and issued. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead to uphold the Planning Commission approval of the Zone Change with the stipulation to limit minimum lot size to the recommendation of the Health Department until such time as there is a community sewer system in place, and based on the further recommendations of the Public Works Director, Health Department, Department of Transportation and the Bureau of Reclamation. Findings of fact to be prepared by Staff. The motion carried. The Commissioners held a Public Meeting on the proposed zone change request by Grant County Port District #3 from Agriculture to Light Industrial in a portion of S34,T15N.,1123E.W.M. A motion was made by Commissioner Allison, seconded by Commissioner Snead that the DNS on this request be approved and issued. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead that the Planning Commission approval of the zone change be upheld with County Road 24 to be stipulated as access when substantial development has been accomplished and findings of fact to be prepared by Staff. The motion carried. The Commissioners held a Public Meeting on the proposed zone change request by Richard Weyland from Agriculture to General Commercial in a portion of S2,T14N.,R23E.W.M, near Mattawa. A motion was made by Commissioner Snead, seconded by Commissioner Allison that the DNS on this request be approved and issued. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison to uphold the Planning Commission approval of this zone change, based on the recommendations of the Department of Transportation, Bureau of Reclamation, with a recommendation to release Bureau water. Findings of fact to be prepared by Staff. The motion carried. The Commissioners set the following matters submitted by the Planning Department to be heard by the Commissioners: Planned Unit Development request by Robert Taylor, Sun Cliff Estates set for a Public Meeting May 24,1994 at 1:30 p.m. Replat of Northshore Estates Short Plat request by James and Sharon Gallagher set for a Public Meeting May 24,1994 at 2:30 p.m. Replat request by Dwight Carr of Geer Second Short Plat set for a Public Meeting May 24,1994 at 3:30 p.m. Preliminary Plat proposal by J. Barney Industrial Park set for a Public Meeting May 31,1994 at 1:00 p.m. Zone Change request by Jim and Mary Thomsen and Harvey and Lan Tai Schaapman from Agriculture to S-A,S-1,S-2,R-2,C-R,C-N, and P -F, and amendment to the Planned Unit Development of Valley View Estates set for a Public Hearing May 31,1994 at 3:00 p.m. Zone Change request by Charles Isaacson from Agriculture to Agriculture - Suburban set for Public Hearing June 6,1994 at 1:30 p.m. Zone Change request by Stratford Road Property Owners and Gail Stevens from R-2 and S-2 to C -G set for Public Hearing June 6,1994 at 2:30 p.m. As there was no further business to come before the Board the session was adjourned until May 16,1994.
