WASHINGTON 98823 15091 754.2011 BOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON IN THE MATTER OF CHANGING THE ZONING FROM "AGR (Agriculture)" to "C -G (General - Commercial)" IN A PORTION OF SECTION 2, TOWNSHIP 14 N., RANGE 23 E., W.M.. RESOLUTION NO. 94 -59 -CC RESOLUTION ADOPTING GRANT COUNTY PLANNING COMMISSION FINDINGS Arthur J. & Elaine Copeland WHEREAS, the Board of County Commissioners of Grant County have been advised by the Grant County Planning Commission that a Public Hearing was held on April 6, 1994 on the matter of changing the zoning from "AGR (Agriculture)" to "C -G (General Commercial)" in a portion of said Section 2, Township 14 North, Range 23 East, W.M. and WHEREAS, the Board of County Commissioners, having said recommendation, has given notice this matter would be considered at their regular meeting on May 10, 1994. WHEREAS, the Board of County Commissioners have found that this project is within Mattawa's proposed Urban Growth Boundary. WHEREAS, the Board of County Commissioners have found that this change of zoning is for a practical application needed in this area. WHEREAS, the Board of County Commissioners have conditioned the approval of said proposal to limit the minimum lot size to the recommendation of the Grant County Health Department until such time as there is a community sewer system. WHEREAS, the Board of County Commissioners have conditioned the approval on those recommendations of the Grant County Public Works Department to restrict direct access to County Road '24' S.W. and access must meet County Road Standard. WHEREAS, the Board of County Commissioners find that the developer must release the Columbia Basin Irrigation water allotment or enter into a contractual agreement for water not used for commercial agricultural purposes. WHEREAS, the Board of County Commissioners find that the Washington State Department of Transportation's recommendations must be met which include limited access rights along the Westerly edge of the property along SR -243 be granted to the State by donation by deed and submit a traffic study to clarify what project impacts will be and what mitigation is needed. NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners for Grant County, Washington by this Resolution, amend the Grant County Comprehensive Plan and Official Zoning Map for Grant County to the effect that the following described property shall henceforth be zoned as "C -G (General Commercial)": A portion of the Southeast one-quarter (1/4) of the Northwest one-quarter (1/4) of the Southwest one-quarter (1/4) of Farm Unit 19, Block 26, Columbia Basin Irrigation Project in a portion of Section 2, Township 14 North, Range 23 East, W.M., Grant County, Washington a quarter mile Southwest of the Town of Mattawa. 1 <..)
