HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of June 6,1994 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. Chairman Fancher was authorized to sign the notice of separation or work interruption of Brett Hill of the Prosecuting Attorney's Office, and Nancy Stout of Mental Health, Juniper Ridge. The Commissioners approved the salary increase of Terri Yeager of the Prosecuting Attorney's Office to $2,069 per month effective June 1,1994. The Commissioners approved the salary of Patricia L. Hames of the Grant County Alcohol and Drug Center at $1,669.50 per month effective June 1,1994. The Commissioners were notified by Elvin L. Kulp, Area Extension Agent Chairman that he would be out of the office from June 3 to June 12 and that M. Christine Price would be acting Chair during his absence. The Commissioners set the date of June 27,1994 at 1:30 p.m. for a Public Meeting on the Arthur J. Copeland preliminary plat application. The Commissioners received a signed copy of the Advertising Sales Concession Agreement for Grant County "Information Station" Program. The Commissioners signed the Conditional Use Permit for the Potholes State Park Boat Launch Renovation, Phase II. Chairman Fancher was authorized to sign the Determination of Non -significance for a Cellular radio site requested by Inland Cellular Telephone Company. The Commissioners held a Public Hearing regarding the proposed operation of a livestock market by Anthony H. Favero. Chairman Fancher recused herself since her family is involved in a similar business. A motion was made by Commissioner Allison, seconded by Commissioner Snead to issue a Determination of Non -significance. The motion carried. The Commissioners held a Public Hearing regarding the proposed zone change request from Agriculture to Agriculture -Suburban in a portion of S1,T20N.,R28E.W.M. in Farm Unit 43, Irrigation Block 40 requested by Charles Isaacson. Public testimony was taken and the public input portion of the Hearing was closed. A motion was made by Commissioner Allison, seconded by Commissioner Snead to continue the decision until June 14,1994 to consult with legal council. The motion carried. The Commissioners held a Public Hearing regarding the proposed zone change request by Stratford Road Property Owners, and Gail Stevens from "R-2% and "S-2" to "C -G", in portions of Sections 10 and 11,Township 19N.,R28E.W.M. Public testimony was taken and the public input portion of the Hearing was closed. A motion was made by Commissioner Snead, seconded by Commissioner Allison to continue the matter to allow time to discuss with the City of Moses Lake due to the proximity of the property to the City, and to confer with Staff. The motion carried. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Snead authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, Clerk's Department #105 in the amount of $2,200 be passed. The motion carried. As there was no further business the session was continued until June 7,1994. June 7,1994 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 94 -£6 -CC approving a special services contract with respect to the authorization, issuance, sale and delivery of bonds of Grant County, Washington, and providing for other matters properly relating thereto be passed. The motion carried. The Commissioners met with the Public Works Director regarding 'D.5' NE, Resolution - Hearing Six TIP, Contract Execution -Frenchman Hills/Beverly-Burke, Franchise Hearing continued, RAP Agreement -Mae Valley Road. A motion was made by Commissioner Snead, seconded by Commissioner Allison to continue the Byrd and Barnes Franchise Hearing to June 14,1994 at 10:00 a.m. The motion carried. The Commissioners signed a contract with Moses Lake Construction Co.,lnc. for work on Frenchman Hills & Beverly -Burke Rd.,CRP 92-7. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 94 -67 -CC setting a hearing for June 28,1994 at 11:00 a.m. in the matter of adopting a comprehensive six year transportation improvement program for the years 1995-2000 be passed. The motion carried. A Public Meeting was held regarding the request for zone change from "I -L" to "R- 2" by Richard Penhallurick, on 63 acres located in a portion of S14,T19N.,R28E.W.M. A motion was made by Commissioner Allison, seconded by Commissioner Snead that a DNS be issued. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Resolution Number 94 -68 -CC upholding the Planning Commissions recommendation for approval subject to the recommendations of the Health Department, and Department of Wildlife, with Staff to prepare findings. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 94 -69 -CC authorizing an appropriation and expenditure of funds in the Current Expense Fund #001, Clerk's Department #105 in the amount of $2,200 be passed. The motion carried. The Commissioners set a Public Meeting for June 27,1994 at 3:00 p.m. regarding the zone change request by the Washington State Migrant Council from Agriculture to "C -G" in a portion of S2,T14N.,1323E.W.M. adjacent to the Town of Mattawa. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 6/6/94 in the total amount of $274,177.14. The Commissioners signed findings, conclusions and final decision in the matter of Sandcastle Estates No.1's application for Preliminary Plat approval. The Commissioners held a meeting with representatives of the Hartford Insurance Company regarding a Claim for Damages. As there was no further business to come before the Board the session was adjourned until June 13,1994.
