HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of June 13,1994 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Helen Fancher. Commissioner Snead was in attendance with the Clerk of the Board. Commissioner Allison was not in attendance due to illness. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners received a petition to exempt Grant County from a portion of RCW 9.41.050, Section 405, Sub -section 4 regarding the right to carry rifles and shotguns openly in vehicles. The matter was submitted to the Prosecuting Attorney for action. The Commissioners approved the purchase of a new typewriter for the Grant County Building Department from the Capital Outlay budget in the amount of $591.00. The Commissioners signed the Public Works Claim Fund vouchers Approval #5-1 through 5-164 in the total amount of $1,239,116.19. The Commissioners received the 1994 Bridge Report from the Public Works Director. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 94 -70 -CC regarding the enhancement of low land fresh water lakes to strengthen trout and create meaningful warm water fisheries management programs within the Washington Department of Fish and Wildlife be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 94 -71 -CC setting a Public Hearing for June 28,1994 at 10:30 a.m. in the matter of a County wide surplus equipment and merchandise auction sale be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 94 -72 -CC relating to the transfer of funds within the 1994 budget of the Law and Justice Fund #121, Department #163 in the amount of $1,398 to transfer appropriations for installation of a heater in work release C area be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 94 -73 -CC relating to the establishment of a new fund to be named Grant County Airport District #1, Fund #653, Department #001 be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 94 -74 -CC relating to the transfer of funds within the 1994 budget of the Current Expense Fund #001 in the amount of $30,028 to amend department budgets for re -allocation of data processing costs be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 94 -75 -CC relating to the establishment of a petty cash/revolving fund for the Prosecuting attorney Department, to be called Garnishment Deposit Account be passed. The motion carried. As of this date the Board by a majority vote does approve for payment those vouchers filed in the Auditors Office 6/13/94 in the total amount of $267,398.09. A Public Meeting was held regarding the zone change request by Lela Brown from Agriculture to Suburban on five acres in a portion of S2,T21N.,R26E.W.M. near Ephrata. Public testimony was taken and the public comment period was closed. A motion was made by Commissioner Snead, seconded by Commissioner Fancher to set the matter for Public Hearing on July 5,1994 at 1:30 p.m. The motion carried. A Public Meeting was held regarding the Cox Industrial Plat containing 3.15 acres located in the Wiser Industrial Park located South of Wheeler Road and East of Wiser Lane adjacent to the City limits of Moses Lake. A motion was made by Commissioner Snead, seconded by Commissioner Fancher to sign the Determination of Non - Significance on the project. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Fancher to uphold the Planning Commission approval of the proposal subject to Public Works requirements as to access onto Wheeler Road, and Department of Ecology recommendations . The motion carried. The Commissioners met with the Prosecuting Attorney regarding the Isaacson zone change and the Stevens and Stratford Road zone change. No formal action was taken and the matter was continued until June 21,1994. As there was no further business to come before the Board the session was adjourned until June 20,1994 since the Commissioners will be away attending the WSAC State Convention the remainder of the week.
