HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of June 20,1994 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners received a fully executed copy of Contract Amendment Number 2715-85090 (5) between Department of Social and Health Services and Mental Health. The Commissioners received the notice from the Department of the Interior, Bureau of Reclamation on the PILT amount for the year, which was referred to the County Treasurer for action. The Commissioners received notice from the Department of Social and Health Services on increased amounts available for the current biennium on Federal -Pregnant and Parenting Women's Services and State -Grant -in -Aid for County Alcohol/ Drug Programs. Commissioner Fancher was authorized to sign the document sent to Black Sheep Advertising regarding Tourism projects. The Commissioners approved the salary increase of Veronica Quintanilla of the Juvenile Probation Department to $1581.30 per month effective July 1, 1994 from Criminal Justice Funds. The Commissioners received a signed copy of a Special Services Contract between Grant County and Perkins Coie. The Commissioners received a Claim for Damages from Susan Johnston on behalf of Viola Johnston and from Tracey Johnston. The matter was referred to the Prosecuting Attorney for handling. The Commissioners held a bid opening for publication of the County legal notices beginning July 1,1994 for a period of one year. A motion was made by Commissioner Allison, seconded by Commissioner Snead that the bid be awarded to the Grant County Journal with a low bid of $3.08 per column inch. The motion carried. The Commissioners held a Public Hearing regarding the proposed Sun Cliff Estates Planned unit Development requested by Robert Taylor. A motion was made by Commissioner Snead, seconded by Commissioner Allison to approve the Determination of Non -Significance. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Allison to postpone a decision on the PUD until such time as the developer, the Public Works Director and the Commissioners can meet to discuss questions regarding the roads in the proposed project. The motion carried. The Commissioners held a Public Hearing regarding the proposed replat of Northshore Estates Short Plat requested by James and Sharon Gallagher. A motion was made by Commissioner Allison, seconded by Commissioner Snead to uphold the Planning Commission recommendations with a Community Water System and combined pressure dozing drainfield system as far from the lake as possible to be shown on the Plat, meet Public Works recommendations. The motion carried. Findings of fact to be prepared by Staff. As there was no further business to come before the Board the session was continued until June 21,1994. June 21,1994 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Franchise Hearing continuation, Contract Execution-Auctioneering Services, Six Year Program Projects, Personnel. The Commissioners signed an Auction Services Contract with Northwest Auction Company. The Commissioners signed 1994 Dispatch Service Agreements between the Grant County Sheriff's Office and Grant County Hospital District #1, DBA Samaritan Ambulance. The Commissioners signed a Request for Transfer in the Growth Management Department #126, Fund #168 in the amount of $18,500. Chairman Fancher was authorized to sign the Intercounty Cooperative Purchasing Agreement with Adams County. A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 94 -76 -CC distributing the P.U.D. Privilege Tax be passed. The motion carried. The Commissioners approved the purchase of 2 filing cabinets from Criminal Justice funds for the Prosecuting Attorney Office in the amount of $198 plus tax per cabinet. Chairman Fancher was authorized to sign the Interlocal Agreement between Grant County and the Grant County Health District to provide youth prevention tobacco education and inspection program. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 6/20/94 in the total amount of $436,412.95. Chairman Fancher was authorized to sign the agreement with RAM Communications for the accomplishment of digitized mapping in the amount of $53,450. The Commissioners met with representatives of the City of Ephrata on the Soap Lake and George Growth Boundaries. The Commissioners met with the Prosecuting Attorney to consider several land use matters. A motion was made by Commissioner Snead, seconded by Commissioner Allison that the Gail Stevens and the Stratford Road zone change request be denied until such time as the property is contiguous including all parcels between the existing General Commercial zoning on Kinder Road north with all property owners included in the zone change request.
