HomeMy WebLinkAboutResolution 94-084-CCBOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON IN THE MATTER OF ADOPTING A WASTE OIL AMENDMENT TO THE REGIONAL LOCAL HAZARDOUS WASTE MANAGEMENT PLAN FOR GRANT, ADAMS, AND LINCOLN COUNTIES RESOLUTION NO. 94 -84 -CC WHEREAS, the 1991 State Legislature passed 2SSB 5591, Chapter 319, which required all local hazardous waste plans to include a used oil recycling element, and WHEREAS, Grant County has prepared an amendment to the Regional Local Hazardous Waste Management Plan for Grant, Adams, and Lincoln Counties entitled "APPENDIX H, GRANT COUNTY USED OIL AMENDMENT," in accordance with for - inclusion 2SSB 5591 in the Plan, and WHEREAS, the amendment has been reviewed and approved by the Grant County Solid Waste Advisory Committee, . NOW, THEREFORE BE IT RESOLVED, that the attachment amendment to the Regional Local Hazardous Waste Management Plan for Grant, Adams, and Lincoln Counties entitled "APPENDIX H, GRANT COUNTY USED OIL AMENDMENT," is hereby adopted for inclusion into the Plan. Household Used Oil Generation and Management a) Grant County oil generation is 12,444 gallons (50.4 tons, at 8.1 lbs. per gallon) annually based on the Adams -Grant -Lincoln Counties hazardous Waste Plan (Table IV -4). b) Based on this estimate, 2.4 gallons (12,444 / # of Households ([51,900]) per household is generated in Grant County. c) Fstimated Current Recycling Rate. Total amount of known recycled oil divided by estimated gallons of used oil in Grant County = County recycling rate (35%, Hazardous Waste Plan Table E-1, Appendix E); 4,355/12,444 = approx. 35% estimated current recycling rate d) Gallons generated in 1996 x State recycling goal (80%) = amount to collect to reach goal; 1993 12,444 x 35% = 4,355 gallons 1996 12,444 x 80% = 9,955 gallons e) Amount needed to achieve the 80% State recycling goal for 1996 - amount currently recycled = amount which needs to be recycled in order to reach state goal; 9,955 - 4,355 = 5.600 additional gallons need to be recycled. The used motor oil collected at each of these is visually checked by the operator/owner for contamination and not accepted if there is evidence of water or antifreeze. Most of the oil accepted is from persons the owner knows personally. Those that use the oil for burning keep a record of where the oil originates. They are all interested in purchasing the Clor-D Test Kit to check for solvent contamination. The used oil is held until the tanks are full and are picked up by one of the waste oil handlers. Dobbins Oil from Spokane, Clean Care Corp., from Tacoma, and Burlington Environmental. Holding tanks, one (1) above ground and two (2) below, are installed at the county shops. NEEDS FOR UPGRADING THE USED OIL COLLECTION SERVICE a) All chosen sites will permit access to used oil collection containers for the general populace. b) Impediments at existing sites could be possible vandalism. c) There are no curbside collection programs in the County. Current used oil collections sites do not adequately serve the entire county on a geographic basis. The planned sites are expected to resolve this problem. A-4. Articles will discuss all aspects of used oil, proper collection, disposal, and storing methods. A letter could be sent to the businesses that generate used oil. Follow up letters will also be provided. Brochures are available now at the Solid Waste Coordinators office, and will also be made available at the local County Fair and other community events. An education program will be established in the school system after Sept. 94. We hope this information will then carry over into the household. There is currently no signage at any of the oil retail outlets describing recycling opportunities in the vicinity. This is expected to be corrected by Sept., 1994. A-6. (Both) Tacoma, WA Re -refining Burlington Environmental A-7. FINANCING OF USED OIL EFFORTS Planned financing of used oil activities will be under the Coordinated Prevention Grant. At this point the County does not have any dedicated funds for used oil activity, however, if the collection program is successful, then additional money will be funded by future user fees or other sources. A -S. OTHER NEEDS RELATED TO USED OIL The County will use "milk runs" to improve economy of scale in dealing with waste oil. A program aimed at addressing farming operation needs as a small quantity generator should be identified in the future. The majority of businesses and homeowners in Grant County are practicing proper draining of used oil filters, and proper disposal. The businesses in this County can't justify costly oil filter crushers, etc., for the lack of business volume. Individuals indicate they will use county provided collection sites once they are in place. Education and convenience will also enhance this program. PART B OBJECTIVES AND ALTERNATIVES 1. Objectives Our main goal is to comply with the statewide goal of recycling 80% of the oil generated in Grant County by 1996. Results of surveys, and in general indicate that the residents of Grant County are willing to recycle their used oil, if the county will provide collection tanks. Most of the oil that has or is presently being stored, is being stored properly, however, the owners admit they have no idea what to do with it, or what options are available. PART C RECOMMENDED PROGRAMS AND ACTIONS C-1. The sites are disbursed throughout the county to provide easiest access to more residents averaging one site per 3,438 residents. C-2. MARKETING OF USED OIL Grant County will continue to use only haulers that deliver a significant portion of collected oil to re -refiners. C-3. PROGRAM FOR USED OIL EDUCATION Educating the public about the proper disposal of used oil is the link to the success of our goals. We are also starting an educational program in the school system, which we will then carry over into the household. Materials will be made available to every household in Grant County concerning recyclables, bin locations, and used oil collection methods and sites. Brochures will also be made available to all the businesses in town that generate used oil and wastes such as paints, solvents, and antifreeze, etc., concerning the proper disposal of these products. C4. ENFORCEMENT STRATEGY AND ORDINANCE DEVELOPMENT Grant County plans to comply with the plans for enforcing the sign and container ordinances required by RCW 70.95I.040 Plans include posting signs explaining the benefits of used oil recycling, and will also include locations of nearest public used oil collection sites. ROLES AND RESPONSIBILITIES All County owned sites will be monitored with daily inspections for damages and spills. This most likely will be added on to the duties of the landfill manager or his assistant. Small spills within the containment will be their responsibility, and the county will be responsible for determining the proper management practice of any spills not contained by the containment unit. All oil collected will be tested by the county for their presence of halogenated hydrocarbons. Oil which contains more than 1000 ppm of halogenated hydrocarbons will be treated as dangerous waste pursuant to WAC 173-303-515. County employees will be trained in the proper handling, testing, storage, and transportation of used oil. Classes taught by authorized instructors will be utilized, and eventually the County Solid Waste Coordinator will provide this education.
