Washington State Department of Commerce, Community Services and Housing Division, Office of Crime Victims Advocacy SFY2018 Crime Victim Service Center Grant No.518-31119-057 with Grant County, by and through New Hope Domestic Violence &Sexual Assault Services. Funding is in the amount of$124,124.00 with a term of July 1, 2017 through June 30, 2018. (Approved) Page 2 of 13 Grant County Commissioners Minutes Week of July 17, 2017 9:30 a.m,—9;20 a.m. Open Record Public Hearing, Central Services Budget Extensions The Commissioners held an Open Record Public Hearing to consider the following budget extension requests from the Department of Central Services: 1. Fund#309, Department#000 in the amount of$51,506.90 to pay DW Excavating the retainage owed for their work on the Fairgrounds Sewer Project in 2016 ($50,080.76) where the budget was not carried over into 2017; and to pay Whitney Equipment for manhole metering costs ($1,426.14); 2. Fund#309, Department#000 in the amount of$13,833.00 to cover striping and being over budget for the Parking Lot Repaving project ($4,963.00); and to complete a small area surrounding the mechanical room in parking lot"G" and being over budget ($9,140.00). Tom Gaines, Central Services Director, explained that there was an addition error in#2 along with other issues and he is withdrawing the$9,140.00 portion of the budget extension request. A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to close the public comment portion of this hearing. The motion passed unanimously. Commissioner Taylor moved to approve the budget extension as presented but withdrawing the$9,140.00 portion. The new total budget extension amount is $56,469.90. Commissioner Carter closed the session at 2:25 p.m. I i Page 3 of 13 , � Grant County Commissioners Minutes I Week of July 17, 2017 ' I 2:30 p.m.—2:50 p.m. Closed Record Public Hearing, Desert Diamond Development, LLC Minor Zone Change Application The Commissioners held a Closed Record Public Hearing regarding a Minor Zone Change request from Desert Diamond Development, LLC for one (1) approximately 10,6-acre parcel from Rural Residential 1 to Urban Residential 2, in order to make the Zoning District of the parcel consistent with its Comprehensive Plan Land-Use Designation,which was changed as part of the 2007 Comprehensive Plan Amendment process. The subject parcel is known as Lot 6 of Kopp's Golden Acres Plat. It is located approximately 4 miles north of the intersection of Interstate 90 and Hansen Road NE (Exit 174), and approximately 1.10 miles northeast of the intersection of Road 4 NE and Westshore Drive NE, and approximately 0.65 miles east of the intersection of Road 5 NE and Road F NE, and in the SE quarter of Section 6,Township 19 North, Range 28 East, WM, Grant County,WA(Parcel#12- 1656-000). Damien Hooper, Planning Department Director, discussed the project. A motion was made by Commissioner Stevens,seconded by Cammissioner Carter,to close the public comment portion of this hearing. The motion passed with 2 Commissioners in attendance. Commissioner Stevens moved to approve the unanimous recommendation from the Planning Commission and approve the rezone as presented. Recommendation to amend Ch. 6.10 of the Grant County Code titled "Fire Hazards" adding language that would establish an annual burn ban from June 15—September 1 of every year. (Approved to hold a public hearing with a recommendation to amend the end date to August 31 with the ability to extend the dates if needed. A Public Hearing will be held in the near future.) Tyler Lawrence, Associate Planner stated they received 9 applications and that all sites were posted and property owners within 300 feet were notified. Public Notice was also published in the Columbia Basin Herald newspaper. All applications are in compliance with SEPA and the County issued an addendum to the Environmental Impact Statement that has been prepared, the Comprehensive Plan, and the Determination of Non-Significance and adoption of existing environmental documentation was issued for the proposals. 3:03 p.m. Ron Kre�er, File#'s P 17-0086, 17-0087, 17-0088 The applicant has submitted a Site Specific Land Use Re-designation application requesting the subject portion of the property be re-designated to Rural Commercial along with an application for a rezone from Shoreline Development 4 to Rural General Commercial. The proposal site is located in the SW corner of the intersection of Stratford Rd. NE and Harris Rd. NE. Staff received a letter of opposition from the City of Moses Lal<e and the Planning Commission forwards a recommendation of denial for this application. Discussion ensued, The proponent Ashwani Sharma discussed his application. There currently is no city sewer or water on this property and it's located in the Urban Growth Area (UGA). James Sandberg read into the record a letter in opposition to this application. His property is adjacent to the applicant's property. Commissioner Stevens reiterated that the City of Moses Lake and the Planning Commission recommend denial ofthe application. She stated that the property owner"put the cart before the horse" and expected the rezone change. It has become an eyesore in the community. Commissioner Carter asked Tyler for location clarification on a map. Patty Arndt spoke against the application and stated there are too many mini storage units in the area already. Discussion ensued. Commissioner Stevens moved to approve the Comprehensive Plan Amendment for this application recognizing the 9 Findings of Fact. Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. Commissioner Stevens moved to approve the Zone Change for this application recognizing the 10 Findings of Fact.
