Week of August 8,1994
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk
of the Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners approved the salary of Richard LaGrave of the Sheriff's
Department at $1,969.60 per month effective August 16,1994.
The Commissioners approved the salary increase of Kieth Siebert of the Sheriff's
Department to $1,719.00 per month effective August 1,1994.
The Commissioners approved the salary of Jessica Hinen of the District Court
Department at $4.90 per hour.
The Commissioners received a signed copy of the amendment to employment
services contract between Grant County and S.L. Start and Associates.
Chairman Fancher was authorized to sign the Determination of Non -significance
for the installation of a 200' cellular telephone antenna, requested by Cellular One.
The Commissioners received a signed copy of Contract No. 2415-96672 between
Department of Social and Health Services and Directions in Community Living.
Chairman Fancher was authorized to sign the Determination of Non -significance
for the location and construction of a telecommunication site on approximately 600'x600'
of land with a 300' tower requested by United States Cellular.
Chairman Fancher was authorized to sign the Determination of Non -significance
on the construction of a building to house a pre -cast concrete products production
facility requested by Steve Decker.
As there was no further business the session was continued until August 9,1994.

The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
Chairman Fancher was authorized to sign the Determination of Non -significance
on the development of 10.6 acres of non-agricultural USBR property into a road materials
source for county road maintenance and construction requested by Grant County
Department of Public Works.
The Commissioners approved the starting salary of Janice Goeden of the
Treasurers Office at $1691 per month effective July 27,1994.
The Commissioners approved the salary increase of Cathleen Neils of the
Prosecutors Office to $2,069 per month.
The Commissioners approved the request by the Auditor to pay for new jury list
program software from Law and Justice Funds in the approximate amount of $1,155.
The Commissioners signed a contract with Chris Jacobson dba CHRIS'
EXCAVATION for the Martin Road Bridge #315 project.
Chairman Fancher was authorized to sign the Inter -local agreement for Building
Inspection Service with the City of Quincy. The document was returned to the City of
Quincy for their signatures.
The Commissioners signed the Public Works Claims Fund voucher approval #7-1
through 7-161 in the total amount of $1,060,094.73.
A motion was made by Commissioner Snead, seconded by Commissioner Allison
to pay the amount of $100 dues for the Big Bend RC&D Council. The motion carried.
Commissioner Fancher abstained.
As of this date the Board by a majority vote does approve for payment those
vouchers filed in the Auditors Office 8/9/94 in the total amount of $43905.35.
As there was no further business to come before the Board the session was
adjourned until August 15,1994.
