Week of September 12,1994
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk
of the Board.
The Commissioners read and approved the minutes of the preceding session as
written.
Chairman Fancher was authorized to sign the approval of the purchase of a police
1 radio unit for the Dispatch Center at the cost of $2,800 plus tax, and for the
approximate amount of $5000 for the costs of moving cables due to the PUD moving
their radio shack which the County uses to a different location.
The Commissioners received a writ of review in the Maysae Norisada matter. The
information was sent to the Prosecuting Attorney for handling.
The Commissioners approved the request for leave without pay for Dispatcher
Rebecca Stokoe from September 25,1994 to approximately October 25,1994.
The Commissioners approved the salary increase of Maria Castro of the
Cooperative Extension Department to $1,605.60 per month effective October 1,1994.
The Commissioners signed the Agreement for construction of an indoor riding
arena at the Grant County Fair Grounds.
The Commissioners received a signed copy of the Boating Safety Program
Approval from the Washington State Parks and Recreation Commission.
The Commissioners set a Public Hearing for a Supplemental budget for State Drug
Seizures Fund #109, Department #151 from unanticipated state/federal funds in the
amount of $3,000 for October 4,1994 at 11:30 a.m.
The Commissioners set a Public Hearing for October 4,1994 at 3:30 p.m.
regarding proposed revisions to existing zoning districts, "S-1", "S -2","O -SR"," -X and the
additions of anew zoning District, "S-3".
A motion was made by Commissioner Snead, seconded by Commissioner
Fancher that Resolution Number 94 -100 -CC indicating the Sergio Mascarenas is no
longer designated to provide the services of a Designated Mental Health Professional for
Grant County Mental Health be passed. The motion carried.
The Commissioners held an exit conference with the State Auditors.
As there was no further business the session was continued until September
13,1994.
September 13,1994
The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding Russell Crook -
Improvement '24' SW, 'U.3' SW, and '24.1' SW, Bid opening -Damaged Vehicle, Kermit
Behrens -'H' SW, Pit site -Stratford Road, 'K' NW -Letter to Hirai, 'M NE, Household
Hazardous Waste.
The Commissioners held a bid opening regarding the sale of damaged motor pool
vehicle #602. A motion was made by Commissioner Snead, seconded by Commissioner
Allison that the bids be referred to the Public Works Department for their review and
recommendation. The motion carried.
The Commissioners signed the Voucher Approval for the Public Works Claims
Fund #8-1 through #8-170 in the total amount of $1,120,807.66.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 9/12/94 in the total amount of
$395,106.33.
The Commissioners approved the request by the Sheriff for the purchase of a
search and rescue response vehicle from Grant county Fire District #4, Warden Fire
Department for the cost of $4,000.
The Commissioners set a public meeting for September 27,1994 at 3:30 p.m.
regarding the zone change request of Robert G. Robinson from Agriculture to C -FS in
a portion of S32,T19N.,R29E.W.M.
The Commissioners signed the Request for Transfer of Funds by DD Residential
in the amount of $83,558.
The Commissioners took action this date to allow Grant County Mental Health
Department to explore the possibility of contracting with Walsh and Associates regarding
day programs for six people, and to get a commitment from Division of Developmental
Disabilities that monies will not have to be repaid through August 31,1994.
The Commissioners held a Public Hearing regarding the zone change request by
William and Mary K. Sanowski from Agriculture to Suburban -Agriculture on 33.55 acres
located in a portion of S10,T20N,R25E.W.M., Farm Unit 24, Irrigation Block 71. Mrs.
Sanowski called and requested that their application for a zone change be withdrawn.
A motion was made by Commissioner Snead, seconded by Commissioner Allison that
the Sanowski zone change request be withdrawn. The motion carried.
As there was no further business the session was adjourned until September
19,1994.
