Week of October 10,1994
The Grant County Commissioners session was called to order at 9:00 a.m. with
all of the Commissioners in attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding session as
written.
A motion was made by Commissioner Snead, seconded by Commissioner Allison
that Resolution Number 94 -111 -CC relating to the transfer of funds within the 1994
budget of the Law and Justice Fund #121, Department #163 in the amount of $32,313
be passed. The motion carried.
A motion was made by Commissioner Snead, seconded by Commissioner Allison
that Resolution Number 94 -112 -CC relating to the transfer of funds in the 1994 budget
of the Fair Fund #116, Department #158 in the amount of $6,370 be passed. The
motion carried.
A motion was made by Commissioner Snead, seconded by Commissioner Allison
that Resolution Number 94 -113 -CC setting a Public Hearing for October 31,1994 at 1:30
p.m. relating to the facts requiring an appropriation and expenditure of funds for the
Current Expense Fund #001, Clerk Department #105 in the amount of $4,124 be
passed. The motion carried.
A Public Hearing was held and a motion was made that Resolution Number 94-
114 -CC relating to a supplemental extension in the 1994 budget of State Drug Seizures
Fund #109, Department #151 in the amount of $3,000 be passed. The motion carried.
The Commissioners approved the Request for Road Name Change to Coulson
Lane NE by Keith R. and Valerie S. Coulson.
The Commissioners approved the Request for Road Name Change to Kirby Lane
NE, by David A. and Susan Alsted, and Peter and Marion Christiansen.
The Commissioners signed the Public Works Claims Fund Voucher Approval #9-1
through #9-176 in the total amount of $1,243,347.17.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 10/10/94 in the total amount of
$293,414.81.
As there was no further business the session was continued until October
11,1994.
October 11,1994
The session was continued at 9:00 a.m. with Chairman Fancher and
Commissioner Allison in attendance with the Clerk of the Board. Commissioner Snead
was attending meetings out of town.
The Commissioners met with the Public Works Director regarding Bid
Opening (Recycling Pads), Road Establishment Hearing(H NW), Revised Supplemental
Agreements (Bridge #122 & Bridge #130), Material Removal License, Desert Aire -Road
Names.
A Public Hearing was held and a motion was made by Commissioner Allison,
seconded by Commissioner Fancher that Resolution Number 94 -115 -CC in the matter
of establishing a certain County road named 'H' NW Road be passed. The motion
carried.
A bid opening was held regarding Solid Waste Recycling Pads. A motion was
made by Commissioner Allison, seconded by Commissioner Fancher to refer the bids
to Public Works for review and recommendation.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 94 -116 -CC in the matter of initiating County Road
Project designated as CRP No.94-17 be passed. The motion carried.
Chairman Fancher was authorized to sign the Special Occasion Liquor License
for Mattawa Chamber of Commerce for November 5,199' nm 7:00 p.m. to 1:00 a.m.

The Commissioners approved the request by the Prosecuting Attorney for a
budget increase in the amount of $1500.
The Commissioners met with the Public Works Director regarding Bid

for Mattawa Chamber of Commerce for November 5,1994 from 7:00 p.m. to 1:00 a.m.
Chairman Fancher was authorized to sign the Agreement between S.G. Morin &
Son, Inc. and Grant County regarding the additions and renovations to the Grant County
Youth Service Center.
Chairman Fancher was authorized to sign the grant application to DTED for a
Tourism project.
The Commissioners received a signed copy of the amendment to employment
services agreement between Grant County and S.L. Start and Associates.
The Commissioners received a signed copy of the employment services contract
between Grant County and Walsh & Associates.
The Commissioners set the following items from the Planning Commission for
Public Meeting or Public Hearing:

2:00 p.m.
Christensen Quality Homes,lnc., Robert Christensen zone change request set for
Public Meeting October 31,1994 at 3:00 p.m.

Chairman Fancher was authorized to sign a consultant services contract with RAM
Communications Consultants, Inc. to preform MSAG construction and other work relating
to the E-9-1-1.
As there was no further business to come before the Board the session was
adjourned until October 17,1994.
