HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of December 27,1994 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. Commissioner Helen Fancher was sworn in as a Commissioner by Auditor, Bill Varney for her second term in office, beginning January 1,1995. The Commissioners read and approved the minutes of the preceding session as written. The, Commissioners approved the request by Grant County Juvenile Probation Department for a 2 1/2 percent increase in the supplement received by Marilee Griffith effective January 1,1995. The Commissioners approved the starting salary of Joe Kriete of the Sheriff's Department at $1,969.60 effective January 1,1995. The Commissioners approved the starting salary of Ray Harrington of the Sheriff's Department at $1,528 per month effective January 1,1995. The Commissioners approved the starting salary of Collin Hyer of the Sheriff's Department at $1,969.60 per month effective January 1,1995. The Commissioners approved the request for out of state travel by Sheriff William Wiester to attend the National Sheriff's Association Annual Conference. The Commissioners signed an Interlocal Agreement with the Town of Coulee Dam regarding Moderate Risk Waste Plan and Local Hazardous Waste Management Plan. The Commissioners received a signed copy of the 9-1-1 Emergency Communications Systems Agreement between United Telephone Co. of the Northwest and Grant County. The Commissioners met with the Public Works Director regarding Frenchman Hills Road -Right of Way, Road Name Change Resolution -Dover to Randolph, Road Closure Resolution '20' NE, Road Req uirement-Replat Lot 4 Pleasant View Acres, and Budget Discussions. The Commissioners signed the Public Works Payroll Journal for the month of December. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 12/27/94 in the total amount of $183,825.40. The Commissioners signed the Public Works Vouchers Approval #12-1 through #12/2 in the total amount of $425,408.16. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 94 -149 -CC in the matter of establishing the effective date of salaries and benefits negotiated during the collective bargaining process for 1995 be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 94 -150 -CC in the matter of establishing the effective date of salaries and benefits for employees classified on the Grant County Non -Bargaining salary schedule effective January 1, 1995 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 94 -151 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, Clerk Department #105 in the amount of $14,057 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 94 -152 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, Juvenile Department #117 in the amount of $9,259 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 94 -153 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, Various Departments in the amount of $372,955 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 94 -154 -CC relating to a supplemental extension in the 1994 budget of the Grant County Alcohol and Drug Abuse Fund 3115, Department #157 in the amount of $2,755 be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 94 -155 -CC in the matter of changing the name of certain County Roads be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 94 -156 -CC in the matter of temporarily closing certain County roads be passed. The motion carried. A Public Hearing having been continued from day to day each session day since December 5,1994 was continued and a motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 94 -157 -CC in the matter of adopting the Grant County Budget for the 1995 year be passed. The motion carried. A Public Hearing was held regarding the intention to lease County property located at 664 South Juniper Ridge. No objections to the leasing of the property were received and a motion was made by Commissioner Fancher, seconded by Commissioner Allison to move forward with leasing the property. The motion carried. A bid opening was held regarding the leasing of property located at 664 South Juniper Ridge. A motion was made by Commissioner Allison, seconded by Commissioner Fancher to accept the bid received and refer it to the Prosecuting Attorney to negotiate the terms and agreements of the lease. The motion carried. The Commissioners approved the request by Peggy Grigg to carry over two extra vacation days into the 1995 year. As there was no further business to come before the Board the session was continued until December 28,1994. December 28,1994 The session was continued at 1:00 p.m. with all of the Commissioners in attendance with the Clerk of the Board. A Public Hearing having been continued from day to day each session day since December 5,1994 was continued and a motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 94 -158 -CC setting land classifications and assessments proposed for funding the 1995 budget of the Grant County Noxious Weed Board be passed. The motion carried. A Public Hearing having been continued from day to day each session day since December 5,1994 was continued and a motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 94 -159 -CC in the matter of adopting the Grant County Noxious Weed Control Board budget for the 1995 year be passed. The motion carried. As there was no further business to come before the Board the session was adjourned until January 3,1995.
