HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of April 24,1995 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the request by Sam Lorenz of Grant County Emergency Management for a change in the staffing pattern in the Emergency Management Office. The Commissioners received a Claim for Damages from Frankie V. Mora,Jr. The matter was referred to the Prosecuting Attorney for handling. The Commissioners approved out of state travel for Deputy Larry Yount to attend a Traffic Safety Commission event in Eugene, Oregon. The Commissioners appointed Madeline Sanchez and June Lee to positions on the Grant County Mental Health and Developmental Disabilities Advisory Board. The Commissioners received a list of personnel changes that have taken effect in the Office of the Clerk. The Commissioners approved the salary increase of Randie Ralston of the District Court Department to a Deputy Clerk II effective January 1,1995. The Commissioners approved the salary of Edward Hernandez of the District Court Department as a Bailiff/ Spanish Interpreter, at the base salary of $20,000 per year effective May 1,1995 The Commissioners approved the request by the Emergency Management Director Sam Lorenz to travel out of State to conduct a survey of nuclear power plants. The Commissioners approved the starting salary of Kim Bohnet of the Treasurers Office at 95 percent of base salary effective April 17,1995. The Commissioners signed the Notice of Public Hearing for May 15,1995 at 10:00 a.m. regarding the supplemental budget for Child Support Enforcement from unanticipated State funds in the amount of $1,797. The Commissioners received an Ordinance of the City of Moses Lake providing for the annexation of approximately 64.2 acres of property located between Stratford Road and Highway 17 in Section 10, Township 19 North, Range 28 East, W.M. The Commissioners signed Resolution 37-95 Five County Joint Resolution in the matter of the appointment of John Whitecar to be a trustee of the North Central Regional Library. The Commissioners opened the Requests for Proposal for Public Defenders Contracts. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to take the RFP's under advisement and make a decision at a later date. The motion carried. The Commissioners held a Public Hearing regarding the zone change request of Harvey Schaapman. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to continue the matter until May 1,1995 at 10:00 a.m. The motion carried. As there was no further business to come before the Board the session was continued until April 25,1995. April 25,1995 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding a bid opening for Auctioneering Services, Authorization -Architectural Services, Reimbursable Work Agreement -Dept. of Wildlife, Contract Execution -Mae Valley/'B' NW, Baseline Road-R/W, Cost Share Projects/ Status, Idano/Terry lane -Tyler Brown, Free Dump Quantities, Frenchman Hills -Project Closure, Airway Drive and Personnel issues. The Commissioners approved the request by the Public Works Director to begin the process of selecting an architectural firm to prepare the design plans, and specifications for the new Shop/Office Proposal. The Commissioners signed the Public Works Claims Fund Voucher Approval #4-1 through #4-4 in the total amount of $143,588.44. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -44 -CC in the matter of initiating County Road Project designated as CRP No. 95-10 be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -45 -CC in the matter of initiating County Road Project designated as CRP NO. 95-11 be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -46 -CC in the matter of initiating County Road Project designed as CRP No. 95-12 be passed. The motion carried. The Commissioners signed a Contract with Tommer Construction Co., Inc. regarding the Mae Valley Road and B NW Road projects. The Commissioners received recommendations from the Public Works Director regarding Cost Share Project Requests. The Commissioners held a bid opening regarding Auctioneering Services. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that the bids be referred to the Public Works Department for their review and recommendations. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -47 -CC stating that Grant County will not issue credit cards for general purchase and acquisition of goods and services be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -48 -CC in the matter of unredeemed warrants be passed. The motion carried. The Commissioners appointed Jeff Luce to a position on the Grant County Mental Health and Developmental Disabilities Board. The Commissioners signed the Public Works Payroll Journal for the month of April. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 4/24/95 in the total amount of $990,111.42. A Public Hearing was held and a motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -49 -CC relating to a supplemental extension in the 1995 budget of the All Terrain Vehicle Fund #119, Dept.#161 for unanticipated state funds in the amount of $11,884 be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -50 -CC supporting Okanogan County in it's request for an inquiry into the delay in preparation of the draft EIS for the Crown Jewel Project be passed. The motion carried. A Public Hearing was held regarding the zone change request by Lonnie and Joan Adams. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to uphold the Planning Commission denial of the request with Staff to prepare findings of fact. The motion carried.
