HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of May 1,1995 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners received a Claim for Damages from Keith Green. The information was referred to the Prosecuting Attorney for handling. The Commissioners approved out of state travel for Russell Rosco to attend a Medipay workshop. The Commissioners approved the salary of the Civil Clerk position in the Sheriff's Office. The Commissioners received a Summons and Complaint from Shirley D. Keenan, et ux. The information was referred to the Prosecuting Attorney for handling. The commissioners approved the request by the Data Processing Department for the purchase of a new computer. The Commissioners approved the request by the Grant County Health District to begin medical insurance coverage for Melissa Lucas effective May 1,1995. Chairman Snead was authorized to sign the Notice of Separation or Work Interruption of Karen Sutter of the Prosecuting Attorney's Office. The Commissioners approved out of State travel for Deputy Larry Yount to attend the North American Motor Officers Association Annual Conference in Vancouver, British Columbia. The Commissioners received a copy of a Superior Court Order regarding the Grant County Noxious Weed Control Board. The Commissioners received a signed agreement between the Department of Social and Health Services and Grant County Mental Health. A continuation of a Public Hearing on the Harvey Schaapman zone change request was held and a motion was made by Commissioner Fancher, seconded by Commissioner Allison to grant the S-2 and C-R zone changes with the stipulation that if no permits were issued within 5 years the land will revert back to the Ag. zone, Staff to prepare findings of fact. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to deny the request for a General Commercial zone change, with Staff to prepare findings of fact. The motion carried. The Commissioners held a Public Meeting regarding the zone change request by Donald F. Bean on 2.56 acres from Agriculture to Suburban -2 in a portion of Section 2, Township 21 N., Range 26 E., W.M. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to set the matter for Public Hearing May 22,1995 at 1:30 p.m. The motion carried. The Commissioners held a Public Meeting regarding the Preliminary Plat request by Martin Wymond on 40 acres into 16 lots in a portio of S2,T21 N.,R26E.,W.M. for residential lots. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to uphold the findings of the Planning Commission, with the findings of fact to include the 6 items listed in the Planning Commission information, work with Public Works , Grant County Fire District 3, memorandum of agreement with Department of Wildlife, and Staff to write up findings of fact. The motion carried. As there was no further business to come before the Board the session was continued until May 2,1995. May 2,2995 The session was continued at 9:00 a.m. with Commissioner Snead and Commissioner Allison in attendance with the Clerk of the Board. Commissioner Fancher was out of the office. The Commissioners met with the Public Works Director regarding the bid award recommendation-Auctioneering Services, 'K' NW/Cost Share, and Road mileage report. Chairman Snead was authorized to sign the Project Agreement with the County Road Administration Board for project number 1395-01, Randolph -Tyndall Roads. The Commissioners approved the recommendation of the Public Works Department to award the bid for Auctioneering Services to Northwest Auction Company at 9.49% of Gross Sales. The Commissioners signed the April payroll warrants list #70353 through #70810. The Commissioners approved the request by the Ephrata Chamber of Commerce to use areas of the Courthouse during the Sage -n -Sun festival in June. The Commissioners approved the salary of Karen Sutter of the Prosecuting Attorney's Department at $7.00 per hour effective May 1,1995. The Commissioners appointed June Lee,Jeff Luce, and Madeline Sanchez to positions on the Grant County Mental Health and Developmental Disabilities Advisory Board. The Commissioners appointed Robert Boucher to a position on the Grant County Mosquito District #2 Board. As of this date the Board by a majority vote does approved for payment those vouchers included in the list filed in the Auditors Office 4/28/95 in the total amount of $173,340.90. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 5/1/95 in the total amount of $135,389.18. As there was no further business to come before the Board the session was adjourned until May 8,1995.
