HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of May 15,1995 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the request by the Maintenance Department to use up to $21,000 for the replacement of the GEO Cooling Tower piping system from funds that were set aside for the GEO plant refrigerant retrofit. The Commissioners approved the salary of Kristy Casey of the Prosecuting Attorneys Office at $6.00 per hour beginning May 15,1995 and continuing until the end of August. The Commissioners received a summons and complaint from PacifiCorp. The matter was referred to the Prosecuting Attorney for handling. The Commissioners notified the Department of Social and Health Services that Grant County intends to participate in the Consolidated Juvenile Services Program for the 1995-1997 biennium. The Commissioners approved the salary of Kathryn Hewitt of the Cooperative Extension Department at $8.00 per hour. The Commissioners approved the request by the County Clerk for the amount of $2920 from Law and Justice Funds for sales tax on several items purchased. The Commissioners received a copy of the Town of Mattawa Ordinance #314. regarding the annexation of certain property into the Town. The Commissioners held a Public Hearing and a motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95- 55 -CC relating to a supplemental extension in the 1995 Child Support Enforcement, Department #132 budget of the Current Expense Fund #001 in the amount of $1,797 be passed. The motion carried. A motion was made by Commissioner Fancher and seconded by Commissioner Allison that Resolution Number 95 -56 -CC in the matter of denying the zone change from S-A to C -G in a portion of Section 34, Township 15N., Range 23 E., W.M. be passed. The motion carried. A motion was made by Commissioner Allison and seconded by Commissioner Fancher that Resolution Number 95 -57 -CC in the matter of approving a Preliminary Plat application for 16 lots on 39.64 acres in a portion of Section 24, Township 19 North, Range 23 East, W.M. be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -58 -CC relating to the transfer of funds within the 1995 budget of the Law and Justice Fund #121, Department #163 in the amount of $20,920 be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -59 -CC, Ordinance Number 95 -59 -CC amending the Grant County Zoning Ordinance, Sections "S-1 ", "S-2", "O -SR", "S-A" and the addition of a new zoning District, "S-3" be passed. The motion carried. A Public Hearing was held regarding the proposed Frenchman Hills Water District. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to allow the election for Frenchman Hills Water District at the next special election. The motion carried. A Public Hearing was held regarding the proposed Grant County SEPA Ordinance adding Chapter 24.04 to the Grant County Code. A Motion was made by Commissioner Fancher, seconded by Commissioner Allison to approve Resolution Number 95 -60 -CC, Ordinance Number 95 -60 -CC adding of Chapter 24.04, Grant County SEPA Ordinance be added to the Grant County Code be passed effective immediately. The motion carried. The Commissioners signed the Conditional Use Permit for Jack Pray to repair an existing bulkhead and retaining wall along with the construction of two docks in excess of twenty feet common to a single family residential area. The Commissioners received Claims for Damages from the following: Cirilo L. Yadad Atanasio Espinoza Cecilio Mendosa Magana Edwin G. Tullis Bob Eddings Turquiano Gurrero Haber Jimmy Roy Fridley Jose Banuelos Garcia Charito Dar Arreola Brigido D. Arreola Julio D. Arreola Maximino S. Ibanez Jose M. Ibanez The matter was referred to the Prosecuting Attorney for handling. As there was no further business to come before the Board the session was continued until May 16,1995. May 16,1995 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Green Accident, TCI Franchise Hearing, Pit Site Expansion -Sieg, Six year program -projects, and Public Hearing -Solid Waste Management Plan. The Commissioners signed the Public Works Claims Fund Voucher Approval #4-1 through #4-185 in the total amount of $1,268,973. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 5/15/95 in the total amount of $348,678.06. A Public Hearing was held and a motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -61 -CC adopting the Grant County Solid Waste Management Plan update, dated January 1995 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Fancher, seconded by Commissioner Allison that Ordinance #95 -62 -CC, Resolution Number 95- 62 -CC granting a franchise to TCI Cablevision of Washington, Inc. be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Fancher to adopt the proposed draft ordinance for the Quincy, Urban Growth Area. The motion carried. The Commissioners approved the request by the Grant County Coroner for Law and Justice funds for the costs associated with equipping the new Coroner vehicle. The Commissioners approved out of State travel for Sam Lorenz to participate in a special survey team established through the Washington State Energy Facility Site Evaluation Council who will be evaluating emergency preparedness programs at nuclear facilities in Missouri and Iowa.
