Week of June 5,1995
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the
Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners approved the request by the Sheriff to send representatives
to an outdoor amphitheater site in Texas to observe their procedures in monitoring
alcohol sales and etc.
The Commissioners were notified of the reduction in force in the chemical
dependency counselor classification and that Patricia Hames position would be
terminated effective June 16,1995.
The Commissioners reappointed Planning Commissioners Martel Palmer and Jerry
Dormaier for a further term.
The Commissioners approved the upgrading of the Coordinator/ Clerk position in
the Emergency Management Department to Emergency Planner.
The Commissioner appointed Becky Hill and Harold J. Moberg to positions on the
Grant County Alcohol and Other Drug Addiction Board. They also extended Mike
Hamilton's membership on the Board for 3 years and his position as Vice Chairman for
two more years, Judy Hansen membership on the Board to the end of 1995, and Louis
Bunkelman as Chairman of the Grant County Alcohol and Drug Addiction Board for two
more years and his board membership to 3 more years.
The Commissioners approved the starting salary of Deputy Guy McConchie of the
Sheriff's Department at 80 percent of Step Level I effective May 15,1995 for four months
as a provisional boat patrol deputy.
The Commissioners approved the request by the Juvenile Probation Department
for security fencing in the amount of $5,000.
Chairman Tim Snead was authorized to sign the Washington Teamsters
Subscription Agreement between Grant County Corrections Department and the Union
for the 1994 year.
The Commissioners approved the appointment of Marilee Griffith to the position
of Administrative Assistant in charge of Support Services with the salary to be 100
percent of the salary range for this position.
Chairman Snead was authorized to sign the Grant County Mental Health request
for funding from United Givers of Ephrata/Soap Lake in the amount of $2,000.
The Commissioners held a Public Meeting on the zone change and replat on Lot
30 of Skyline Meadows Estates requested by Michael and Elena Chesnakov in a portion
of Section 26, Township 21 North, Range 26 East, W.M. Grant County, Washington. A
motion was made by Commissioner Fancher, seconded by Commissioner Allison that
the Planning Commission denial be upheld. The motion carried.
The Commissioners held a Public Hearing on the zone change request by David
Sparks from Agriculture to General -Commercial in a portion of the South one-half of the
South one-half of Section 30, Township 19 North, Range 29 East, W.M. and Section 31,
Township 19 North, Range 29 East, W.M. lying North of the right-of-way of Interstate 90
just East of the Kittleson Road and the corporate limits of the City of Moses Lake. A
motion was made by Commissioner Fancher, seconded by Commissioner Snead to
uphold the Planning Commission approval from Agriculture to General Commercial since
is has freeway frontage, and is adjacent to Commercial property with comments from the
Irrigation District, Department of Wildlife, Bureau of Reclamation and the Traffic study
requested by Department of Transportation to be done prior to issuance of any permits
being issued. The motion carried. Commissioner Allison was opposed to the zone
change based on the fact that it was bordered on two and one half sides be agricultural
lands and there was a residential area bordering the property.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -69 -CC in the matter of City of Soap Lake/Sands
Annexation be passed. The motion carried.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 95 -70 -CC approved the Gloria Packwood plat alteration
application for 2 lots on 4.04 acres in a portion of Section 6, Township 19 North, Range
24 East, W.M. be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -71 -CC in the matter of approving a preliminary plat
application for 99 lots on 165 acres in a portion of Section 2, Township 19 North, Range
28 East, W.M. requested by Gilbert and Sharon Levander known as Stratford Road
Estates be passed. The motion carried.
Chairman Snead was authorized to sign the application for funding from United
Way of Moses Lake in the amount of $5,000 for the Grant County Mental Health Crisis
Line.
As there was no further business to come before the Board the session was
continued until June 6,1995.
June 6,1995
The session was continued at 9:00 a.m. with Commissioners Snead and Fancher
in attendance with the Clerk of the Board. Commissioner Allison was absent.
The Commissioners met with the Public Works Department regarding Bid
Authorization -Airway Drive, and Bridge No. 130, 'R' NE, Supplemental Agreement -
Baseline, and Mae Valley Road.
The Commissioners signed the Authorization to call for bids on Airway Drive with
the Bid Opening to be June 27,1995 at 10:00 a.m., and Bridge #130, R -NE Rd. with Bid
Opening to be June 27,1995 at 10:30 a.m.
The Commissioners signed the Warrants List #70890 through #71383 for the May
payroll.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 6/6/95 in the total amount of
$357,790.07.
The Commissioners approved out of State travel for Lora Fronsman of the
Auditors Office to travel to Raleigh, North Carolina for Election Technology Training.
The Commissioners held a Public Hearing regarding the Preliminary Plat request
by Ron Gear on 31.31 acres in a portion of Section 10, Township 20 N., Range 28 E.,
W.M. A motion was made by Commissioner Fancher, seconded by Commissioner
Snead to continue to a time uncertain to consult with legal counsel regarding concerns.
The motion carried.
The Commissioners held a Public Hearing regarding the Zone Change request by
Robert Robinson from Agriculture to General -Commercial on lots 2 and 3, Franz Short
Plat in a portion of Section 32, Township 19 North, Range 29 East, W.M. A motion was
made by Commissioner Fancher, seconded by Commissioner Snead to approve the
zone change with Staff to write up findings of fact. The motion carried.
As there was no further business to come before the Board the session was
adjourned until June 12,1995.
