Week of June 26,1995
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the
Board.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners approved the carry over of 4 hours of vacation time from
1994 to the 1995 year for Penny Kardong of the Prosecuting Attorney's Office.
Chairman Snead was authorized to sign approval of the Liquor License Transfer
Application for Frontier Corner, and the dropping of Class F at renewal of the Liquor
License of Blue Lake Resort.
The Commissioners approved the salary of Amy Funk of the Grant County District
Court at the rate of $5.50 per hour for the summer only.
The Commissioners approved the sale of surplus computer equipment to Fire
District #13 for the amount of $10.00.
The Commissioners approved the salary of Lana Wade to fill a provisional position
for Transcriptionist Clerk in the INET Office at $1,444.80 per month effective July 5,1995.
The Bids for County Printing of Legal Notice were opened and a motion was
made by Commissioner Allison, seconded by Commissioner Fancher to award the bid
to the Grant County Journal with a bid of $3.08 per column inch which was the low bid.
A motion was made by Commissioner Fancher, seconded by Commissioner
Snead the Resolution Number 95 -79 -CC in the matter of changing the zone from
Agriculture to General -Commercial in a portion of Sections 30 and 31, Township 19 N.,
Range 29 E., W.M. requested by David Sparks be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -80 -CC in the matter of changing the zoning from
Agriculture to Suburban -2 in a portion of Section 18, Township 19 N., Range 28 E., W.M.
requested by Richard Lybbert be passed. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -81 -CC in the matter of approving the Preliminary Plat
of Reidiel Estates in a portion of Section 18, Township 19 N., Range 28 E., W.M.
requested by Richard Lybbert be passed. The motion carried.
A motion was made by Commissioner Fancher, seconded by Commissioner
Allison that Resolution Number 95 -82 -CC in the matter of changing the zoning from
Agriculture to General -Commercial in a portion of Section 32, Township 19 N., Range 29
E., W.M. requested by Robert Robinson be passed. The motion carried.
The Commissioners notified the Department of Social and Health Services that
they were willing to allow the use of $5,000 of Maria Castro's salary as an in-kind match
for federal funds to use in support of the Food Stamp Nutrition Education Project.
The Commissioners approved the salary of Natalya Skala and Mikhail Noviliov of
District Court as Russian Interpreters at the rate of $20.00 per hour on an as needed
basis.
A motion was made by Commissioner Allison, seconded by Commissioner
Fancher that Resolution Number 95 -83 -CC in the matter of denying the change in the
zoning from Suburban/ Agriculture to Suburban -2 in a portion of Section 26, Township
21 North, Range 26 East, W.M. requested by Michael Chesnakov be passed. The
motion carried.
As there was no further business to come before the Board the session was
continued until June 27,1995.
June 27,1995
The session was continued at 9:00 a.m. with Commissioner Snead and
Commissioner Fancher in attendance with the Clerk of the Board. Commissioner Allison
was attending meetings out of town.
The Commissioners met with the Public Works Director regarding Bid
Opening(Airway Drive), and Bid Opening(Bridge No. 130, 'R' NE), Public Hearing(Six
Year Transportation Improvement Program), Contract Execution-Auctioneering Services,
WSDOT/County Agreements -Frontage Roads, Bid Authorization -Dodson Road, TIB
Agreement -Airway Drive, WSDOT-County/ Maiers Development -Access Agreement, Bridge
Timber Purchase Requests, Administrative Adjustments.
The Commissioners signed the Authorization to Call for Bids for Dodson Road,
bids to be opened July 11,1995 at 10:00 a.m.
The Commissioners signed the Auction Services Contract between Grant County
and Northwest Auction Company.
A Public Hearing was held and a motion was made by Commissioner Fancher,
seconded by Commissioner Snead that Resolution Number 95 -84 -CC in the matter of
adopting a comprehensive six year transportation improvement program for the ensuing
six years be passed. The motion carried.
The Commissioners approved the 1995 Supervisory Salaries for the Public Works
Department for the 1995 year.
A bid opening was held regarding the Airway Drive project and the Bridge #130,
R -NE project and a motion was made by Commissioner Fancher, seconded by
Commissioner Snead that the bids be referred to the Public Works Department for their
review and recommendation.
The Commissioners approved the salary increase of Ray Harrington of the
Sheriff's Department to 90 percent of control salary for a Corrections Officer effective July
1,1995.
The Commissioners set a Public Hearing for July 10,1995 at 1:00 p.m. regarding
the supplemental/ new budget for the Juvenile Department from unanticipated
state/federal funds in the amount of $5,375.
The Commissioners gave approval for the purchase of compressors and a
personal computer setup for Grant County Juvenile Probation Department.
The Commissioners signed the Public Works Department Claims fund Voucher
Approval No. 6-1 through No. 6-5 in the total amount of $142,646.60
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 6/26/95 in the total amount of
$201,634.03.
The Commissioners signed the Public Works Payroll Journal for the month of June
in the total amount of $231,895.82.
Chairman Snead was authorized to sign contract #1-96-2496-4 between Grant
County Emergency Management and the State of Washington Military Department.
As there was no further business to come before the Board the session was
adjourned until July 3,1995.
