Commissioner Carter was out and excused, 8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting 9:00 a.m.—9:45 a.m, J Strickler,ASC Update and Misc BOCC Action A motion was made by Commissioner Taylor, seconded by Commissioner Stevens,to approve items 3,4, 6, 7, 9 through 15, and 18 on the agenda as presented. Items 2, 5, 8, 16 and 17 were not ready for signature. The motion passed witli 2 Commissioners in attendance. 1. Possible vouchers for insurance, legal services,grant administration, etc. 2. Anticipating: Washington State Military Department Public Assistance Grant Agreement No. D17-164 with Grant County. Funding is through the Washington State Military Department and the Federal Emergency Management Agency(FEMA), Funding Source Agreement No. FEMA- 4903-DR-WA(in an amount yet to be determined for damages due to Washington Severe Winter Storms, Flooding, Landslides, and Mudslides for the repair or restoration of damaged public facilities). Grant County Request for Reimbursement No, 11 to the Department of Commerce on CDBG General Purpose Grant No. 15-622�0-022, Royal Water District Rehabilitation Project, for the period Jan. 28, 2017 through Feb. 24, 2017 in the amount of$1,184.45. (Item not ready for signature) 6, Insurance Renewal Quotation for Crum & Forster Storage Tank Pollution Liability Coverage in the amount of$4,493.00 for insurance coverage on Grant County aboveground and underground storage tanl<s. Modification of Closing Date Addendum to Vacant Land Purchase and Sale Agreement between Grant County and the Moses Lake School District#161,for the District's purchase of a portion of Tax Parcel #170612000 near Paxson and Valley roads(Fairgrounds) in Moses Lake, Washington. The Agreement was signed by the BOCC on December 12, 2016 with a closing date of June 30, 2017. The Modification changes the Closing Date set forth in the agreement as follows: "...to be fifteen (15) days after subject parcel has been created through a legal segregation". (Approved) 8. Anticipating: Interlocal Investment Services Agreement between the Quincy Columbia Basin , Irrigation District and Grant County,for participation in the County Investment Pool. Addendum—Extension of Current Agreement (to Vendor Agreement) between Grant County, by and through Developmental Disabilities, and Moses Lake Community Health to provide for education and information services and Birth to Three Child Development Services. The Addendum modifies the contract termination date from June 30, 2017 to August 31, 2017. (Approved) 15. BOCC Chair signature on Attachment 6 to Washington State Department of Archaeology and Historic Preservation Grant#FY16-90006-001 with Grant County, by and through Facilities & Maintenance, and McKinstry for the County Courthouse Exterior Rehabilitation Project; Competitive Negotiation and Small Purchases Contracting Documentation. (Approved) 16. Anticipating—NOTE: Specific name of contract amendment may change: Amendment#2 to Contract between Grant County and Thyssenkrupp Elevator Corporation signed by the Board of County Commissioners on March 20, 2017, The amendment extends the contracts' Date of Completion from "on or before June 2017"to "on or before August 31, 2017". (Item not ready for signature) 17. Anticipating—NOTE: Specific name of contract amendment may change: Amendment#1 to Contract between Grant County and Cost Less Carpet signed by the Board of County Commissioners on April 17, 2017. Commissioner Carter was out and excused. 9:00 a.m.—9:50 a.m. K Eslinger, Human Resources Update 10:00 a.m.—10:20 a.m. Open Record Public Hearing, Interfund Benefit Fund#505 Budget Extension The Commissioners held an Open Record Public Hearing to consider a budget extension request in the total amount of$1,666,507.87 from the Auditor's Office—Accounting Department for the Interfund Benefits Fund#505, Department# 185 for the following: • $1,272,720.62—LEOFF 1 transfer • $393,787.25—Stop Loss reimbursements Madeline Prentice,Chief Accountant, discussed the proposal, They discovered that starting in 2007-2016 the LEOFF 1 employee benefit premiums were not being swept from the Sheriff's Office to the Benefit Fund. Processes are now in place and monies are being swept accordingly. The Stop Loss reimbursements were being received but misapplied to the current expense fund instead of the Interfund Benefits Fund. A motion was made by Commissioner Taylor, seconded by Commissioner Stevens,to close the public comment portion of this hearing. The motion passed with 2 Commissioners in attendance. Commissioner Taylor moved to approve the budget extension as presented. Resolution No. 17-054-CC for the Notice of Hearing for Vacating Surplus Right of Way— Wheeler Townsite Excess located in S 16,T 19 N, R 29 E, WM (petition submitted by Jose Aguirre). Public hearing was scheduled for August 1, 2017 at 1:45 p.m. (Approved) 2. Resolution No. 17-055-CC in the matter of transferring jurisdiction (Jurisdictional Transfer) of Grant County Road F-SW to the City of Royal City. (Approved) 3. Contract for Services with Eastern Washington University requiring a Cultural Resources Identification Survey of the 4-NE Road Reconstruction Project for Archaeological and Historical Services, (Approved) 4, Recommendation to appoint Tony Masa to the Solid Waste Advisory Committee (SWAC). (Approved) DISTRICT COURT 5. Request to remove from their inventory a Lateral lock file cabinet(Asset ID#100345) as they no longer have a need for it and there is no key to lock it. (Approved, Resolution signed 7/3/17) HUMAN RESOURCES 6. Recommendation Memorandum from the Human Resources Director regarding a request from the Facilities and Maintenance Department to initiate the County sick leave donation policy (Recipient 17-01). The Director does not recommend approval. (The Commissioners approved the recommendation of the HR Director) GRANT INTEGRATED SERVICES 7. Request for out of state travel for Courtney Armstrong to attend the 30t" National Prevention Network Conference from September 12-15, 2017 in Anaheim, CA, (Approved) CENTRAL SERVICES 8. Budget extension request in the amount of$2,072,773.33 to receive revenues that were received as reimbursements to the Courthouse Improvement Bond Fund#308 but nof deposited into the correct account. The deposits were received from Clear Risk Solutions for reimbursement to the Youth Services Repair project and from the Department of Historic and Archeological Restoration for the courthouse preservation project. (This item is being withdrawn by the Director) 9. Budget extension request in the amount of$105,740.00 to reimburse the Courthouse Improvement Bond Fund#308 for asbestos removal throughout the courthouse campus,found during the courthouse preservation project. The original amount budgeted was$25,000.00 for asbestos removal. Total expenditure for removal was$130,740.96. (Approved,the public hearing will be set at a later date) ASSESSOR'S OFFICE 10. Recommendation to approve a manifest error correction exceeding three years for Harry Freeman—C/0 Tyranus and Marilyn Rupard (Parcel No. 60-0272-000). This property was still on the tax rolls and should not have been due to the manufactured home being unlivable. Per RCW 84.69.030,the County Legislative Authority has the authorization to approve such recommendation. As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24,090, in the amount of$902,571.27, as recorded on a listing and made available to the Board. The Chair of the Board signed a Segregation/Boundary Line Adjustment/Lot Consolidation Application from the Planning Department for the legal segregation of parcel no, 170612000 (Fairgrounds)to facilitate the sale of 57.043 acres from the western portion of the parcel to the Moses Lake School District. The Commissioners approved the request of the Fairgrounds Director for a temporary ban of the use of fireworks on the Grant County Fairgrounds p'roperty effective immediately.
