Items 2, 6 and 8 were not ready for signature. The motion passed unanirnously. 1. Possible vouchers for insurance, legal services,grant administration, etc. 2. Anticipating: Resolution regarding Waiving Fees for Usage of Grant County Fairgrounds Facilities. (Item not ready for signature) 3. Data Sharing, Non-Disclosure and Use Agreement between the Washington State Military Department and Grant County and its accompanying Confidentiality Statement relating to the Enhanced 911 emergency communications system and use of the Emergency Services IP Network. Resolution No. 17-049-CC Authorizing Execution of Interlocal Agreement between Grant County and the King County Directors' Association (I<CDA)for the purpose of accessing available contracts for goods and services from KCDA Awarded Vendors. (Approved) 5. Washington Associate Membership Agreement—Public Agencies (Intergovernmental Cooperative Purchasing/Procurement Agreement) between Grant County and the King County Directors'Association (KCDA) for the purpose of accessing available contracts for goods and services from KCDA Awarded Vendors. Term is from date of final signature until terminated by the parties. (Approved) 6. Anticipating: 2017 Agreement Regarding Use of County Property for Public Purpose between Grant County and the Ephrata Chamber of Commerce for the Basin Summer Sounds event to be held on a portion of the Courthouse and immediate surrounding area at 35 C Street NW in Ephrata on Thursday,July 20-July 23, 2017. Grant County Payment Request#17 to Washington State Department of Commerce on Consolidated Homeless Grant (CHG) No. 16-46108-10, administered through the Grant County Housing Authority, in the amount of$26,479.53. Clint Opheikens read the following letter into the record; My nqme is Clint Opheikens and 1 am here today representing the Columbia Basin Dispute Resolution Center(an alternative dispute resolution service)in asking for an increase in funding through the funds authorized by RCE 7.75.035. To better understand who we are and why we are asking for this funding I would like to tell you a little about the history of Dispute Resolution Centers. Dispute Resolutions Centers were created by RCW7.75 and the intent of the legis/ature was given in RCW 7.75.010. That RCW states the intent to be "RCW 7.75.01". Although this RCW established Dispute Resolutions Centers they were restricted on the amount they could charge by RCW 7.75.030 "Quote". All of this was done in the 1984 legislature, It was in 1990 that the legislature recognized that this would not properly fund the Dispute Resolution Centers and that they needed additional funding and then provided it through RCW 7.75.035 "Quote". This RCW wisely left the amount of fees actually paid to you, the County Commissioners of Grant County. In 2007 when CBDRC was established the County Commissioners established a fee of$5.00 for both Small Claims Court and District Court for civil cases. In the past four years the Grpnt County District Court case load has gone steadily down from 2874 cases in 2013 to 2559 in 2016. Fees have followed suit from$10,765 in 2012 steadily down to$6850 in 2016. This means that we are not only operating on fees valued at the 1990 dollar but also having the case load going down as well. Due to the reduction in fees and the increase of expenses to operate we have had to reduce our staff down to a.5 FTE. We no longer have an advertising budget to advertise for volunteers to become mediators. We also no longer have funds available for a grant writer or a means to contact Government Agencies and Business that we have services to offer. Even though we have been operating on less and less funds we have been able to increase our savings to the Grant County Court system from$36,000 in 2012 consistently every year to$260,000 in 2016. We have increased the number of inediations and the percentage settled every year. There is a lot more that we can do for Grant County. Services that other DRC's are doing for other counties. Page 4 of 9 Grant County Commissioners Minutes Week of June 12, 2017 Things like conflict management classes in the Juvenile Justice System, Classes on Alternatives t�o Shop Lifting and Stealing in the Juvenile Justice System, training for fihe school districts in Restorative Practices, and a Restorative Practice method to reintroduce students coming out of the juvenile justice system back into the school districts in a manor to eliminate repeat offenders. We know the fees that we are asking for will not cover the cost of these programs but they will allow us to have the opportunity to keep loaking for ways to fund them. It will keep the doors open for us to fulfill the intent of RCW 7.75 and offer an alternative so/ution to those who cannot afford the expense of going to court. Please consider our request for increased funding by increasing the surcharge for both district court and small claims court be increased from$5.00 to$10.00 per filing. We at the CBDRC thank you the County Commissioners for your time and consideration in this matter and wish to continue to serve Grant County in every way that we can. Ron Moen, Board Member of the CBDRC, stated they are a Community Service Organization, They also provide communication skills training,to promote a healthy work environment. A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to close the public comment portion ofthis hearing. The motion passed unanimously. CommissionerTaylor moved to increase the filing as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 17-050-CC. It must be noted that the Clerk of the Board only advertised for the fee increase to the Civil Filing Fee, not the Small Claims Fee, per her interpretation of the request letter from the DRC. As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of$476,017.73, as recorded on a listing and made available to the Board.
