HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of September 25,1995 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the request by Grant County Mental Health regarding the county millage monies for the 1996 year. A motion was made by Commissioner Fancher, seconded by Commissioner Snead that Resolution Number 95 -116 -CC setting a public hearing for October 17,1995 at 1:30 p.m. relating to the facts requiring an appropriation and expenditure of funds for the Current Expense Fund #001, Sheriff Department #114 in the amount of $1,073 be passed. The motion carried. The Commissioners appointed Terri Hardt to a position on the North Central Washington Regional Support Network Advisory Board. The Commissioners approved the starting salary of Patti K. Johnson of the Grant County Alcohol and Drug Center at 90 percent of the salary for a Prevention Specialist/ Community Mobilization Against Substance Abuse Coordinator. The Commissioners approved the salary increase of Susie Mora of the Treasurers Office to $1,994 per month effective October 1,1995. The Commissioners approved the salary increase of Janice Goedon of the Treasurers Office to $2,078 per month effective September 1,1995. The Commissioners approved the salary increase of Michele Haughton of the Emergency Management Department to $2,490 per month effective April 1,1995. The Commissioners held a continuation of Public Hearing regarding the Paul McConkie application for a Preliminary Plat on Tracts 44, 45 and 46, Lake Vista Tracts; Record of Survey in a portion of the Northwest quarter of Section 25, Township 20 N., Range 27 E., W.M. located off of Neppel Road and Boulder Crest Road in McConihe Flats northwest of the City of Moses Lake. A motion was made by Commissioner Fancher seconded by Commissioner Allison that the Planning Commission approval of the Preliminary Plat be upheld since it is on the bluff and the Plat is appropriate to the zone with the following mitigations to be required: 1. A form of Community water system 2. Try to have a Community septic system with installation to allow for future hookup to the City of Moses Lake sewer system if it becomes possible 3. Avigational easement should be on the face of the Plat 4. Public Works request on cost share of the road 5. Fire flow guidelines to be followed 6. Adhere to the SEPA mitigations 7. PUD utility easements B. All other recommendations of agencies with jurisdiction The motion carried. As there was no further business to come before the Board the session was continued until September 26,1995. September 26,1995 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Access License, WWP Franchise, Road Vacation Requests, Road '49' NE. The Commissioners signed the Public Works Department Claims Fund Voucher Approval #9-1 through #9-3 in the total amount of $18,523.34. The Commissioners signed a License for Ingress and Egress for Lloyd Jackson. The Commissioners approved the salary increase of David Matney to Sergeant, Michael Shay to Undersheriff, and Bryan Pratt to Chief Deputy effective September 25,1995. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -117 -CC relating to the transfer of funds within the 1995 budget of the Law and Justice Fund #121, Department #163 in the amount of $10,540 be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -118 -CC setting a Public Hearing for October 17,1995 at 1:30 p.m. relating to the facts requiring an appropriation and expenditure of funds for the Current Expense Fund #001, Jail Department #115 in the amount of $10,540 be passed. The motion carried. The Commissioners approved out of state travel for Gail Davis and Suzi Fode of Grant County Mental Health and Developmental Disabilities to attend the Oregon Rehabilitation Association conference. A Public Hearing was held and a motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -119 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, Sheriff Department #114 in the amount of $1,000 be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -120 -CC granting the amount of $5,000 as a one time grant to assist the Grant County Veterans Assistance Center to meet their obligations for rent on their meeting place during the 1995 year be passed. The motion carried. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 9/25/95 in the total amount of $263,308. The Commissioners signed the Public Works Payroll Journal for the month of September in the total amount of $241,039.13. As there was no further business to come before the Board the session was adjourned until October 2,1995.
