HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS October 30,1995 Week The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners signed the Request for Transfer of funds in the Cooperative Extension Department in the amount of $1,670. The Commissioners approved out of State travel for Russell Rosco of the Grant County Mental Health Department to attend an Intermediate Query Class. The Commissioners approved the salary increase of Christine Garcia of the Juvenile Department at $2,614 per month effective October 1,1995. The Commissioners signed the Special Counsel Contract with Menke, Jackson and Beyer. Chairman Snead was authorized to sign the Liquor License assumption from Donald William Jacobson dba Jake's Meats. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -127a -CC honoring the Columbia Basin Civilian Conservation Center be passed. The motion carried. The Commissioners approved the evaluations of the new Interpreter/ Court Clerk and Financial Collector positions. The evaluation information will be forwarded to the appropriate Department Heads for implementation. The Commissioners made a decision to appoint Michael Grossie to a position on the Law and Justice Council. The Commissioners received the resignation of O. Richard Matheny as a member of the Law and Justice Committee. As there was no further business to come before the Board the session was continued until October 31,1995. October 31,1995 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. A Public Hearing was held and a motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -128 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, Various Departments in the amount of $62,699 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -129 -CC authorizing an appropriation and expenditure of funds for the Employee Benefit Fund #504, Department #183 in the amount of $207,200 be passed. The motion carried. The Commissioners met with the Public Works Department regarding a bid opening on recycling bins. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that the bids be referred to Public Works for their review and recommendation. The motion carried. The Commissioners signed the Public Works Claims Fund Vouchers Approval #10-1 through #10-2 in the total amount of $17,732.66. The Commissioners approved the recommendation from the Public Works Director to impose an impact fee in lieu of requiring the paving of Idano Lane, regarding Idano Ranch, Division 5. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -130 -CC relating to the transfer of funds within the 1995 budget of the Current Expense Fund #001, Superior Court Department #103 and Capital Outlay Department #142 in the amount of $15,217 be passed. The motion carried. The Commissioners set a Public Hearing for November 14,1995 at 7:00 p.m. regarding the Interim Urban Growth Area proposed by the Town of George. The hearing will be held in the Town Hall, 102 Richmond, George, Washington. The Commissioners approved the expenditure of $884.73 from the Coroners budget for the upgrade in the computer system. The Commissioners approved requested changes in Health District Ordinance 95- 1. The Commissioners approved the request for the amount of $5,000 for the prosecutor to have materials prepared for an upcoming trial. A Public Hearing was held regarding the Reza and Deborah Firouzi application for zone change on 53 acres in a portion of Section 24, Township 19 N., Range 27 E., W.M. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to uphold the Planning Commission denial of the proposal with Staff to prepare findings, which should include the fact that there is farming in the area. The motion carried. A Public Meeting was held regarding the Tren Jones application for a zone change from Agriculture to Suburban -Agriculture on 20 acres in a portion of Section 18, Township 19 N., Range 29 E., W.M. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to set the matter for Public Hearing on November 20,1995 at 1:30 p.m. The motion carried. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 10/31/95 in the total amount of $299,595.27. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -131 -CC setting a Public Hearing for November 21,1995 at 1:30 p.m. relating to the facts requiring an appropriation and expenditure of funds for the Current Expense Fund #001, Planning Department #111, in the amount of $20,672 be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -132 -CC setting a Public Hearing for November 21,1995 at 1:30 p.m. relating to the facts requiring an appropriation and expenditure of funds for the Veterans Assistance Fund #104, Department #146 in the amount of $10,550 be passed. The motion carried. As there was no further business to come before the Board the session was adjourned until November 6,1995.
