HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of November 6,1995 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners appointed Michael H. Grossie to a position on the Grant County Law and Justice Council. Chairman Snead was authorized to sign the Notice of Separation or Work Interruption of Marie Turnberg of the Auditors Office. The Commissioners approved the starting salary of Gina Tropeano of Grant County Alcohol and Drug Center at 90 percent of regular salary beginning for Accounting Clerk Assistant effective November 1,1995. The Commissioners were notified by the Sheriff that effective November 1,1995 Pete McMahon has been appointed Jail Captain. Ken Kernan has reverted back to his Investigator position and effective November 1,1995 Ron Wilkinson has been appointed Jail Sergeant. Chairman Snead was authorized to sign the Notice of Separation or Work Interruption of Kirsten Sweet of the Health Department. The Commissioners approved the request by Grant County Solid Waste Programs to hold a records retention workshop. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -133 -CC amending Chapter 9.06 of the Grant County Code relating to the definition of dog control areas be passed. The motion carried. The Commissioners received a signed copy of Form Amendment No. 2 between North Central Washington Regional Support Network and Grant County. The Commissioners held a continuation of Public Hearing regarding the proposed Preliminary Plat request by Ron Gear on 31.31 acres into 6 lots in a portion of Section 10, Township 20 N., Range 28 East, W.M. A motion was made by Commissioner Allison, seconded by Commissioner Fancher to continue the hearing to November 14,1995 at 9:30 a.m. The motion carried. A Public Meeting was held regarding an application by Fredrick Slough for a Preliminary Plat in a portion of Section 18,Township 22 N., Range 27 E., W.M. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to set the matter for Public Hearing November 21,1995 at 2:00 p.m. The motion carried. The Commissioners held a continuation of the Public Hearing on the City of Ephrata's Interim Urban Growth Area. A motion was made by Commissioner Fancher, seconded by Commissioner Snead that Resolution Number 95 -134 -CC in the matter of designating the Interim Urban Growth Area for the City of Ephrata be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -135 -CC in the matter of approving a Plat alteration application for 3 lots on 1.51 acres in a portion of Section 4, Township 19 North, Range 28 East, W.M. requested by Gary and Bonnie Remlinger be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -136 -CC in the matter of approving a Plat alteration application for 2 lots on 3.05 acres in a portion of Section 24, Township 19 North, Range 28 East, W.M. requested by Norm Staat be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -137 -CC in the matter of approving the Preliminary Plat of West View Estates in a portion of Section 25, Township 20 N., Range 27 E., W.M., requested by Paul McConkie be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -138 -CC in the matter of approving a Plat alteration application for 2 lots on 2.03 acres in a portion of Section 16, Township 19 North, Range 28 East, W.M. requested by James J. Selis be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -139 -CC in the matter of denying an amendment to the comprehensive plan of Grant County requested by Reza and Deborah Firouzi be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -140 -CC in the matter of denying an amendment to the Comprehensive Plan of Grant County requested by Rei Kihara Osaki be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -141 -CC in the matter of changing the zoning from Agriculture to Suburban/ Agriculture in a portion of Section 11, Township 16 N., Range 26 E.,W.M. requested by Ted Smith be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -142 -CC in the matter of approving the Preliminary Plat of Meier's First Addition in a portion of Section 32, Township 20 N., Range 28 E., W.M., Grant County be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -143 -CC in the matter of changing the zoning from Suburban Agriculture to Suburban -1 in a portion of Section 6, Township 19 N., Range 28 E.,W.M. requested by Herb and Kathryne Streuli be passed. The motion carried. As there was no further business to come before the Board the session was continued until November 7,1995. November 7,1995 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding 10:00 a.m. Bid Opening (County -Wide Crushing), Bid Award Recommendation -Recycling Dropboxes, Reimbursable Work-Mattawa, Household Hazardous Waste Collection Event -Survey, Sagebrush Flats -R/ W Expense. A bid opening was held for the 1996 Crushing Contract. A motion was made by Commissioner Allison, seconded by Commissioner Fancher to refer the bids to Public Works for their review and recommendation. The motion carried. The Commissioners approved the contract for four 30 cubic yard recycling dropboxes to Lenroc Co. in the amount of $25,585. The Commissioners approved the purchase of equipment from Law and Justice Funds for the D.O.C. Community Service Co-operative Work Project in the amount of $3,513.60. The Commissioners have approved the request by the Coroner for her Chief Deputy to be eligible for Longevity pay, effective January of 1996. The Commissioners signed the Warrants List #73842 through #74307 for the October payroll. The Commissioners awarded the Crushing and Stockpiling contract to Steelman- Duff,lnc. in the amount of $646,270. The Commissioners signed the Public Works Claims Fund Vouchers Approval #10-1 through #10-157 in the total amount of $612,345.65. The Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 11/6/95 in the total amount of $317,374.65. The Commissioners met with Megan Fielding regarding her segregation plans and agreed that she had met the requirement of beginning her project before there was a change in how such matters were handled. A Public Meeting was held regarding the Tom Marthini application for a zone change from General -Commercial to Residential -2 on 20,000 square feet of property in a portion of Section 25, Township 22 N., Range 26 E., W.M. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to uphold the Planning Commission recommendation for approval of the zone change with Staff to prepare findings of fact. The motion carried. The Commissioners held a Public Meeting regarding the Charles Martin application for a zone change from Agriculture to Suburban -Agriculture on 160 acres in a portion of Section 14, Township 20 N., Range 27 E., W.M. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to uphold the findings of the Planning Commission, with Staff to write up findings of fact to include requirements mentioned in the Planning Commission information. The motion carried. As there was no further business to come before the Board the session was adjourned until November 13,1995.
