HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of November 13,1995 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the salary increase of Kim Bohnet of the Treasurers Office to $1,949 per month effective November 1,1995. The Commissioners approved out of state travel for Susann Fowler of Grant County Mental Health and Developmental Disabilities from November 15 through November 17,1995 to attend Job Corp meetings in Washington D.C. The Commissioners received notice of the resignation of Bonnie R. Rosco of the Assessors Office effective November 30,1995. The Commissioners approved the request by the Sheriff's Department for reimbursement for emphasis patrols prior to and during the Memorial day weekend. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that the one year time extension for the Inland Heights Preliminary Plat proposed by Inland Leasing,inc. be granted. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that the one year time extension for the filing of the final Plat on the Winchester Estates Development proposed by Stewart and Rosemary Owsley be granted. The motion carried. The Commissioners received notice of the resignation of Kim Allen of the Clerk's Office effective November 16,1995. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -144 -CC in the matter of changing the zoning from Agriculture to Suburban/Agriculture in a portion of Section 14, Township 20 N., Range 27 E., W.M. requested by Charles Martin be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Snead to uphold the Planning Commission denial of the zone change request by Clyde Henderson, David Frick,Sr. and David Gunderson on 157 acres in a portion of Sections 12 and 13, Township 19 N., Range 27 E., W.M. The motion carried. A Public Hearing was scheduled on the Mike Ahmann application for a zone change from Agriculture to Suburban -3 on 165 acres in a portion of Section 26, Township 20 N., Range 27 E., W.M. Due to an error the legal notices did not get printed and a motion was made by Commissioner Fancher, seconded by Commissioner Allison to schedule a Public Hearing for the evening of December 4,1995 at 7:30 p.m. The motion carried. The following items from the Planning Commission meeting were set: Ray Justesen Preliminary Plat set for Public Meeting 11/27/95-1:30 p.m. Emmett Hathcox zone change set for Public Meeting 11/27/95- 2:30 p.m. Robert Weidig Preliminary Plat set for Public Meeting 12-4-95-2:30 p.m. Maiers Development Corp. zone change set for Public Hearing 12/5/95-1:30 p.m. Maiers Development Corp. Prelim. Plat set for Public Hearing 12/5/95-2:30 p.m. The Commissioners signed the Substantial Development Permit for Diamond Point Limited Partnership for the construction of a Community Park. As there was no further business to come before the Board the session was continued until November 14,1995. November 14,1995 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding 9:30 a.m. continuation of Hearing on Idano Ranch Division 5, 10:00 a.m. Franchise Hearing(Washington Water Power), Solid Waste Issues-Resolution(Peggy Cash), Burning Barrels, George Dropbox Access, Contract execution-Dropboxes, Karl Road -Participation?, Notice of Hearing -Road Vacation (Lawrence Orchards). The Commissioners signed a Contract with Lenroc Company for four recycling dropboxes. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -145 -CC setting a Public Hearing for December 12,1995 at 10:30 a.m. regarding the vacation of certain county roads be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -146 -CC in the matter of revolving fund for Solid Waste Management Fund be passed. The motion carried. The Commissioners held a continuation of Public Hearing on Idano Ranch #5. There was a great deal of discussion regarding the problem with the paving of the roads with no firm resolution to the problem. A motion was made to continue the hearing until November 27,1995 at 10:00 a.m. to work out the details. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -147 -CC setting a Public Hearing regarding the assessments for funding the 1996 budget of the Grant County Noxious Weed Board be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -148 -CC setting a Public Hearing for December 4,1995 at 1:30 p.m. for the purpose of fixing the final budget for 1996 be passed. The motion carried. The Commissioners held a Public Hearing regarding the Franchise application of Washington Water Power. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -149 -CC, Ordinance Number 95 -149 -CC granting the franchise be passed. The motion carried. The Commissioners approved the request by the Prosecuting Attorney for the amount of $5,000 from Criminal Justice Funds for creating visual tools for an upcoming trial. The Commissioners notified the Washington State Liquor Control Board that they have no problem with the Special Occasion Liquor License application of the Royal Slope Ducks Unlimited group. The Commissioners approved out of state travel for Deputy Larry Yount to travel to the National Occupant Protection Executive Conference. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 11/13/95 in the total amount of $365,974.52. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -150 -CC in the matter of changing the zoning from General Commercial to Residential -2 in a portion of Section 25, Township 22 N., Range 26 E., W.M. requested by Tom Marthini be passed. The motion carried. As there was no further business to come before the Board the session was adjourned until November 20,1995.
