Box 37 • Ephrata, Washington 98823 • (509) 754-2011 Ext. 321 BOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON IN THE MATTER OF APPROVING THE PRELIMINARY PLAT OF CRYSTAL SPRINGS PLAT (Phase II, III & IV) IN A PORTION OF SECTION 1, TOWNSHIP 19 N., RANGE 28 E., W.M., GRANT COUNTY, WASHINGTON RESOLU7IO1*t NI O. 95-153—CC RESOLUTION ADOPTING PLANNING COMMISSION - RECOMMENDATION GARY MORGAN WHEREAS, the Board of County Commissioners of Grant County have been advised by the Grant County Planning Commission that a public hearing was conducted on July 5, 1995 on the matter of approving the Preliminary Plat of Crystal Springs (Phase II, III & IV) a 72.95 acre subdivision into 36 lots in a portion of Section 1, Township 19 North, Range 28 East, W.M. and; WHEREAS, the Board of County Commissioners have given notice this matter would be considered at a Public Hearing on August 14, 1995. WHEREAS, the Board of County Commissioners have upheld the findings of the Grant County Planning Commission that the proposal is consistent with the zoning classification. WHEREAS, the Board of County Commissioners have upheld the findings of the Grant County Planning Commission that this proposal complies with the agency comments. WHEREAS, the Board of County Commissioners have found that a Determination of Non -Significance has been issued for this proposal. WHEREAS, the Board of County Commissioners have found that the proposal is in compliance with the Grant County Comprehensive Plan. WHEREAS, the Board of County Commissioners have found that the proposal is in compliance with the Grant County Resource Lands and Critical Areas Development Ordinance. WHEREAS, the Board of County Commissioners have conditioned approval of said subdivision on the items listed below: 1. Proponent shall meet and incorporate all recommendations as listed in the submitted Wetlands Evaluation survey by Geographical Services dated une 9, 1995 and those recommendations listed in the letter from the Deaprtmetn of Ecology dated June 28, 1995. 2. Proponent shall incorporate the recommendations to the furthest extent possible as listed in the letter from the Washington State Department of Fish and Wildlife dated May 31, 1995. 3. Proponent shall meet and comply with all applicable requirements of the Washington State Department of Ecology. 4. Proponent shall meet all requirements of the Grant County Health District concerning the location and design of septic systems and wells. 5. Proponent shall meet and comply with all applicable requirements of the Grant County Public Works Department. 6. Proponent shall be required to address surface water and/or storm water discharges and plans shall be reviewed and approved by the U.S. Department of the Interior, Bureau of Reclamation. 7. Covenants shall stipulate that septic systems will be designed in such a way as to allow future hook-up to municipal services when it becomes available in the area. 8. Plat shall include requirements of Grant County Fire Marshal and devleopment shall be in compliance with all requirements of the Grant County Fire Flow Guidelines. 9. Plat shall show five foot perimeter lot line easements and 10 foot easement along all roads for future electrical distribution facilities. 10. Plat shall show 50 foot wetlands buffer which shall stay in native vegetation. 11. Permanent markers shall be placed along the buffer delineation to designate the wetlands area prior to issuance of any development permits.
