HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of November 20,1995 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. Chairman Snead was authorized to sign the Notice of Separation or Work Interruption of Bonnie R.Rosco of the Assessors Office. The Commissioners awarded the contracts for the provision of legal services for indigent defendants in Juvenile, District and Superior Court to the firm of Earl and Earl. The Commissioners appointed David Canfield to a further term on the Civil Service Commission. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -151 -CC in the matter of approving the Planned Unit Development of "Bedrock" in a portion of Section 2, Township 21 N., Range 26 E., W.M. requested by Edwin Johnson be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher the Resolution Number 95 -152 -CC in the matter of approving the Planned Unit Development of "Quail Run" in a portion of Section 25, Township 22 N., Range 26 E., W.M., requested by Harold and Alice Nelson be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -153 -CC in the matter of approving the Preliminary Plat of Crystal Springs Plat(Phase II, III & IV), in a portion of Section 1, Township 19 N., Range 28 E., W.M. requested by Gary Morgan be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -154 -CC in the matter of denying an amendment to the Comprehensive Plan of Grant County requested by Clyde Henderson, David Frick and David Gunderson be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -155 -CC relating to the transfer of funds within the 1995 budget of the Law and Justice Fund #121, Department #163 in the amount of $3,514 be passed. The motion carried. The Commissioners held a Public Hearing regarding the Tren Jones application for a zone change from Agriculture to Suburban -Agriculture on 20 acres in a portion of Section 18, Township 19 North, Range 29 E., W.M. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to approve the zone change with Staff comments to be included and Staff to prepare findings to include that the developer can release water allotment or provide water to the 4 lots proposed. The motion carried. The Commissioners approved the request by the Sheriff for the Law and Justice Council to be allowed to consider the three alternatives for a new Jail so that they can return recommendations in written form. As there was no further business to come before the Board the session was continued until November 21,1995. November 21,1995 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Contract Execution -Crushing, Project Agreement -Bridge #234, Reimbursable Work-Mattawa, Idano Ranches, Resolution Correction. The Commissioners signed the Contract with Steel man -Duff, Inc. for the 1996 Crushing and Stockpiling Project. The Commissioners approved the engineer's recommendation for reimbursable work requested by the Town of Mattawa for the graveling and grading of streets. Office: The Commissioners approved the salary increases for the following in the Clerks Marcia E. Bush, effective December 1,1995 to Deputy Clerk Three with the salary of $2078 per month. Elisa M. Ponozzo, effective December 1,1995 to full time Deputy Clerk One with the salary of $1416 per month. Betty K. Catlow, effective November 21 to extra clerk hire at the salary of $5.50 per hour with hours not to exceed seventy nine per month. Chairman Snead was authorized to sign the order for re -sale of tax title property requested by Melody Cheek of Quincy. The Commissioners approved the request by the Prosecuting Attorney for the additional amount of $800 in the extra help and overtime budget due to the increased felony case load, and $2,500 in the supply category for additional supply costs. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -156 -CC setting a public hearing for December 12,1995 at 2:30 p.m. relating to the facts requiring an appropriation and expenditure of funds for the Current Expense Fund #001, Miscellaneous General Government Department #125 in the amount of $26,981 be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -157 -CC setting a public hearing for December 12,1995 at 2:30 p.m. relating to the facts requiring an appropriation and expenditure of funds for the Admission Tax Fund #125, Department #167 in the amount of $19,626 be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 95 -158 -CC setting a public hearing for December 12,1995 at 2:30 p.m. relating to the facts requiring an appropriation and expenditure of funds for the County Fair Fund #116, Department #158 in the amount of $8,000 be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -159 -CC setting a public hearing for December 12,1995 at 2:30 p.m. relating to the facts requiring an appropriation and expenditure of funds for the Prosecutor Crime Victim Compensation Fund #120, Department #162 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -160 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, Planning Department #111 in the amount of $20,672 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 95 -161 -CC authorizing an appropriation and expenditure of funds for the Veterans Assistance Fund #104, Department #146 in the amount of $10,550 be passed. The motion carried. A Public Hearing was held regarding the Preliminary Plat application of Fredrick Slough in a portion of Section 18, Township 22 N., Range 27 E., W.M. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that the Preliminary Plat be approved with the deletion of condition #15, the development of Lot 2 conditional on access on Highway 17, the other conditions recommended by the Planning Department to stand, with Staff to prepare findings. The motion carried. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 11/20/95 in the total amount of $224,453.16. As there was no further business to come before the Board the session was adjourned until November 27,1995.
