AMENDI ISE i TO THE COMPRE-
HENSIVE PLAN OF GRANT COUNTY
WHEREAS, the Board of County Commissioners of Grant County have been advised by the
Grant County Planning Commission that a public hearing was conducted on October 4, 1995 on the matter of
changing the zoning from AGRICULTURE to SUBURBAN -3 the Southwest quarter of Section 26, Township 20
North, Range 27 East, W.M., Grant County, Washington.
WHEREAS, the Grant County Planning Commission made no recommendation on the motion
due to a lack of quorum among the Planning Commission Board members.
WHEREAS, the Board of County Commissioners have found the proponent did not demonstrate
a need for lots at the proposed densities and for the uses allowed by the proposed zoning in the Moses Lake area.
WHEREAS, the Board of County Commissioners have found that the area is not within the
designated transition buffer between the agriculture zoning district and residential development.
WHEREAS, the Board of County Commissioners have found that the public infrastructure of the
McConihe Flats area can not support the cumulative growth that is happening in the area.
WHEREAS, the Board of County Commissioners have found that the proponent has not
demonstrated that approval of the proposal will serve the public benefit.
WHEREAS, the Board of County Commissioners have found the proposal is outside the proposed
urban growth boundary area presently designated by the City of Moses Lake.
WHEREAS, the Board of County Commissioners have found that the proposal does not comply
with the current Grant County Comprehensive Plan in that residential development of any kind in agricultural
areas will be discouraged unless its purpose is to house those who are working in the operation of the farm
involved. It is recognized that there is a growing interest for rural living by those who are not associated with
farming or ranching. That interest will be accommodated but not with a scattering of residences within agriculture
areas. Because a parcel of land within an agricultural area is unproductive or irregular, it will not be sufficient
grounds for approval of residential development.
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners for Grant
County, Washington deny by this Resolution, a zone change for the following described property:

EAST, W.M., GRANT COUNTY, WASHINGTON, MORE PARTICULARLY DESCRIBED

BEGINNING FROM A 3—IJ2- BRASS CAP IN MONUMENT CASE, ACCEPTED AS THE
SOUTH QUARTER CORNER OF SAID SECTION 26, AND AS THE INTERSECTION OF
CENTERLINES FOR McCONIHE ROAD AND D.S, SAID POINT BEING THE TRUE
POINT OF BEGINNING;
THENCE NORTH 89'16'10 WEST, ALONG THE SOUTH LINE OF THE
SOUTHWEST QUARTER, AND THE CENTERLINE OF McCONIHE ROAD, A
DISTANCE 2647.66 FEET, TO THE WEST LINE OF THE SOUTHWEST QUARTER OF
SAID SECTION 26:
THENCE NORTH 00'22'09' WEST, ALONG SAID WEST LINE, A DISTANCE OF
2703.51 FEET, TO THE NORTH LINE OF THE SOUTHWEST QUARTER OF SAID
SECTION 26;
THENCE SOUTH 88'21'40 EAST, ALONG SAID NORTH LINE, A DISTANCE OF
2725.84 FEET, TO THE EAST LINE OF THE SOUTHWEST QUARTER OF SAID SECTION
26, AND THE CENTERLINE OF ROAD 0.5;
THENCE SOUTH 01'17.22- WEST, ALONG SAID EAST LINE AND CENTERLINE,
A DISTANCE OF 2659.92 FEET, TO THE TRUE POINT OF BEGINNING.
CONTAINING 165.37 ACRES MORE—OR—LESS.
