HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of January 16,1996 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners received notification from the Grant County Sheriff Department that Owen Drennen was retiring effective January 31,1996. The Commissioners approved the salary increase of Scott Ponozzo of the Sheriff Department to Shift Supervisor salary effective January 15,1996. The Commissioners approved the salary of Cathy Muller of the Sheriff's Department to 80 percent of control salary for a Clerk/Transcriptionist effective January 22,1996. The Commissioners approved the request to purchase property lockers in the amount of $1,075, and a copy machine in the amount of $11,718 from the capital outlay budget for the Sheriff's Department. The Commissioners approved the request to purchase a 1995 pickup in the amount of $17,636.42 for the Sheriff's Department from IAC funds. The Commissioners approved the longevity rate for 1996 at $11.31. The Commissioners signed a lease agreement with option to purchase with Grant County Port District NO. 9, the Port of Ephrata. The Commissioners signed the Substantial Development, and Conditional Use permits for the Potholes Bass Club. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 1/16/96 in the total amount of $82,436.36. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 96 -3 -CC relating to the abolition of an existing county fund named Admissions Tax Fund #125, Department #167 be passed. The motion carried. As of this date the Board by a majority votes does approve for payment those vouchers included in the list filed in the Auditors Office 1/16/96 in the total amount of $410,145.48. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 96 -4 -CC in the matter of approving the Mountain View Estates Preliminary Plat requested by Ted L. and Jean Smith be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96 -5 -CC in the matter of changing the zoning from Agriculture to Suburban -Agriculture requested by Robert and Kathryn Struger be passed. The motion carried. The Commissioners met with the Public Works Director regarding the continuation of the Heeb Franchise Hearing, RFP Opening -Collection Event Proposals, Road Establishment Hearing (Correction), Resolution -No Parking, Lease Agreement -Port Property, Proposal Award Recommendation -Herbicide Application, Bid Authorizations - Baseline Road and Bridge Number 234, Cars and Pickups, Police Vehicle Purchase, NACE Conference. The Commissioners held a opening of RFP's on Collection Events. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to continue the matter until January 23. The motion carried. The Commissioners signed the Authorization to Call for Bids on Baseline East Rd., Bridge #294, Bridge #234, 2 -SE Rd., CRP 94-5 and CRP 95-2. Bid opening to be held on February 13,1996 at 10:00 a.m. The Commissioners signed the Authorization to Call for Bids on several vehicles for the County. Bid opening to be held on January 30,1996 at 10:00 a.m. The Commissioners approved the award recommendation on herbicide application to Basin Tree Service and Pest Control,lnc. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96 -6 -CC in the matter of prohibiting parking on certain County Roads be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96 -7 -CC in the matter of setting a Public Hearing for February 13,1996 at 10:30 a.m. for purpose of establishing a certain County Road named 'D' NW Road be passed. The motion carried. The Commissioners held a continuation of Public Hearing on the application of Steve Heeb for a franchise to construct, operate and maintain a sewer line along certain County Roads. A motion was made by Commissioner Allison, seconded by Commissioner Fancher to grant the Franchise. The motion carried. The Commissioners approved the payment to the firm of Foster Pepper and Shefelman in connection with services rendered on the Norisada case. As of this date the Board by a majority vote approved the Public Works Claims Fund Vouchers #12-1 through #12-41 in the total amount of $54,618.30. The Commissioners signed the Travel Guide Contract between Grant County Tourism Commission and LOOPtours,lnc. As there was no further business to come before the Board the session was adjourned until January 22,1996.
