GRANT COUNTY, WASHINGTON
RESOLUTION NUMBER 96- 12 -CC
WHEREAS, Grant County is applying to the State Department of Community
Development for funding assistance; and
WHEREAS, it is necessary that certain conditions be met as part of the application
requirements, and
WHEREAS, Tim Snead, Chairman of the Board of County Commissioners, is
authorized to submit this application to the State of Washington on behalf of Grant
County,
NOW, THEREFORE, be it resolved that Grant County authorizes submission of this
application to the State Department of Community Development to request $145,662.00
to CDBG, and certifies that it:
Will comply with applicable provisions of Title I of the Housing and Community
and Community Development Act of 1974, as amended, and other applicable
state and federal laws:
Has provided citizens, especially low and moderate income persons with
reasonable advance notice of, and the opportunity to present their views during
the assessment of community development and housing needs, during the review
of available funding and eligible activities, and on the proposed activities:
Has complied with all public hearing and citizen participation requirements; the
attached Grant County Citizen Participation/ Community Development and Housing
Plan is hereby adopted and approved; and
Has provided technical assistance in developing proposals:
Will provide opportunities for citizens to review and comment on proposed
changes in the funded project and program performance, if funded:
Has provided technical assistance to citizens and groups representative of low
and moderate income persons that request assistance in developing funding
proposals:
Will establish a plan to minimize displacement as a result of activities assisted with
CDBG funds; and assist persons actually displaced as a result of such activities,
as provided in the Uniform Relocation Assistance and Real Property Acquisition
Policies Act of 1970, as amended:
Will conduct and administer its program in conformance with Title VI of the Civil
Rights Act of 1964 and the Fair Housing Act, and will affirmatively further fair
housing;
Has adopted or will adopt and enforce a policy prohibiting the use of excessive
force by law enforcement agencies within its jurisdiction against any individuals
engaged in nonviolent civil rights demonstrations, in accordance with Section 519
of Public Law 101-144(November 9,1989); and has adopted or will adopt and
implement a policy of enforcing applicable state and local laws against physically
barring entrance to or exit from a facility or location which is the subject of such
nonviolent civil rights demonstration within its jurisdiction; and
Is following a citizen participation plan which provides opportunities for citizen
participation comparable to the state's requirements (those described in Section
104(a)(2)(3) of the Act, as amended.
Grant County designates Tim Snead, Chairman of the Board of County Commissioners,
as the authorized Chief Administrative Official and authorized representative to act in all
official matters in connection with this application and Grant County's participation in the
Washington State CDBG program.
This resolution shall be in force and take effect from and after the date of passage and
adoption.

CITIZEN PARTICIPATION STRATEGY FOR
1996 COMMUNITY DEVELOPMENT BLOCK GRANT
The purpose of this document is to provide information on how Grant County is
complying with regulations and requirements for obtaining funding for public services
administered by Community Action Committee from Community Development Block
Grant.
The Grant County Board of Commissioners set a hearing regarding application for CDBG
Public Service funding. This hearing was circulated and publicized in the County's
normal procedure. The time and date of 1:30 p.m., February 6,1996 was set for the
hearing. The Notice of Hearing was published in the Grant County Journal paper
designated for Official Notices.
By publication of Notice and at the February 6th hearing, citizens were informed of the
amount of $145,662 being available for Employment, Education, Money Management,
Housing, Emergency Assistance, Nutrition, Linkages, Self-Sufficiency/Care Management
and Health.
Grant County will provide application information and provide technical assistance to
groups representative of low and moderate -income and special needs populations that
request assistance by working with Community Action Committee to prepare and submit
application for funding. In addition, the public will be informed t the Public Hearing that
they may submit written comment regarding the application to the Commissioner's Office
until 5:00 p.m., February 5,1996.
Grievance Procedure: the Grant County Board of Commissioners will respond to all
complaints regarding the proposed project within 15 working days, where possible.
When the complaint or grievance requests investigation or information that will take
longer than 15 working days for response, the complainant will be notified in writing
within 15 workings days that the complaint or grievance has been received, what action
is being taken to review or to act upon the concern, and the anticipated date of final
response. This procedure for handling complaints and grievances shall remain in effect
for 60 days after final completion of the project. Completion is scheduled to be
December 31,1996.
