HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of February 12,1996 The Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the request by the County Auditor for the purchase of a mail opener in the amount of $1372 from the Capital Outlay budget. The Commissioners set a Public Meeting for February 26,1996 at 2:30 p.m. regarding the Robert Strugar Preliminary Plat of Ranchland Estates for the subdivision of 39 lots on 212.18 acres of property in a portion of Section 25, Township 20 North, Range 27 East, W.M. for homesites in McConihe Flats adjacent to the intersection of County Road E and McConihe Rd. The Commissioners set a Public Meeting for February 26,1996 at 3:30 p.m. regarding the Clyde Henderson zone change request from Agriculture to Suburban - Agriculture on 17.8 acres of property in a portion of Section 13, Township 19 North, Range 27 East, W.M. for homesites in Mae Valley adjacent to the intersection of County Road E and 4 NE. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96 -17 -CC related to the abolishment of the Admissions Tax Fund #125, Department #167 be passed. The motion carried. Chairman Snead was authorized to sign the contract between Grant County and Assistance to the Pregnant and Parenting and Parent to Parent Groups. The Commissioners approved the starting salary of Ryan Rectenwald of the Sheriffs Department at 80 percent of control salary for a Corrections Officer. The Commissioners approved the letter from Karen Sutter of the Prosecuting Attorney's Office for maternity leave effective March 4,1996. The Commissioners approved the salary increase of Corrections Officer Ray Harrington at 100 percent of control salary. The Commissioners approved the starting salary of Pat Mix of the Dispatch Center at 90 percent of control salary effective February 23,1996. The Commissioners approved the purchase of an Ethernet High Performance Network Adapter Card for the AS/400 in the amount of $2,418.75. The Commissioners signed the 1996 Dispatch Agreement between the Grant County Sheriff's Office and Quincy Police Department. The Commissioners signed the 1996 Jail Health Services Agreement between the Grant County Sheriff's Office and Ephrata Medical Clinic. The Commissioners approved the salary increase of Deputy Dan Couture of the Sheriff's Office at 90 percent of Deputy Step Level 1 effective February 1,1996. The Commissioners received a letter from Sheriff Bill Wiester regarding the Dispatch personnel. The Commissioners approved the request for the amount of $1100 for a code update. As there was no further business to come before the Board the session was continued to February 13,1996. February 13,1996 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Bid Opening (Baseline), Bid Opening(M SE),Road Establishment Hearing(D SW), Bid Opening (Herbicide Material), Bid Award Recommendation -Equipment, Contract Execution -Moses Lake Ford(Cars), C & V Auto(4x4 Utility), Seig Pit, Road 702 and Shop Doors. The Commissioners held a bid opening on Baseline Rd., Bridge #294 & Bridge #234. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that the bids be referred to Public Works for their review and recommendations. The motion carried. The Commissioners held a bid opening on Bridge #241, M NE. A motion was made by Commissioner Allison, seconded by Commissioner Snead that the bids be referred to Public Works for their review and recommendation. The motion carried. The Commissioners held a Public Hearing on road D NW and a motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96 -18 -CC in the matter of establishing a County Road named D NW Road be passed. The motion carried. The Commissioners held a bid opening regarding herbicide materials. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that the bids be referred to Public Works for their review and recommendation. The Commissioners approved the bid award recommendations from the Public Works Director regarding the equipment bids, and signed contracts with C & V Auto Sales and Service,lnc, Moses Lake Ford Lincoln-Mercury, and Jess Ford,lnc. The Commissioners signed the Public Works Claims Fund Voucher approval #1-1 through #1-194 in the total amount of $621,065.74. Chairman Snead was authorized to sign the Joint Grant Application with the City of Moses Lake for the STP funds on Valley Drive. The Commissioners approved the recommendations of the Public Works Director and awarded North Central Construction, Inc. the bids on Baseline Rd., Bridge #294 & Bridge #234,'2' SE Rd in the amount of $402,450.90 and Bridge #241, 'M' NE in the amount of $309,462.86. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 96 -19 -CC in the matter of the annexation of territory into Fire Protection District #7 be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96 -20 -CC in the matter of pension eligibility for Sheriff's Reserves be passed. The motion carried. The Commissioners approved wt of State travel for Sheriff Wiester to travel to Sparks, Nevada to attend the Western States Sheriffs' Association Conference. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 2/12/96 in the total amount of $293,632.74. The Commissioners set a Public Meeting for March 4,1996 at 1:30 p.m. regarding the Jack Brown Zone Change requested from Agriculture to Suburban -Agriculture on 216 acres of property in a portion of Sections 13 and 14, Township 20 North, Range 28 East, W.M. for homesites. As there was no further business to come before the Board the session was adjourned until February 20,1996.
