HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of March 4,1996 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the last session as written. The Commissioners approved the starting salary of Michelle Moss of the Assessors Office at $1470 per month effective March 1,1996. Chairman Snead was authorized to sign the Basic Interagency Contract with Department of Social and Health Services. Contract Number 916001319. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that the County would not hire a Hearings Examiner. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher to have legal council at Planning Commission and Board of Adjustment meetings and also to review Land Use Ordinances. The motion carried. The Commissioners signed the February Payroll Warrants List #76448 through #77061. The Commissioners received a signed copy of the Memorandum of Agreement between Washington state University Cooperative Extension and Grant County. The Commissioners approved the request by the Assessors Office for the purchase of a new vehicle for the new appraiser from Capital Outlay. The Commissioners approved the salary of Kathy Hilliard of the Sheriffs Office as the Communication Supervisor effective February 1,1996. The Commissioners gave their approval for financial participation in the planned safety improvements at the public use boat launch and marina which is located at Desert Aire. The Commissioners approved the starting salary of Donald A. Deis of the Assessors Office at $1648.80 per month effective March 18,1996. A Public Meeting was held regarding the zone change request by Jack Brown from Agriculture to Suburban -Agriculture on 216 acres of property in a portion of Sections 13 and 14, Township 20 North, Range 28 East, W.M. for homesites approximately one mile West of the Grant County Airport near the intersection of County Roads 10 and J N.E. A motion was made by Commissioner Fancher, seconded by Commissioner Allison to table the matter until 3:30 p.m. March 5,1996 to consult with the Prosecuting Attorney regarding the question of downsizing the project. The motion carried. As there was no further business to come before the Board the session was continued until March 5. March 5,1996 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Contract Execution -Sanders, Notice of Hearing -Speed Limit Changes, SWAC,11:00 a.m. Franchise Hearing, 1-90/Potato Hill, and Ephrata Floodway. The Commissioners signed a Contract with Sahlberg Equipment for sanders and a contract with North Central Construction regarding Bridge #241, M -NE Road. The Commissioners held a Public Hearing regarding the application for Franchise requested by Robert W. Pusey to construct, operate and maintain a buried irrigation water pipeline on Road Q NW. A motion was made by Commissioner Allison, seconded by Commissioner Fancher to approve the franchise request. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher to approve Resolution Number 96 -23 -CC in the matter of setting a Public Hearing for March 26,1996 at 10:30 a.m. regarding modifying certain sections of Chapter 11.04 of the Grant County Code entitled "Maximum Speed Limits" be passed. The motion carried. The Commissioners approved the salary increase of the Chief Deputy Coroner to $2,486 per month effective March 1,1996 due to position evaluation by Milliman and Robertson,lnc. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96 -24 -CC in the matter of changing the zoning from Agriculture to Suburban/ Agriculture in a portion of Section 13, Township 19 N., Range 27 E., W.M. be passed. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96 -25 -CC in the matter of denying an amendment to the comprehensive plan of Grant County which would have changed zoning from Agriculture to Suburban -2 in a portion of Section 12, Township 19 North, Range 27 East, W.M. requested by Hartley Investments be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 96 -26 -CC setting a public hearing for March 25,1996 at 1:30 p.m. relating to the facts requiring an appropriation and expenditure of funds for the DD Residential Department in the amount of $23,000 be passed. The motion carried. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 3/4/96 in the total amount of $387,311.43. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 2/29/96 in the total amount of $133,899.14. The Commissioners held a continuation of Public Meeting on the Jack Brown zone change request. A motion was made by Commissioner Allison, seconded by Commissioner Fancher to uphold the Planning Commission denial of the proposed zone change, with Planning Commission findings of fact to be adopted. The motion carried. As there was no further business to come before the Board the session was adjourned until March 11,1996.
