HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of March 18,1996 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. Chairman Snead was authorized to sign the Contract between Washington State Military Department and Grant County Department of Emergency Management. The Commissioners approved the request for the purchase of 3 new personal computers for the Grant County Assessor from the Capital Outlay Budget. Chairman Snead was authorized to sign the Order for the Resale of Tax Title Property requested by Keith Fish. The matter was referred to the County Treasurer for action. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 96 -33 -CC regarding National Agriculture Week be passed. The motion carried. The Commissioners signed a Proclamation declaring the first week in April as Public Health Week. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96 -34 -CC in the matter of authorizing the Chairman of the Board of County Commissioners to sign an Agreement for Professional Services between Benton, Franklin and Grant County and CH2MHill to obtain planning services for the resource protection of the Hanford Reach be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 96 -35 -CC honoring the Royal High Girls Basketball Team be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Fancher that Resolution Number 96 -36 -CC honoring the Almira, Coulee, Hartline Team be passed. The motion carried. As there was no further business to come before the Board the session was continued until March 19,1996. March 19,1996 The Grant County Commissioners session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Bill Froemke (Office/ Shop Cost Estimates), Bid Authorization, Contract Execution -Philip Environmental (Household Hazardous Waste), North Central Construction (Baseline Road), Reimbursable Work Request -Royal City, Bid Award Recommendation -Fuel Bids, 11:00 -Pedestrian Path ('W' NW). The Commissioners signed Requests for Reimbursable Work with Royal City. The Commissioners signed a Contract with North Central Construction, Inc. for the Baseline East Rd., Bridge #294 & #234 project. The Commissioners signed the Waste Collection Transportation and Management Agreement with Burlington Environmental Inc. The Commissioners approved the Fuel Bid Award Recommendation of the Public Works Director. The Commissioners approved the request by the Grant County Mental Health Director to change one Community Living Specialist position in the DD Residential Program to a full-time Community Living Manager position, and to increase two current 1/2 FTE positions of Community Living Specialist in the DD Residential Program to 28 hours per week. The Commissioners signed the Conditional Use Permit, Substantial Development Permit for Desert Aire Owners Association. The Commissioners approved the starting salary of JoAnne Francis of the Interfund Communications Department at $7.00 per hour as a Switchboard/ Mail Room Clerk, effective March 19,1996. The Commissioners approved the request by the Prosecuting Attorney's Office for the purchase of a new computer in the amount of $2,217. The Commissioners signed the Authorization to Call for Bids April 23,1996 at 11:00 a.m. for the Grant County Public Works Complex. The Commissioners received notice of SEPA Lead Agency Status on the Columbia River Sugar Company. The continuation of the Public Hearing on the Strugar Plat was held and a motion was made by Commissioner Fancher, seconded by Commissioner Allison to continue the matter until March 26 at 3:30 p.m. The motion carried. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 3/18/96 in the total amount of $268,057.68. As there was no further business to come before the Board the session was adjourned until March 25,1996.
